MINUTES OF THE REGULAR MEETING OF THE PRESIDENT AND BOARD OF
TRUSTEES OF THE VILLAGE OF BUFFALO GROVE , COOK AND LAKE COUNTIES ,
ILLINOIS , HELD MONDAY, OCTOBER 9 , 1972 , AT THE MUNICIPAL BUILDING,
50 RAUPP BLVD. , BUFFALO GROVE, ILLINOIS .
In the absence of the President, the Clerk called the meeting to
order at approximately 8 :15 P .M. Those present stood and re-
cited the Pledge of Allegiance to the Flag.
The Clerk called the roll and found the following present:
Trustees Fabish, Osmon, Rathjen , Mahoney, Driscoll
Absent: President Armstrong and Trustee Shirley
Also present was Mr. Daniel Larson , Village Manager. Mr. Richard
Raysa, Village Attorney, arrived at approximately 9 :05 P .M.
Trustee Osmon moved Trustee Fabish serve as President Pro Tem in
the absence of the President. Trustee Driscoll seconded the
motion, and upon a voice vote, the motion passed unanimously.
Trustee Fabish took the President's place at the dias .
1. Minutes of October 2 , 1972
Trustee Rathjen moved the minutes of October 2 , 1972 , be approved
as submitted. Trustee Osmon seconded the motion , and a roll call
vote found the following:
AYES : Trustees Fabish, Osmon, Rathjen , Mahoney , Driscoll
NAYES : None
ABSENT: Trustee Shirley
The motion carried.
Trustee Osmon requested that the minutes of cto r 2 1972 ,ex-
plain the reason for his abstention on ' oC, His reason
was that he had obtained the people from whom the Village purchased
the generator at a savings , and because of the possible question
of a conflict of interest , he wished to abstain .
2 . Committee of the Whole
Yard Variation/Zwirn
Trustee Fabish stated that the Zoning Board of Appeals recommends
approval of a petition for a five-foot variation of the rear yard
portion of the Zoning Ordinance , Article 10 , Section 6 . 4-3 for the
purpose of a room addition submitted by Sherwood Zwirn , 317 Windsor
Drive. After discussion and testimony by Mr. Zwirn , Trustee
Mahoney moved this variation be approved. Trustee Osmon seconded
the motion, and a roll call vote found the following :

ABSENT : Trustee Shirley
The motion carried.
Fees for Fence Variations
Trustee Fabish stated that consideration of the amendment to the
ordinance regulating fees for fence variations will be deferred
until the Zoning Board of Appeals has reviewed it .
Resolution #0-72-32
Trustee Fabish read Resolution #0-72-32 , a resolution regarding the
different assessment practices in the Village and requesting that
a uniform assessment procedure be adopted. Trustee Mahoney moved
Resolution #0-72-32 be approved subject to the amendment that copies
be forwarded to all candidates for office in the reapportioned
First Legislative District. Trustee Osmon seconded the motion.
Mr. Larson stated that the Illinois Municipal League reviewed this
resolution and are in the process of making a recommendation to
Springfield. A roll call vote found the following:
AYE Trustees Fabish, Osmon , Rathjen, Mahoney , Driscoll •
NAYES : None
ABSENT : Trustee Shirley
The motion carried.
Ordinance #0-72-38
Trustee Fabish read Ordinance #0-72-38 , an ordinance regulating
construction standards for driveway aprons. In response to a
question from Trustee Mahoney , Mr. Larson stated that Mr. Seaberg
had prepared the specifications in the ordinance. Trustee Mahoney
moved Ordinance #0-72-38 be adopted as read. Trustee Osmon seconded
the motion. Trustee Rathjen questioned the cost of the tests re-
quired of the contractor in Section 16 . The exact cost was not
readily available. Mr. Larson stated that this is a reasonable
test to require. Trustee Osmon raised the question as to how this
will effect the individual homeowner 's replacing a driveway.
Because there were questions of the Engineer, Trustee Mahoney moved
consideration of this ordinance be tabled. Trustee Osmon seconded
the motion, and upon a voice vote, the motion passed unanimously.
Zoning Board of Appeals/Appointment
In the absence of the President, the ZBA appointment was deferred.
1971-72 Audit
In the absence of Trustee Shirley , consideration of the 1971-72
audit was deferred.

Fence Variation
Mrs . Kohlberg, 6 Amherst Court, stated that the ZBA had advised
her that her request for a fence variation would be determined
tonight. Because a report from the ZBA regarding her request had
not been submitted to the Board, she was informed that this would
be on the October 16 agenda.
1972 Tree Program
Trustee Fabish read the communications from the Director of Public
Works and the Village Clerk regarding the bid opening for the fall
parkway tree planting program. The bids were as follows :
National Landscaping
75 trees @ $117.50 ea. = $8 ,812 . 50
135 trees @ $112 . 50 ea. = $15 ,187. 50
Seidl
75 trees @ $55 .00 ea. = $4 ,125 . 00
135 trees @ $53 .50 ea. = $7 ,222 . 50
Klehm
75 trees @ $49 . 50 ea. = $3 , 712 . 50
135 trees @ $49 . 50 ea. = $6 ,682 . 50
Olson Care Enterprises
$75 .00 per tree regardless of number
Rolling Hills Nursery
75 trees @ $37 . 50 ea.
Trustee Mahoney moved the Board accept the Rolling Hills Nursery
bid of $37. 50 each for the maximum 90 trees and direct the Village
Manager and/or Director of Public Works to secure 33 more trees
without the formality of bids , at the best price available , using
their own good judgement. Trustee Driscoll seconded the motion.
discussion took place regarding the amount in the budget for the
, tree replacement program. Trustee Mahoney amended his motion to
be for the purchase of the 90 trees only. Trustee Driscoll
<.>/ seconded the amendment, and upon a voice vote, the motion passed

Trustee Rathjen requested the Village Manager to investigate the
cost of the additional trees for consideration at a later date.
Wheeling Library District Referendum
Trustee Fabish stated that Mrs. Finnegan of the Wheeling Library
District requested this consideration to be postponed until the
agenda of October 16 .
School and Park District Donations
In the absence of Trustee Shirley , consideration of the proposed
ordinance for school and park donations was deferred.

Rabies Vaccination
Trustee Mahoney stated that the Board of Health would like the
Board to consider the following items :
1. A full time animal service officer, with the duties
of collecting stray animals and systematically seek
to enforce the Animal Ordinance
2 . Expand the licensing procedure to include all
animals
3. Amend the ordinance so that the three year
vaccine would be acceptable
Trustee Mahoney moved the Board direct the Attorney to prepare the
amendment to the Animal Ordinance in order to recognize the va-
lidity of the three year vaccine as well as the one year vaccine.
Trustee Osmon seconded the motion, and a roll call vote found the
following:
AYES : Trustees Fabish, Osmon, Rathjen, Mahoney, Driscoll
NAYES : None
ABSENT : Trustee Shirley
The motion carried.
Trustee Mahoney requested that, as soon as possible , a workshop
session cover the practicability of retaining a full time service
officer and possibly including other animals for licensing.
3 . Questions from the Audience
Longfellow School Drainage
William Frances asked what plans for improvement are being con-
sidered for the drainage problem at Longfellow School. Mr. Larson
stated that this work must be done by hand labor, that nothing is
in this year's budget for this project, but that a commitment was
made to Mr. Gill to correct this situation and will be included in
next year ' s budget.
Mass Transportation
Trustee Mahoney requested Mr. Larson to obtain copies of the
Council of Governments recommendation on the transportation bill.
Navajo Flooding
Trustee Osmon requested a commitment on seeking relief for the
flooding on Navajo Trail. Mr. Larson stated that John Pezl has
been given this assignment, that grades were shot, and that a
status report will be forthcoming.

There being no further business to conduct, Trustee Osmon moved
the meeting adjourn. Trustee Rathjen seconded the motion, and
upon a voice vote, the motion passed unanimously.
