MINUTES OF A SPECIAL MEETING OF THE PRESIDENT AND BOARD OF TRUSTEES OF THE
VILLAGE OF BUFFALO GROVE, COOK AND LAKE COUNTIES, ILLINOIS, HELD MONDAY,
NOVEMBER 25, 1974, AT THE MUNICIPAL BUILDING, 50 RAUPP BOULEVARD, BUFFALO
GROVE , ILLINOIS
President Armstrong called the meeting to order at approximately 7:40 P. M.
Those present stood and recited the Pledge of Allegiance to the Flag. The
Clerk called the roll and found the following present: President Armstrong
and Trustees Shirley, Osmon, Rathjen, Mahoney, Rech, Driscoll .
Also present were Daniel Larson , Village Manager, and Richard Raysa, Village
Attorney.
1 . COMMITTEE OF THE WHOLE
Ordinance #74-22-A
President Armstrong reviewed Mr. Larson's memo, dated November 22, 1974,
regarding the requested major changes in Ordinance #74-22-A, a revised
ordinance rezoning the three parcels of Phoenix property around the Buffalo
Grove Golf Course, and one parcel north of Route 83. He stated that at the
request of the Village Board, the owners of the property have agreed to make
no changes in the section providing for the school donation. Also, because
the required right of way for Lake-Cook Road involves an approximate total of
three acres instead of the previously stated .2644 acres, the owners requested
that Paragraph G be changed to read:
"Upon the owners arriving at a land value settlement, the owner
will dedicate such portion of the proposed Lake-Cook right of way
which it presently owns , which is adjacent to such proposed development ,
and is declared necessary for county widening and improvement provided
either county or owner agrees to assume the cost e,d -zhe Luu,rty
assess tkhc co- for the construction of sidewalks along Lake-Cook Road
right of way at no cost to the Village. In addition , the owner will
proceed without delay to negotiate a land value settlement and will
keep the Village advised of progress."
Discussion took place regarding the change in paragraph G. It was noted that
the error in amount of land needed for the right of way was made because the
land south of Lake-Cook Road, in the area of Weidner Road, had not been included.
It was also noted that this change will have no impact on the number of dwelling
units per acre. Trustee Osmon opposed the change.
President Armstrong read revised sections as follows: l) Section 2, which included
a provision of not more than 283 rental units in the three parcels around the golf
course; 2) Section 4, which provides that no units will be rented without prior
approval of the Village Board; and 3) Section 7, which states that the owner-
developer intends to sell the buildings , but in the event of adverse economic
conditions , one-third of the units may be rented.
Trustee Mahoney moved to approve Ordinance #74-22-A. Trustee Driscoll seconded
the motion. Trustee Shirley requested that the record show that as presented
in Mr. Larson's memo of November 22, 1974, regarding needed right of way land,
and as a result of verification with Frank Kaplan of the Cook County Highway
Department, Right Of Way Acquisition Division , passage of the Ordinance is being
considered. Trustee Mahoney stated that was the basis on which he made the motion.

In response to a question from the Clerk, Mr. Larson stated that he would obtain
Exhibit "C" , which is the legal description of the 4.36 acre tract of land,
located on the southeast corner of Lake-Cook Road and Raupp Boulevard, to be
donated to the Village.
A roll call vote found the following:
AYES: Trustees Shirley, Mahoney, Driscoll , and President Armstrong
NAPES: Trustees Osmon, Rathjen, Rech
The motion carried.
Ordinance #74-43
President Armstrong read Ordinance #74-43, an ordinance revising the water
usage rates. Trustee Shirley requested the following changes:
1 . Class A, Per month, to read, "For the first 5,000 gallons or less , minimum
charge for water of $7.50, plus a $3.00 sewer maintenance charge, total $10.50."
2. Added to the description of Class B, "pursuant to the Lake County Sewage
Treatment Agreement authorized by Resolution #72-13."
3. Class B, Per month, to read, "For the first 5,000 gallons or less minimum
charge for water of $7.50, plus a $3.00 sewer maintenance charge and a $3.00
sewage treatment charge, total $13.50."
Trustee Mahoney i,ioved to approve Ordinance #74-43 with changes included. Trustee
Shirley seconded the motion, and a roll call vote found the following:
AYES: Trustees Shirley, Osmon, Mahoney, Driscoll
NAPES: Trustees Rathjen , Rech
The motion carried.
Fire District Referendum
Mr. Raysa stated that Judge Commerford overruled the motion of the Long Grove
Rural Fire Protection District to declare unconstitutional the action to dis-
annex the northern portion of Buffalo Grove from their District. He stated
that he is in a position to proceed based upon receipt of certain information.
Trustee Rech moved to adjourn to the President 's Roundtable. Trustee Osmon
seconded the motion , and upon a voice vote, the motion passed unanimously.
