tember 18 , 1976 .
The purpose of this meeting was to establish agreements on
past and future land donations as they apply to the village and
park district. The committee is in agreement that this purpose has
been fulfilled to our satisfaction.
Enclosed is our report and recommendations for your considera-
tion and adoption.

Recommendations of the Village/Park Liaison Committee subject to
form and legality:
Guidelines for Donations of Village Lands for Park and Recreational
Purposes :
1 . It is recommended that both Boards and their commissioned
agencies adopt the proposed "Guidelines for Determining Suit-
ability of Lands to be Dedicated for Parks and Recreation" .
(see Appendix A, attached) .
2 . It is recommended that both Boards and their commissioned
agencies adopt the "Review Procedure for Developer Park &
Recreation Donations" to permit adequate time for evaluation and
written response by the Park Board to the developers proposal .
(See Appendix B attached) . The committee feels that this pro-
cedure will establish effective lines of communication between
all affected agencies .
Agreements on Land Now Held by the Village :
1 . Strathmore Grove (2 1/2 acre detention basin) -
This site located at the Northeast Corner of Strathmore Grove
should remain under the control of the Village . The Park
District should evaluate this site and determine viable means
by which this basin can be used for winter recreational activ-
ity i.e. - ice skating and sliding. Furthermore the Director
of Parks and the Director of Public Works should jointly eval-
uate this site to determine the safest and least expensive
means of adequately maintaining it . The Village Staff should
also evaluate the Standards for Storm Water Detention and make
recommendations to prevent the creation of maintenance pro-
blems of this magnitude in the future. (See item 6 , Appendix
D of Subdivision Regulations , Appendix D) .
2 . One Acre Neighborhood Park Knollwood Lane , Strathmore Grove
The deed to this one acre neighborhood park should be immedi-
ately conveyed to the Park District . It is understood by the
Committe that real estate taxes are due on this property.
At the time of conveyance the land shouldbe free of any liens
or incumbrances .
3. Well House #2 (Site 21)
The Park should immediately accept a five year lease to main-
tain this site for passive recreational use, with the under-
standing that the Village will install a sidewalk along the
Arlington Heights Road boundry of this parcel to provide safe
access to the Park from Checker Road (Sidewalk to be installed
at the time Arlington Heights Road is improved) .

4 , White Pine Strip
This site is located south of Bernard Drive and just east of
Beechwood Court . It is recommended that the deed for the
Flat Area be transferred to the Park District and that the
remaining slopes and ditch remain under the ownership and
maintenance of the Village .
5. Strathmore Court
This 1/2 acre site that is being maintained by the residents
of the cul-de-sac should remain under the ownership and con-
trol of the Village because of its close proximity to the High
School .
6 . Grand Spaulding Dodge Park Site
This is a four acre site located on Dundee Road west of
Crofton Lane . It was dedicated to the Village when the final
plat of phase I of the Grand Spaulding Dodge expansion was
approved. An access road will be constructed along the west
perimeter of the park site when phase II is completed. The
clay stockpiled on this site will be removed by Grand Spaulding
per a letter from Grand Spaulding Dodge to the Village Manager
dated September 13 , 1976 . We recommend the acceptance and
transfer of deed to this property to the Park District.
7 . Crossings (5 acre cultural art center and 7 acre retention area)
It is recommended that the deed to this property be conveyed
to the Park District, immediately upon completion of negot-
iations on the restrictive covenants . Park District Council
was directed to contact Richard Raysa, Village Attorney, to
assist in negotiations regarding these restrictive covenants.
Additional Recommendations :
8 . Future Committee meetings should be held if necessary, to
arbitrate differences between the respective boards on future
land donations and agreements .
9. The agendas of the respective boards should be mailed to the
trustees/commissioners on the date of their distribution to
assure proper representation in matters of mutual interest .
Agendas and minutes of the Planning Commission should likewise
be distributed to the Park Board.
APPENDIX A
GUIDELINES FOR DETERMINING SUITABILITY
OF LANDS TO BE DEDICATED FOR PARKS AND RECREATION
1 . Philosophy of Acceptance :
"Quality of the land: The land or site must be suitable for the
purpose for which it is intended. Land set aside by developers
for parks , recreation and conservation purposes should not be
what has been left over after residential , commercial , Eaustrial ,
and other municipal development has been taken for prime land. "

2., Local Population Ratio and Standards : Lands shall be evaluated in
accordance with Village of Buffalo Grove Resolution 72-35 which
includes :
A. Population density and pro-rata requirement for dedication of
lands for Parks F; Recreation.
B. Standards for locations and types as defined by the "Standards
for Park and Recreation Areas and Facilities" of the Buffalo
Grove Park District .
C. Provision for various credits for privately supplied open
spaces and recreation areas .
3 . Geographical and Geological Conditions : Sites shall be evaluated
in accordance with the following planning considerations :
A. Classification or type of park facility.
B. Recreation program and activities offered.
C. Topographical conditions .
D. Vegetation and potential for plant growth .
E. Soil and drainage conditions .
F. Service radius per population served.
G. Seasonal or climatic conditions .
H. Accessibility and relationship to surrounding areas .
I , Maintenance potential or liability.
J. Public health and safety features .
K. Relationship to cultural , social , economic conditions .
L. Financial development and support .
4 . Site Usage Provisions : In accordance with the above considerations ,
certain site engineering and environmental provisions shall be
met:

A. Stabilized soils : All lands shall be considered as partially
buildable. Approximately 60% of the land shall be able to
support steel play structures , fencing, underdrainage , paving ,
athletic fields , utility services and landscaping. The re-
maining 40% of the land shall be considered as suitable for
viable park purposes on a limited seasonal or passive use basis
such as : Winter sports activity, nature and botanical study,
hiking paths , etc. ; provided that the drainage requirements
of Paragraph 4B (Drainage of areas) are met . Engineered deten-
tion areas may be considered for credit in this portion as
"dry basins" provided that :
(1) Water detained in the basin after a rainfall will drain
completely from the basin in 24 hours , and,
(2) The base of the drained basin will accept recreational
activity and/or maintenance equipment 48 hours after
t has drained, (Areas not meeting this criteria may
receive a prorata credit based upon limited recreational
value, i .e , winter ice skating. )
B. Drainage of Areas: Because sites are to be provided for active
usage by all age groups , areas shall be constructed so that
no water will be left standing 72 hours after any rainfall .
In addition, areas shall drain to the extent that mowing
equipment and machinery can be working safely 72 hours after
any rainfall . The only exception to this would be retention
basins of six acres or more in size when water-related activ-
ities could be scheduled such as fishing, boating and ice
skating. For this use, these lakes must be part of a larger
park site consisting of at least 15 acres .
C. Public Safety: Problems relating to slopes , grades , routes for
ingress and egress , construction procedures , topographical con-
ditions , surfacing, traffic patterns , proximity to surrounding
borders , maintenance conditions , overhead features , etc. , shall
be taken into consideration during planning and design phases .
Approval shall be granted only after each site can be evalu-
ated individually as to the required safety procedures being
undertaken. A maximum gradiant standard shall be applied to
various features as follows :

APPENDIX B
REVIEW PROCEDURES FOR DEVELOPER PARK AND
RECREATION DONATIONS
PHASE I . Preliminary Process
A. Park District receives notification of sub-division intent from Village of
Buffalo Grove liaison or through Plan Commission.
B. Developer meets with Park District staff to discuss basic conceptual designs
that affect recreational facilities and programs.
C. Developer meets informally with joint staffs or Board delegates from Park,
Village and School Districts to discuss conceptual designs that affect all
agencies involved. Park Staff submits to the Village a preliminary "project
analysis review".
D. Park staff presents all conceptual design information to the Park Development
Committee of the Park Board. A timetable is developed to proceed with planning
& evaluation schedules.
PHASE II . Planning & Evaluation Process
A. Developer enters into formal planning negotiations with all affected agencies.
The Plan Commission sponsors a study workshop, at which time all agencies are
expected to make preliminary evaluations of any information presented by the
developer. In order to respond in an adequate manner, the Park District requires
that all such information to be delivered to the Park Office at least one week
in advance of any public meeting requiring advance evaluation and response to
the Plan Commission.
B. Developer schedules evaluatory public hearings with the official commissions
of the Village of Buffalo Grove. If needed at this time, the developer may
wish to offer preliminary plans to the Park Board.
C. The Developer shall make a formal Park Board presentation in advance of any final
approval proceedings of the official commissions of the Village. All such plans
and documents shall be delivered to the Park Office at least one week in advance
of the formal Park presentation, and any offers concerning donations to the Park
District shall be presented, in writing, at the formal meeting or subsequent
meetings of the Park Board. Immediately following such a meeting, the Park
Board shall notify the Plan Commission of its preliminary conceptual evaluation
of the development, which will be subject to final disposition at a later date.
PHASE III . Final Approval Process
A. The Plan Commission and Appearance Control Commission shall schedule final
approval public hearings, at which time the Park District will enter its
evaluatory comments, approvals or disapprovals and recomendations as needed
into testimony. This information will be transmitted to the Plan Commission
in writing and shall contain the following:

1 . Statement as to what degree the development meets the requirement of
Resolution 72-35.
2. The Park Board's justification for conclusions and recommendations con-
cerning the project, and
3. The Park District 's official acceptance of the developer's proposal as
presented or its reservations pending acceptance and implementation of
recommendations as outlined in (2) above.
The Park Board shall be notified at least one week in advance of what information
respective Village Commission(s) is requesting at any such public hearing.
B. The Park Board shall enter into final negotiations with delegates from the
School Districts, Village Board and/or its official commissions, and any other
affected agency in advance of the Village Board final approval hearing.
C. The Village Board shall hold a public meeting at which time the Developer will
be informed of any approval or disapproval for the project. As deemed necessary,
the Park District shall supply the Village Board, either verbally or in writing,
or shall enter into testimony its final recommendations, for the purpose of
assisting the Village Board in its deliberations. The Developer will have, in
advance of this meeting, supplied all affected agencies with written offers of
any donations as required under Resolution 72-35.
