MINUTES OF THE SPECIAL MEETING OF THE
VILLAGE BOARD OF THE VILLAGE OF BUFFALO
GROVE, ILLINOIS , HELD IN THE COUNCIL
CHAMBERS, VILLAGE HALL, MONDAY, APRIL 13, 1981 .
President Clayton called the meeting to order at 7: 35 P.M. CALL TO ORDER
Roll call indicated the following present: President Clayton; ROLL CALL
Trustees Marienthal , Stone, O' Reilly, Hartstein, Kavitt, and
Gerschefske. Also present were: William Balling, Village
Manager; William Raysa, Village Attorney; William Brimm, Finance
Director; and Paul Kochendorfer, Village Treasurer.
Mr. Ron Norene, of R. V. Norene & Associates, reported to the RESOLUTION #81 -17
Board on bids received today covering $1 ,050,000 Corporate
Purpose Bonds , Series 1981 . He distributed a report to the
Board stating that it is Norene's opinion that the bid of The
First National Bank of Chicago and LaSalle National Bank of
Chicago is the best of the four bids received, and that it is
favorable to the Village and should be accepted at a net interest
rate of 9.86829%. Mr. Norene also gave a brief explanation of
the market trends at this time, and stated that the Village's
bond rating of A-1 saved 1/4% to 1/2% on the interest rate.
Mr. Norene stated that, while they are not happy with the 9.8%
interest rate, in perspective, it is a good rate; and, if
interest rates are better next year, we are structured so that
there is every reason to believe the Village would be able to
take advantage of the better interest rate.
Trustee Marienthal moved to accept the offer for the purchase
of the $1 ,050,000 for the Northwest Water Commission interim
financing, and to pass Resolution #81 -17, accepting the offer
to purchase $1 ,050,000 of corporate purpose bonds of the Village
of Buffalo Grove. Trustee Marienthal stated that he is dis-
appointed with the rate which we received. Trustee O' Reilly
seconded the motion. Upon roll call , Trustees voted as
follows:
AYES : 6 - Marienthal , Stone, O'Reilly, Hartstein , Kavitt,
Gerschefske
NAYES : 0 - None
Motion declared carried.
Moved by Hartstein , seconded by Stone, to pass Ordinance #81 -19, ORDINANCE #81 -19
providing for the issuance of $1 ,050,000 of corporate purpose
l bonds series 1981 , of the Village of Buffalo Grove, and providing
v for the levy of a direct annual tax to pay the principal and
interest on such bonds . Upon roll call , Trustees voted as follows :
AYES : 6 - Marienthal , Stone, O'Reilly, Hartstein , Kavitt,
Gerschefske
NAPES : 0 - None
Motion declared carried.

Mr . Balling explained the situation on the bid summaries for BUSCH ROAD FIRE
the Busch Road fire station furnishings; he stated that there STATION
are some discrepancies regarding the conditional provisions of (Furnishings)
the bid that he wishes to clarify before action is taken. Mr.
Balling recommended leaving the matter on the table until the
April 20, 1981 meeting.
Moved by Hartstein, seconded by Kavitt, that , based on the
recommendation of staff, we once again table the matter of
fire station furnishing bids until the next meeting. Upon
voice vote, the motion was unanimously declared carried.
The Buffalo Grove Girl Scout Troop #696 then presented the PLEDGE OF
Colors and led the Pledge of Allegiance Ceremony. President ALLEGIANCE
Clayton then thanked the girls for presenting such an CEREMONY
impressive ceremony.
The Clerk opened and read the computer sheet which showed CANVASS OF VOTES
the following votes cast for the persons indicated : (April 7, 1981-

President Clayton stated that this Resolution would RESOLUTION #81-18
affirm, proclaim and declare that Elliott Hartstein,
Stephen H. Stone and Marc K. Schwartz are hereby duly
elected to the Office of Village Trustee for a term of
four years each from April 13, 1981 to and until their
successors are duly elected and qualified. Moved by
O' Reilly, seconded by Kavitt, to pass Resolution #81 -18,
affirming canvass of vote return. Upon roll call , Trustees
voted as follows :
AYES : 6 - Marienthal , Stone, O' Reilly, Hartstein, Kavitt,
Gerschefske
NAYES : 0 - None
Motion declared carried.
The Village Clerk then administered the Oaths of Office to OATHS OF OFFICE
Elliott Hartstein, Stephen Stone, and Marc Schwartz for the
Offices of Village Trustee, each for a 4 year term. Trustee
Kavitt stepped down from the dias and the newly elected Trustees
took their seats at the dais .

President Clayton read Resolution #81-19 for retiring Trustee RESOLUTION #81 -19
Richard A. Kavitt. Moved by Hartstein, seconded by Gerschefske,
to pass Resolution #81-19. Upon voice vote, the motion was
unanimously declared carried.
President Clayton then presented a plaque to Trustee Kavitt and
thanked him for his service to the Village. Trustee Kavitt
stated that he had enjoyed working with the Board and the staff
for the past two years, and stated that the citizens of Buffalo
Grove are well represented by their elected officials.
President Clayton then invited all present to a reception in the
conference room.
Moved by Gerschefske, seconded by Schwartz, to adjourn the ADJOURNMENT
meeting. Upon voice vote the motion was unanimously declared
carried. The meeting was adjourned at 8: 33 P.M.
