1979-04-23 - Village Board Special Meeting - Minutes 5415 4/23/79 MINUTES OF THE SPECIAL MEETING OF THE VILLAGE BOARD OF THE VILLAGE OF BUFFALO GROVE, ILLINOIS, HELD IN THE COUNCIL CHAMBERS, VILLAGE HALL, MONDAY, APRIL 23, 1979. CALL TO ORDER The Special Meeting of the Board of Trustees of the Village of Buffalo Grove was called to order by Village President Edward A. Fabish at 7:35 P.M. Girl Scout Troop 426 from Longfellow School presented the colors , and those present stood, pledged allegiance to the Flag, and sang "America the Beautiful". Roll call indicated the following present: President Fabish, Trustees Rech, Bogart, Marienthal , Stone, Mendenhall , Kandel . MINUTES Moved by Rech, seconded by Marienthal to approve the minutes of the regular meeting held April 16, 1979, as published. The following additions were made: Page 5412 - 5th Paragraph - Trustee Bogart asked that the word "newspaper" be inserted between "the" "vendetta". vendetta". Page 5412 - 1st Paragraph - Trustee Marienthal asked that the following be added to the first paragraph. "When I was employed by Wilson Sporting Goods, I did not vote on warrants on which they appeared. I feel that Mr. Harris should act accordingly when on the Planning Commission in reviewing the plans for Buffalo National , because they are in direct competition with his employer, Bank of Buffalo Grove. I feel he should pass." Upon roll call , the vote was : AYES: 5 - Rech, Bogart, Marienthal , Stone, Mendenhall NAPES: 0 - None ABSTAIN : 1 - Kandel Motion declared carried. WARRANT Moved by Rech, seconded by Mendenhall to approve Warrant #401 , in the amount of $235,418.62, and authorize payment of bills listed. Upon roll call , the vote was : AYES: 6 - Rech, Bogart, Marienthal , Stone, Mendenhall , Kandel NAPES: 0 - None Motion declared carried. PRESIDENT'S Village President Edward Fabish read his final report as a REPORT Buffalo Grove official , and congratulated the new Board and wished them well . TRUSTEE Trustee Bogart thanked the voters for giving him the privilege REPORTS of serving on the Board for 4 years. He also thanks the staff and Commissions of the Village, and wished the new Board well . Trustee Rech thanked the staff and Village Commissions, as well as the citizens who chose her to serve them. She publicly thanked Trustees Mendenhall and Kandel because they did not chose to run for office, but were chosen. 5416 4/23/79 Trustee Mendenhall thanked President Fabish, the Trustees and the staff for their assistance over the past two years. BUFFALO GROVE Mr. Frank Mayfield gave a brief report on the status of the YOUTH COMMISSION Youth Center, stating that they hope to occupy the building by September. He then showed a solicitation slide presenta- tion, which the Youth Center shows to local businesses, and civic organizations. Mr. John Chandler, President of the Buffalo Grove Jaycees , presented a check for $2,000 to Mr. Bogart, the liaison for the Youth Commission, as part of their commitment to the Youth Center. Moved by Bogart, seconded by Mendenhall to approve Resolution #79-21 . Upon roll call , the vote was : AYES: 6 - Rech, Bogart , Marienthal , Stone, Mendenhall , Kandel NAPES: 0 - None Motion declared carried. President Fabish administered the oath of office to Mrs. Clayton. President Clayton administered the oath of office to Mrs. Sirabian. 5423 4/2 3/79 The Village Clerk administered the oath of office to Mr. Marienthal and Mrs. O'Reilly. President Clayton administered the oath of office to Mr. Hartstein, Mr. Kavitt, and Mr. Gerschefske. Mr. Fabish, Mrs. Rech, Mr. Bogart, Mr. Mendenhall and Mr. Kandel stepped down from the dias and the new officials took their positions. RESOLUTION #79-22 President Clayton read Resolution #79-22, a resolution of appreciation for Edward A. Fabish as departing Village President. Moved by Hartstein, seconded by O' Reilly to approve Resolution #79-22. Upon roll call , the vote was: AYES: 6 - Marienthal , Stone, O' Reilly, Hartstein, Kavitt, Gerschefske NAYES: 0 - None Motion declared carried. President Clayton presented Mr. Fabish with a plaque in appreciation for his service to the Village. RESOLUTION #79-23 President Clayton read Resolution #79-23, a resolution of appreciation for Robert E. Bogart as departing Village Trustee. Moved by Hartstein, seconded by Gerschefske to approve Resolution #79-23. Upon voice vote, the motion was unanimously declared carried. President Clayton presented Mr. Bogart with a plaque in appreciation for his service to the Village. RESOLUTION #79-24 President Clayton read Resolution #79-24, a resolution of appreciation for Clarice Rech as retiring Village Trustee. Moved by Hartstein, seconded by Marienthal to approve Resolution #79-24 as amended. Upon voice vote, the motion was unanimously declared carried. President Clayton presented Mrs. Rech with a plaque in appreciation for her service to the Village, and also a plaque in appreciation for her efforts in making Bicentennial Park a success. Mr. Irving Gilman made the following statement: "Clarice, I am sure I speak for a large number of residents in this Village in expressing our sincere appreciation for your efforts as our representative on the Village Board. If there is still someone who questions the ability of a woman to effectively handle the never-ending flow of facts and statistics connected with government decision-making, that person never attended a Buffalo Grove Village Board meeting. As the phrase goes, 'Clarice did her homework' , devoting so much of her time to researching, studying, and understanding the effect of a present decision on the future of the Village, as well as on our pocketbooks. For your dedication to thoroughness and the best interests of the Village, you have our thanks, our appreciation, and our respect. We will remember your persistence, patience and your guts in sticking to a well thought out decision, never backing off, even when you were outnumbered by an opposing viewpoint on the Board, and that happened often. We will remember your courage. We will 5424 4/23/79 remember your practice of soliciting and listening to and weighing the opinions and thoughts of Village residents before formulating your own position on Village issues. And we will always remember your inspired leadership in the movement to save our open space, and we think, despite the final decision, your successful efforts to bring the issue to the people of the Village of itself represents a significant Victory. James Michner wrote a paragraph that sums up our feelings about Clarice Rech: ' If a woman happens to find herself, if she knows what she can be depended upon to do, the limits of her courage, the position from which she will no longer retreat, the secret reservoir of her determination, the extent of her dedication, the depth of her feeling for beauty, her honesty, and her unpostured goals, then she has a mansion which she can inhabit with dignity all the days of her life. ' Thank you Clarice for what you have given us of yourself and may you live a long and happy life and enjoy your mansion." RESOLUTION #79-25 President Clayton read Resolution #79-25, a resolution of appreciation for Howard Mendenhall as retiring Village Trustee. Moved by Hartstein, seconded by Kavitt to approve Resolution #79-25. Upon voice vote, the motion was unanimously declared carried. President Clayton presented Mr. Mendenhall with a plaque in appreciation for his service to the Village. RESOLUTION #79-26 President Clayton read Resolution #79-26, a resolution of appreciation for Melvin Kandel as retiring Village Trustee. Moved by Marienthal , seconded by Kavitt to approve Resolution #79-26. Upon voice vote, the motion was unanimously declared carried. President Clayton presented Mr. Kandel with a plaque in appreciation for his service to the Village. RESOLUTION #79-27 Trustee Marienthal read Resolution #79-27, a resolution of appreciation for Verna Clayton as retiring Village Clerk. Moved by Stone, seconded by Kavitt to approve Resolution #79-27. Upon voice vote, the motion was unanimously declared carried. Trustee Marienthal presented Mrs. Clayton with a plaque in appreciation for her service to the Village. ANNOUNCEMENTS President Clayton stated that there will be a special workshop session of the Board, which will be meeting with department heads of the Village, and a get-acquainted session on Monday, April 30, 1979 at 7:30 P.M. On Saturday, May 5, 1979, between 8:30 A.M. and 10:30 A.M. the Board will meet and take a tour of the Village. ADJOURNMENT Moved by Marienthal , seconded by Stone to adjourn.
