MINUTES OF SPECIAL MEETING OF THE VILLAGE BOARD
OF THE VILLAGE OF BUFFALO GROVE, ILLINOIS, HELD
IN THE COUNCIL CHAMBERS, VILLAGE HALL, TUESDAY,
MAY 30, 1978
CALL TO In the absence of the President, the Clerk called the meeting to
ORDER order at 7:30 P.M.
ROLL Roll call indicated the following present: Bogart , Marienthal ,
CALL Stone, Mendenhall . Trustee Rech was absent and President Fabish
arrived at 7:35 P.M.
Also present were William Balling, Village Manager; Gregory Boysen,
Village Engineer; William Davis , Director of Public Works ; and William Sommer,
Assistant Village Manager.
PRESIDENT Moved by Marienthal , seconded by Mendenhall to appoint Trustee Bogart
PRO TEM President Pro Tem in President Fabish's absence. Upon voice vote,
the motion passed unanimously.
LAKE Trustee Marienthal reviewed his memo, dated May 26, 1978, outlining
MICHIGAN reasons for his preference of SHARE +3 over DAMP for transmission
WATER of Lake Michigan water to the Village. President Fabish arrived
TRANSMISSION during the discussion.

ORDINANCE Moved by Marienthal , seconded by Stone to pass Ordinance #78-43,
#78-43 AN ORDINANCE APPROVING NORTHWEST SUBURBAN WATER SYSTEM AGREEMENT
(SHARE +3) . Upon roll call , the vote was :
AYES: 5 - Bogart, Marienthal , Stone, Mendenhall , Fabish
NAYES: 0 - None
ABSENT: 1 - Rech
Motion declared carried.
HUD/NIPC President Fabish reported on a recent meeting of HUD and NIPC
MEETING regarding low income housing. He was appalled that the average
age of those being supported by HUD housing was 21 to 28.
LOW INCOME John Yost, 974 Harvard, noted that Arlington Heights will be making
HOUSING their decision on low income housing within the next month and some
of the locations are in close proximity to Buffalo Grove. He asked
if anyone in the Village is keeping close tabs on the situation.
President Fabish stated that the Village can monitor the situation,
but he did not think an objection was in order.
PLAZA Trustee Bogart noted that the Plaza Verde sign was approved by the
VERDE Appearance Control Commission but not by the Village Board. He
SIGN felt the sign was unattractive and requested the staff to review
the situation. Mr. Balling said he would review and report to the
Board.

LAKE Trustee Marienthal stated that Lake County has reassessed Vernon
COUNTY Township for the fifth year in a row. He said the values this
ASSESSED year were increased by approximately 15%. He said he had asked
VALUATION Mr. Sommer to contact the State Department of Local Government
Affairs which is responsible for the equalizer and multipliers.
He did not feel this should be done on a yearly basis.
Trustee Mendenhall felt the Village should support State Represent-
ative Totten 's bill which would limit the amount of government spending. He
felt as long as the values on houses keep appreciating, the Village would not
have to raise taxes.
YOUTH Trustee Bogart reported on the success of the recent teen dance
COMMISSION co-sponsored by the Park District and the Youth Commission.
Approximately 400 youth attended.
Trustee Bogart said the Youth Commission is prepared to come before
the Board the last week in June with the request to rezone the Village Hall
property to accommodate the youth center use. Mr. Balling stated that publica-
tion requirements permit a review at workshop meeting the end of June, but action
would have to be taken on July 10.
ROUTE 53 Trustee Mendenhall noted an informal public hearing on the extension
of Route 53 which has been scheduled by NIPC for June 7, 1978, at
7:30 P.M. at Stevenson High School . He asked Mr. Balling to
provide him with all documentation on the project.
FIRE Trustee Bogart stated that he would like to serve on the Fire
SERVICE Service Committee. President Fabish agreed.

Upon voice vote, the motion passed unanimously.
