MINUTES OF THE SPECIAL MEETING OF THE
VILLAGE BOARD OF THE VILLAGE OF BUFFALO
GROVE, ILLINOIS, HELD IN THE COUNCIL
CHAMBERS , VILLAGE HALL, FEBRUARY 14, 1983.
President Clayton called the meeting to order at 10:06 P.M. CALL TO ORDER
Those present stood and pledged allegiance to the Flag.
Roll call indicated the following present: President Clayton; ROLL CALL
Trustees Marienthal , O' Reilly, Hartstein, Gerschefske, and
Schwartz. Trustee Stone was absent. Also present were William
Balling, Village Manager; William Raysa, Village Attorney; James
Doyle, Assistant Village Manager; Frank Hruby, Director of
Building and Zoning; and James Truesdell , Village Planner.
After thoroughly reviewing the Appearance Plan, the Zoning HIGHLAND
Ordinance, and the Annexation Agreement, Trustee Gerschefske POINT
moved to accept the Appearance Commission recommendation
subject to the following changes :
*CORRECTION *Plan 3620 and Plan 3630 may be built in Units 5 and 6,
%.9-U-) provided however, Plan 3320 may only be permitted on lots
in said units other than those designed on the Highland
Point address map furnished to the Village Clerk, which
include Lots 1 and 2 in Block 6, Lots 14, 15, 16, 17, 18,
19, 20, 21 , 22, and 23 in Block 9, Lots 20, 21 , 22, 23, 24,
1 , and 2 in Block 15, and Lots 1 , 2, 3, 4, 5, 6, 7, 8, 9, 10,
and 11 in Block 16, Plan 3400 may not be built and is
completely eliminated from Units 5 and 6.
Trustee Hartstein seconded the motion.
Trustee Hartstein asked that the motion be amended to state
that this relates only to Units 5 and 6, and that any further
consideration for models for Units 7, 8, and 9 must come back
to this Board for further consideration. This amendment was
agreeable to Trustee Gerschefske.
Trustee Marienthal stated that he has a grave concern with
regard to the homes with unfinished areas because of the tax
dollars.
Upon roll call , Trustees voted as follows on the motion:
AYES: 5 - Marienthal , O 'Reilly, Hartstein , Gerschefske, Schwartz
NAYES : 0 - None
ABSENT: 1 - Stone
Motion declared carried.
Moved by Gerschefske, seconded by Schwartz to accept the
lighting in this case and overrule the Appearance Commission
recommendation and permit lighting on the required signs.
Upon roll call , Trustees voted as follows:
AYES: 4 - O'Reilly, Hartstein , Gerschefske, Schwartz
NAPES: 1 - Marienthal
ABSENT: 1 - Stone
Motion declared carried.

Mr. Berlinsky asked why PLAN 3400 was eliminated and
on what basis PLAN 3320 was excluded from certain lots.
Trustee Hartstein explained that, in reviewing those two
models, it was the concensus of the Board in reviewing
the various standards of the Appearance Plan of the
Village and the requirements set forth in the Zoning
Ordinance and the Annexation Agreement, that those
particular models do not measure up to the standards
enumerated in the Appearance Plan. Therefore, the
compromise plan was proposed.
Trustee Hartstein stated that the developer' s review of
the Appearance Plan would provide ample justification
for the position of the Board. He suggested that the
developer meet with the staff to come up with an
alternative.
Moved by Gerschefske, seconded by Schwartz, to adjourn ADJOURNMENT
the meeting. Upon voice vote, the motion was unanimously
declared carried. The meeting was adjourned at 10: 17 P.M.
