MINUTES OF THE REGULAR MEETING OF THE
VILLAGE BOARD OF THE VILLAGE OF BUFFALO
GROVE, ILLINOIS, HELD IN THE COUNCIL
CHAMBERS, VILLAGE HALL, OCTOBER 18 , 1982
President Clayton called the meeting to order at 7:50 P.M. CALL TO ORDER
Those present stood and pledged allegiance to the Flag.
Roll Call indicated the following present: President Clayton; ROLL CALL
Trustees Marienthal , Stone, O' Reilly, Hartstein, Gerschefske,
and Schwartz. Also present were James Doyle, Acting Village
Manager; William Raysa, Village Attorney; William Brimm, Finance
Director; Carmen Molinaro, Director of Golf Operations; Paul
Kochendorfer, Village Treasurer; and Police Chief Leo McCann.
Moved by Hartstein, seconded by Marienthal , to approve the APPROVAL OF
minutes of the October 4, 1982 Regular Meeting. Upon roll MINUTES
call , Trustees voted as follows :
AYES: 5 - Marienthal , Stone, O' Reilly, Hartstein, Schwartz
NAYES: 0 - None
ABSTAIN: 1 - Gerschefske
Motion declared carried.
Mr. Kochendorfer read Warrant #488. Moved by O'Reilly, WARRANT #488
seconded by Hartstein, to approve Warrant #488 in the amount
of $942,681 .23, authorizing payment of bills listed. Upon roll
call , Trustees voted as follows:
AYES : 6 - ;larienthal , Stone, O'Reilly, Hartstein, Gerschefske,
Schwartz
NAYES: 0 - None
Motion declared carried.
President Clayton reported that there was a meeting of the NWMC MEETING
Northwest Municipal Conference on October 6, 1982. There was
not a quorum present, so there was no vote taken on the two
proposals regarding the ICC; the subject will come up at the
November meeting.
Trustee Schwartz stated that there is a problem on the Fire & FIRE & POLICE
Police Commission regarding attendance; the Commission would COMMISSION
like to adopt a policy of allowing three absences during a
calendar year, and then the member would be dropped from the
Commission. The Fire & Police Commission would like some
direction from the Board, as well as input from the Village
Attorney regarding legalities. Mr. Raysa stated that he
would lean toward a uniform policy for all Commissions; he
would like to come back to the Board with a recommendation
when he has had the opportunity to review the subject. It
was also stated that this could be incorporated by a percentage
figure so as to be equitable to both Commissions that meet
weekly and monthly. Mr. Raysa stated that there is not much case
law on the subject; he is going to research the subject, and
come back to the Board with a recommendation.

Trustee Sch,:artz referred to his memo to the Board of October 5, BUFFALO GROVE
1982, with regard to a possible amendment to the Ordinance DAYS
regarding coin operated amusement devices which would allow the
use of these devices at Buffalo Grove Days as a means of revenue.
There was then pro and con discussion by the Board regarding this
proposal . Some of the Trustees thought that the idea was a good
one and would provide an activity for the 10-14 year olds , as well
as generate revenue for Buffalo Grove Days; other Trustees thought
that this idea takes the emphasis away from family activities and
places it on money and that, rather than allowing coin operated
games, more money should be allocated to Buffalo Grove Days from
*CORRECTION the Village next year. *If we allow it for Buffalo Grove Days, it
might become precedent-setting.
President Clayton polled the Board: "Yes" indicates favor of
looking into the possibility of amending the Coin Operated
Amusement Devices Ordinance for special events; "No" indicates
opposition:
YES: Stone, Hartstein, Gerschefske, Schwartz
NO: Marienthal , O' Reilly.
Trustee Hartstein asked the press to remind citizens that the ABSENTEE
last day to file an absentee ballot by mail for the November 2, BALLOTS
1982 election is October 28, 1982.
The Village Clerk announced that filing dates for the April 12, MUNICIPAL
1983 municipal election are as follows: ELECTION
Independent Candidates and Established Political Parties :
December 6, 1982 - 8:30 A.M. through December 13, 1982 -
5:00 P.M.
Newly Established Parties:
January 24, 1983 - 8:30 A.M. through January 31 , 1983 -
5:00 P.M.
Acting Village Manager James Doyle noted the submission of the MANAGEMENT
Management Report for September, 1982. There were no questions REPORT
on same.
Mr. Doyle noted the Loss Prevention Policy and Safety Program LOSS PREVENTION
Manual along with Mr. Brimm's memo of October 13, 1982. Mr. POLICY
Brimm answered a question from the Board, and stated that the
Annual Report will have comparative figures contained in it.
Mr. Doyle noted a memo from Mr. Balling to the Board dated MODIFICATION OF
October 12 , 1982 concerning a modification of the Golf Course GOLF COURSE
Budget. He stated that the $10,500 expenditure for green BUDGET
�•/ replacement has been abandoned; the proposed modification
would allocate $3,500 of that amount to perform some needed
renovation to the Pro Shop area. The Board requested justifica-
tion for this request from Mr. Molinaro. Mr. Molinaro stated that
this renovation would have been in his 1983 budget; however, the
1983 Golf Course Budget will be totally self-supporting, and
he would prefer not to have this expenditure placed in that
budget if possible. Mr. Molinaro also pointed out that the
fixtures in the Pro Shop area were used when installed, and

now need replacement. Moved by Marienthal , seconded by
Stone, to approve the request for modification of the Golf
Course Budget. Upon roll call , Trustees voted as follows:
AYES: 4 - Marienthal , Stone, Gerschefske, Schwartz
NAYES: 1 - O'Reilly (because she voted against the original
$10,500 allocation) .
ABSTAIN: 1 - Hartstein (because he is not convinced of the
cost justification)
Motion declared carried.
Mr. Doyle stated that there will be no meeting on October 25, FUTURE AGENDA
1982. The next meeting will be a Regular Meeting on
November 1 , 1982.
Mr. Doyle reported that the Word Processing System was WORD PROCESSOR
delivered this week, and is available for Board inspection.
Mr. John Panella stated that his front lawn has been torn up CITIZEN
for over two weeks because of a broken water main, and he COMPLAINT
would like to know when repairs will be made. Mr. Doyle will
investigate the matter, and reply to Mr. Panella.
Mr. Panella asked the percentage of residents contracting for CABLE TV
Cable TV. Trustee Stone stated that the initial response is
approximately 70%, but Warner expects that to drop off to
approximately 50%.
President Clayton noted a Proclamation establishing the week NATION LUPUS
of October 17-23, 1982 as National Lupus Week in Buffalo Grove. WEEK PROCLAMA-

President Clayton read a Proclamation establishing the week JUNIOR WOMAN 'S
of October 17, 1982 as Junior Club Woman Week in Buffalo CLUB WEEK
Grove. PROCLAMATION
Trustee Hartstein explained the contents of Resolution #82-44. RESOLUTION
Moved by Hartstein, seconded by O'Reilly, to pass Resolution #82-44
#82-44, authorizing the execution of an Intergovernmental Mutual Aid
Police Service Agreement. Upon roll call , Trustees voted as Agreement)
follows :
AYES: 6 - Marienthal , Stone, O' Reilly, Hartstein, Gerschefske,
Schwartz
NAYES : 0 - None

TrusteeSchwartz thanked the members of the Buffalo Grove Days BUFFALO GROVE

Committee and Bill Brimm and Paul Kochendorfer for their hard DAYS - Final
work on this project. Mr. Brimm commented on the report dated Report
October 13, 1982. Trustee O' Reilly stated that she thinks the
Board must provide more financial assistance to the Committee
next year. President Clayton thanked everyone on the Committee
for agreeing to serve next year; she also asked the Committee to
contact her regarding more Committee members for next year.
Trustee Stone congratulated the Committee on a very successful
event. Mr. Stone also stated that he disagreed with allocating
more money for the event, since surrounding communities have very
large events which make a profit.

Mr. Panella stated that it is always the goal of the Committee
to make a profit. Mr. Shirley stated that, in Arlington Heights,
the Cable TV company was the prime sponsor for the stage show
which took place; Paddock Publications is a sponsor in other
communities, but do not participate in Buffalo Grove Days;
Arlington Heights has major corporate headquarters, the race
track, and other sources of revenue.
Trustee Hartstein also commended the Committee; he noted concern
with item #4 regarding cutback on certain items to prevent a
loss. Mr. Hartstein stated that this year's fireworks and
publicity worked very well , and does not wish to scale those
activities down. Trustee Marienthal also thanked the Committee
for the excellent job done. Trustee Schwartz asked that the
Herald publish an article stating that the Committee is looking
for members, help, and support. President Clayton added her
congratulations to the Committee for their efforts in a great
event.
The Village Clerk reminded everyone about Student Government STUDENT
Day on November 8, 1982, and noted that NORTRAN was providing GOVERNMENT
a bus, free of charge, to conduct the bus tour of the Village DAY
for the students.
Moved by Marienthal , seconded by O' Reilly, to adjourn the ADJOURNMENT
meeting. Upon voice vote, the motion was unanimously declared
carried. The meeting was adjourned at 8:48 P.M.
