MINUTES OF A SPECIAL MEETING OF THE
VILLAGE BOARD OF THE VILLAGE OF BUFFALO
GROVE, ILLINOIS HELD IN THE COUNCIL
CHAMBERS, VILLAGE HALL, FEBRUARY 27, 1984.
President Clayton called the meeting to order at 7:33 P.M. CALL TO ORDER
Those present stood and pledged allegiance to the Flag.
Roll call indicated the following present: President Clayton; ROLL CALL
Trustees Marienthal, Stone, O'Reilly, Hartstein, Glover, and Reid.
Also present were: William Balling, Village Manager; James Doyle,
Assistant Village Manager; William Brimm, Finance Director; Gregory
Boysen, Director of Public Works; Ray Rigsby, Superintendent of
Public Works; Richard Kuenker, Village Engineer; Frank Hruby,
Director of Building and Zoning; Dominic Saviano, Deputy Building
Inspector; Ray Henning, Housing and Zoning Inspector; James Truesdell,
Village Planner; Paul Kochendorfer, Village Treasurer; Police Chief
McCann; Deputy Police Chief Voigt; and Fire Chief Wayne Winter.
William Raysa, Village Attorney, arrived at 7:55 P.M.
President Clayton asked if there were any questions from the QUESTIONS FROM
audience. There were none. THE AUDIENCE
PUBLIC HEARING CONTINUATION - CORPORATE GROVE ANNEXATION AGREEMENT
President Clayton stated that this continued Public Hearing concerns the
Annexation Agreement for the Corporate Grove, which is 190 acres located
north of Busch Road extended generally between the Soo Line Railroad and
Milwaukee Avenue; this Public Hearing was originally published in the
Buffalo Grove Herald on December 28, 1983 for a hearing that was held on
January 16, 1984, continued to February 6, 1984, continued to February 21,
1984, and continued to February 27, 1984.
President Clayton opened the Public Hearing at 7:35 P.M. Mr. Balling
stated that progress has been made in resolving some of the technical
issues relating to the Annexation proposal, but staff is not prepared
to conclude the hearing this evening, since there are still some out-
standing issues open. The petitioner has requested an additional
continuance to March 5, 1984, with the possibility of again continuing
until March 19, 1984, at which time the hearing should definitely be
concluded. President Clayton asked if there were any additional
questions or comments; there were none. President Clayton continued
the Public Hearing to March 5, 1984.
PUBLIC HEARING - PROPOSED FY 1984/85 BUDGET
(Including Revenue Sharing Funds)
President Clayton stated that Notice of Public Hearing was published
in the Buffalo Grove Herald on February 13, 1984. President Clayton
called the Public Hearing to order at 7:38 P.M.

Mr. Brimm stated that, as required by the Federal Revenue Sharing
enabling legislation, the Village is required to hold a Public Hearing
prior to the consideration of the fiscal year budget. Tonight is the
night which was published for that hearing, and Revenue Sharing Funds
to be used in relation to the total budget will total $119,700.00,
which is approximately equal to the entitlements which the Village
anticipates to receive in the next period. There were two requests
made for the use of the Revenue Sharing Funds: one request was made
by the Village staff to utilize the entire amount received for transfer
to the Corporate Fund; the second request was from the Lake County
Y
Council of Senior Citizens for a $300.00 transfer to assist in their work.
President Clayton asked if there were any questions or comments; there
were none. President Clayton closed the Public Hearing at 7:39 P.M.
Moved by O'Reilly, seconded by Reid, to adjourn the meeting. Upon ADJOURNMENT
voice vote, the motion was unanimously declared carried. The
meeting was adjourned at 7:39 P.M.
