MINUTES OF A SPECIAL MEETING OF THE VILLAGE
BOARD OF THE VILLAGE OF BUFFALO GROVE, ILLINOIS
HELD IN THE COUNCIL CHAMBERS, VILLAGE HALL,
NOVEMBER 14, 1988
President Clayton called the meeting to order at 9:00 P.M. CALL TO ORDER
Those present stood and pledged allegiance to the Flag.
Roll call indicated the following present: President ROLL CALL
Clayton; Trustees Marienthal, Glover, Reid, Shifrin and
Mathias. Trustee Shields was absent.
Also present were: William Balling, Village Manager;
William Raysa, Village Attorney; Lee Szymborski, Assistant
Village Manager; Richard Kuenkler, Village Engineer; Police
Chief McCann; Robert Pfeil, Village Planner;
The canvass of the votes in the November 8, 1988 General CANVASS OF VOTES
Election with regard to the Cultural Arts Center was con-
ducted, and the results were as follows:

President Clayton noted that proper notification will be
sent to the Clerk in each County with the results from the
Canvass Board,
President Clayton introduced and explained the subject to be RESOLUTION #88-63
discussed. (Three States
Boulevard)
Trustee Shifrin stated that, due to a possible conflict of
interest, he will refrain from discussion and voting on this
matter.
President Clayton noted that the Board wishes to hear all
points of view, and asked that each person speaking be sure
that they are not repeating something that someone else has
already stated.
Mr. Balling reviewed the matter, and brought the Board up to
date on same.
Joe Corpora, 3029 Huntington Drive, Arlington Heights, on
the Board of the Northgate Civic Association, stated that
they believe that opening up this street will bring unneces-
sary traffic through their area; they believe there are
enough access streets already, and would ask that the street
in question not be connected.
Dusty Rhodes, President of the Covington Manor Homeowners
Association, stated that they are also opposed to the
Golfview Terrace extension to Three States Boulevard, and
ask that they Village Board keep Golfview as it is.
Mary LeBlanc, 1125 Mill Creek Drive, stated that Mill Creek
would prefer to see the road kept open.
Bonnie Raymond, 1087 Greenridge, stated that the Arlington
Heights Plan and Subdivision Committee voted to keepthe

street open; the attorney for the developer does not care
whether the street is open or not, he would just like to see
the dispute settled; they would like the street open because
there is now only one street with a light on Dundee Road,
therefore, their streets get all the traffic.
James Dillman, Covington Manor, stated that they would
prefer to keep the cul-de-sac, with no access to Arlington
Heights.
Mr. Kuenkler commented on the situation.
Mr. Raysa stated that, whatever decision is made, can be
made a part of the record and enforced.

Further discussion on the benefits of keeping the road open
or closed followed.
A resident of Greenridge commented on the safety of the
children with all the traffic going through there.
Mr. Corpora stated that the Northgate residents do not
believe that they need another access to Dundee Road, and
they do not believe that they would get any benefit out of
opening the street.
Mrs. Raymond read the letter which she received from the
attorney for the developer, stating that he has no prefer-
, ence as to whether the street is kept open or closed; she
then presented the letter to the Clerk.
President Clayton asked Mr. Balling to convey our thanks to
the Village of Arlington Heights for considering input from
Buffalo Grove.
Moved by Marienthal, seconded by Glover, to pass Resolution
#88-63, concerning the alignment of Golfview Terrace with
Three States Boulevard, supporting the extension and
connection of Golfview Terrace.
After further discussion, Trustees voted as follows on the
motion:
AYES: 3 - Marienthal, Glover, Mathias
NAYES: 1 - Reid
ABSTAIN: 1 - Shifrin
ABSENT: 1 - Shields
Motion declared carried.
Moved by Mathias, seconded by Shifrin, to adjourn the ADJOURNMENT
meeting. Upon voice vote, the motion was unanimously
declared carried.
The meeting was adjourned at 10:16 P.M.
