MINUTES OF THE REGULAR MEETING OF THE
VILLAGE BOARD OF THE VILLAGE OF BUFFALO
GROVE, ILLINOIS HELD IN THE COUNCIL CHAMBERS,
VILLAGE HALL, APRIL 17, 1989
President Clayton called the meeting to order at 7:32 P.M. CALL TO ORDER
Roll call indicated the following present: President
Clayton, Trustees Marienthal, Glover, Reid, Shields, Shifrin
and Mathias.
Also present were: William Balling, Village Manager;
William Raysa, Village Attorney; William Brimm, Finance
Director; and Joseph Tenerelli, Village Treasurer.
Moved by Glover, seconded by Reid, to move to Executive EXECUTIVE MEETING
Meeting to discuss Litigation and Land Acquisition.
Upon roll call, Trustees voted as follows:
AYES: 6 - Marienthal, Glover, Reid, Shields, Shifrin,
Mathias
NAYES: 0 - None
Motion declared carried.
The Board adjourned to Executive Meeting at 7:34 P.M.
The Regular Meeting reconvened at 8: 15 P.M.
A Color Guard from Girl Scout Cadet Troop #782 presented the COLOR GUARD
colors and led the audience in the pledge of allegiance.
Moved by Mathias, seconded by Reid, to approve the minutes APPROVAL OF
of the April 3, 1989 Regular Meeting. Upon roll call, MINUTES
Trustees voted as follows:
AYES: 6 - Marienthal, Glover, Reid, Shields, Shifrin,
Mathias
NAYES: 0 - None
Motion declared carried.
Mr. Tenerelli read Warrant #643. Moved by Marienthal, WARRANT #643
seconded by Reid, to approve Warrant #643 in the amount of
$1,199,789. 18, authorizing payment of bills listed. Upon
roll call, Trustees voted as follows:
AYES: 6 - Marienthal, Glover, Reid, Shields, Shifrin,
Mathias
NAYES: 0 - None
Motion declared carried.
President Clayton noted that, in keeping with the goals set CITIZENS' MEETINGS
forth for the Village for 1989, there will be an informal
meeting for citizens at 7: 15 P.M. once per month, beginning

at the May 1, 1989 Regular Meeting.
President Clayton read a Proclamation recognizing the PROCLAMATION
accomplishments of THE EXPRESSIONS performing group from
Buffalo Grove High School.
President Clayton then recognized Karen Wolf who has been KAREN WOLF
selected to be on the Under 16 U.S.A International Foil
Team. Trustee Shields stated that he had the pleasure of
announcing to the Expressions that there would be a
Proclamation read tonight in their honor and conveyed their
thanks to the Board.
President Clayton asked if there were any questions from the QUESTIONS FROM
audience; there were none. THE AUDIENCE

Moved by Shifrin, seconded by Reid, to pass Resolution RESOLUTION #89-23
#89-23, affirming the canvass of the vote returns for the (Vote Canvass)
April 4, 1989 election.
President Clayton noted that the official record will show
the precinct-by-precinct count, although the Resolution does
not.

President Clayton then swore in William Reid, Sidney Mathias TRUSTEE SWEARING
and Michael O'Malley as Village Trustees. IN CEREMONY
PUBLIC HEARING - APPROPRIATION ORDINANCE
President Clayton opened the Public Hearing at 8:30 P.M. ,
and read from the Notice of Public Hearing published in the
Daily Herald on April 7, 1989.

Mr. Brimm then made a presentation to the Board on the
Appropriation Ordinance, details of which are contained in
his memo to Mr. Balling of April 7, 1989.
President Clayton then asked if there were any questions
from the audience or the Board; there were none.
President Clayton closed the Public Hearing at 8:35 P.M.
President Clayton read Resolution #89-24, commending Patrick
Shields for service to the Village of Buffalo Grove from
1973 to 1989.
Moved by Marienthal, seconded by Reid, to pass Resolution RESOLUTION #89-24
#89-24. Upon roll call, Trustees voted as follows: (Trustee Shields)
AYES: 6 - Marienthal, Glover, Reid, Shifrin, Mathias,
O'Malley
NAYES: 0 - None
Motion declared carried.
The audience and the Board then thanked Trustee Shields for
his years of service to the Village.
President Clayton invited the audience to join the Board in RECEPTION
a reception after the completion of the meeting.
Moved by Mathias, seconded by Reid, to adjourn the meeting. ADJOURNMENT
Upon voice vote, the motion was unanimously declared
carried. The meeting was adjourned at 8:40 P.M.
