MINUTES OF THE SPECIAL MEETING OF THE
VILLAGE BOARD OF THE VILLAGE OF BUFFALO
GROVE, ILLINOIS HELD IN THE COUNCIL
CHAMBERS, VILLAGE HALL APRIL 22, 1991
President Mathias called the meeting to order at 7:32 P.M. CALL TO ORDER
Those present stood and pledged allegiance to the Flag.
Roll call, indicated the following present: President ROLL CALL
Mathias; Trustees Marienthal, Reid, O'Malley, Kahn and
Rubin.
Also present were: William Balling, Village Manager;
William Raysa, Village Attorney; William Brimm, Finance
Director; Gregory Boysen, Director of Public Works; Ray
Rigsby, Superintendent of Public Works; Fire Chief
Allenspach; and Joseph Tenerelli, Village Treasurer.
Moved by Kahn, seconded by Reid, to approve the minutes of APPROVAL OF MINUTES
the April 15, 1991 Regular Meeting. The motion passed by
voice vote, with Trustee Rubin abstaining.
Mr. Tenerelli read Warrant #692. Moved by Reid, seconded WARRANT #692
by Kahn, to approve Warrant #692 in the amount of
$1,741,831.96, authorizing payment of bills listed. Upon
roll call, Trustees voted as follows:

Motion declared carried.
President Mathias appointed the following people to the BUFFALO GROVE DAYS
Buffalo Grove Days Committee: Barbara Probstein, Jim and COMMITTEE
Margie Ruffolo, Paul Loeffler, Sue Masarachia, Terry Pitt APPOINTMENTS
and Joan Karnauskas.

President Mathias' appointments. Upon roll call, Trustees
voted as follows:

Trustee Rubin reported on the Earth Day ceremony that he EARTH DAY CEREMONY
had attended at Willow Grove School today.
Mr. Balling noted the submittal of the Management Report MANAGEMENT REPORT
for March, 1991; there were no questions on same.
Mr. Balling reviewed the situation regarding cut-through LEXINGTON/
... traffic at Lexington and Armstrong Drives, details of ARMSTRONG DRIVES
which are contained in his memo to the Board of April 18, TRAFFIC
1991.

Discussion followed where it was suggested that input be
sought from the residents, notes be sent home with school
.... children, and a public meeting be held in the
neighborhood.
Mr. Balling noted that the Village's Arbor Day ceremony ARBOR DAY CEREMONY
will be held on Friday, April 26, 1991 at 10:00 A.M. at
the Buffalo Grove Nature Preserve, and invited residents
and the Board to attend.
PUBLIC HEARING - APPROPRIATION ORDINANCE
President Mathias called the Public Hearing to order at 7:49 P.M. Notice
of the Public Hearing was published in the Daily Herald on April 12, 1991 .
Mr. Brimm explained and reviewed the Appropriation Ordinance details of
which are contained in his memo to Mr. Balling of April 15, 1991.
President Mathias asked if there were any questions from the audience or
the Board; there were none.
President Mathias closed the Public Hearing at 7:51 P.M.
President Mathias asked if there were any questions from QUESTIONS FROM THE

President Mathias explained the Consent Agendas stating CONSENT AGENDA
that any member of the audience or the Board could request

bid for FY1991-92 Fleet Purchases: five 3/4 ton pick-ups
with snow plows; one 32,000 GVW 5-yard dump truck and two
1991 subcompact autos, to the two low bidders. Upon roll
call, Trustees voted as follows:
