1991-04-01 - Village Board Regular Meeting - Minutes 8079 4/1/91 MINUTES OF THE REGULAR MEETING OF THE VILLAGE BOARD OF THE VILLAGE OF BUFFALO GROVE, ILLINOIS, HELD IN THE COUNCIL CHAMBERS, VILLAGE HALL, APRIL 1, 1991 President Clayton called the meeting to order at 7:33 P.M. CALL TO ORDER Those present stood and pledged allegiance to the Flag. Roll call indicated the following present: President ROLL CALL Clayton; Trustees Marienthal, Reid, Mathias, O'Malley, and Kahn. Trustee Shifrin was absent. Also present were: William Balling, Village Manager; William Raysa, Village Attorney; Lee Szymborski, Assistant Village Manager; William Brimm, Finance Director; Phil Versten, Administrative Assistant; Raymond Rigsby, Superintendent of Public Works; Robert Pfeil, Village Planner; and Joseph Tenerelli, Village Treasurer. Moved by Kahn, seconded by Reid, to approve the minutes of APPROVAL OF MINUTES the March 18, 1991 Regular Meeting. Upon roll call, Trustees voted as follows: AYES: 5 - Marienthal, Reid, Mathias, O'Malley, Kahn NAYES: 0 - None ABSENT: 1 - Shifrin Motion declared carried. Moved by Kahn, seconded by Reid, to approve the minutes of the March 25, 1991 Regular Meeting. Upon roll call, Trustees voted as follows: AYES: 5 - Marienthal, Reid, Mathias, O'Malley, Kahn NAYES: 0 - None ABSENT: 1 - Shifrin Motion declared carried. President Clayton read a Proclamation declaring April 26, PROCLAMATION 1991 as Arbor Day in the Village. (Arbor Day) Mr. Rigsby presented a Tree City USA Flag, as well as a TREE CITY USA plaque honoring the Village for its Tree City program, to President Clayton. Mr. Rigsby then reviewed the criteria for becoming a Tree City USA ; his memo to Mr. Balling of March 26, 1991 details the Village's observance of Arbor Day. Participants of Service of Over Self, a youth organization From Buffalo Grove High School, spoke and explained their involvement in Arbor Day observances. 1 President Clayton thanked Mr. Rigsby and his staff for L./ their efforts to beautify the Village. 8080 4/1/91 Mr. Tenerelli read Warrant #690. Moved by Marienthal, WARRANT #690 seconded by Kahn, to approve Warrant #690 in the amount of 6.. $475,242.74, authorizing payment of bills listed. Upon roll call, Trustees voted as follows: AYES: 5 - Marienthal, Reid, Mathias, O'Malley, Kahn NAYES: 0 - None ABSENT: 1 - Shifrin Motion declared carried. President Clayton recognized a group of students from CIVIC PROJECTS Stevenson High School who were working on civic projects. Trustee Kahn stated that residents in the north end of the REFUSE PICK-UP Village who are on the special subscription list did not have their garbage picked up today. Trustee Kahn questioned the low-cost tree program for LOW-COST TREE residents; Mr. Rigsby will answer later in this meeting. PROGRAM Trustee Marienthal referred to Mr. Balling's memos of FIRE IMPACT FEE/ March 28, 1991 regarding the Fire Impact Fee, and LIBRARY DONATION reinstatement of the Library Donation. With regard to the Library fee, he suggested that the Board utilize the cost and the percentage of increases that have occurred to the other impact fees within Title `• 19 so that could be enacted as quickly as possible. Mr. Balling responded regarding Trustee Marienthal's about the time frame for the Fire Impact Fee. Trustee Reid stated that both of these topics require further study. Trustee O'Malley commented regarding his involvement with the Indian Trails Library Committee. Mr. Rigsby explained the Resident Low Cost Tree Program, LOW COST TREE details of which are contained in his memo to Mr. Balling PROGRAM of March 19, 1991. There were no objections from the Board to the procedure in Mr. Rigsby's memo. Mr. Balling referred to his memo of April 1, 1991 which MUNICIPAL summarized election signage and electioneering. The ELECTION canvas of votes for the April 2, 1991 municipal election will be held in the Council Chambers at 5:30 P.M. on Thursday, April 4, 1991. President Clayton asked if there were any questions from QUESTIONS FROM THE the audience; there were none. AUDIENCE President Clayton explained the Consent Agenda, stating CONSENT AGENDA that any member of the audience or the Board could request that an item be removed for full discussion; there were no such requests. 4/81 1/91 Moved by Marienthal, seconded by Mathias, to pass ORDINANCE #91-46 Ordinance #91-46, Granting a Variance from Section (Sign Code Variance) 14.20.070 of the Buffalo Grove Sign Code for a ground sign at 275 West Dundee Road, Berth Century 21 Real Estate. Upon roll call, Trustees voted as follows: AYES: 5 - Marienthal, Reid, Mathias, O'Malley, Kahn NAYES: 0 - None ABSENT: 1 - Shifrin Motion declared carried. Moved by Marienthal, seconded by Mathias, to Proclaim PROCLAMATION April 22, 1991 as Girl Scout Leader Day in the Village of (Girl Scout Leader Buffalo Grove. Moved by Marienthal, seconded by Mathias, to Commend the COMMENDATION Paid On Call Firefighter Robert Anderson for his service (Robert Anderson) to the Village of Buffalo Grove. Upon roll call, Trustees voted as follows: AYES: 5 - Marienthal, Reid, Mathias, O'Malley, Kahn NAYES: 0 - None ABSENT: 1 - Shifrin Motion declared carried. Moved by Marienthal, seconded by Mathias, to accept the HIDDEN LAKES Appearance Commission Approval: Hidden Lakes Village - VILLAGE Sign Face Changes. Upon roll call, Trustees voted as (Aesthetics) follows: AYES: 5 - Marienthal, Reid, Mathias, O'Malley, Kahn NAYES: 0 - None ABSENT: 1 - Shifrin Motion declared carried. Moved by Marienthal, seconded by Mathias, to accept the SGT. PEPPER'S Appearance Commission Approval: Sgt. Pepper's Pizzeria, PIZZARIA 1330 W. Dundee Road - Signage. Moved by O'Malley, seconded by Kahn, to pass Ordinance ORDINANCE #91-47 #91-47, amending the Village of Buffalo Grove Zoning (Amend Zoning Ordinance adding Medical, Dental and Immediate Care Ordinance) Facility uses to the Industrial District. Details of the proposed ordinance are contained in Mr. Pfeil's memo to Mr. Balling of March 27, 1991. Upon roll call, Trustees voted as follows: AYES: 5 - Marienthal, Reid, Mathias, O'Malley, Kahn NAYES: 0 - None ABSENT: 1 - Shifrin Motion declared carried. Moved by O'Malley, seconded by Kahn, to pass Ordinance ORDINANCE #91-48 #91-48, approving a Preliminary Plan for the Condell (Condell Medical Medical Center Immediate Care Facility at the Woodlands Center) Commerce Center. Details of the proposed ordinance are contained in Mr. Pfeil's memo to Mr. Balling of March 27, 1991. Upon roll call, Trustees voted as follows: AYES: 5 - Marienthal, Reid, Mathias, O'Malley, Kahn NAYES: 0 - None r.. ABSENT: 1 - Shifrin Motion declared carried. Mr. Balling reviewed the proposed resolution, details of RESOLUTION #91-22 which are contained in Mr. Szymborski's memo to him of (IL St. Legislature March 28, 1991. Revenue Issues) Moved by Kahn, seconded by Mathias, to pass Resolution #91-22, calling for the Illinois State Legislature to review Revenue Issues in a Comprehensive manner. Upon roll call, Trustees voted as follows: AYES: 5 - Marienthal, Reid, Mathias, O'Malley, Kahn NAYES: 0 - None ABSENT: 1 - Shifrin Motion declared carried. Moved by Kahn, seconded by Reid, to adjourn the meeting. ADJOURNMENT Upon voice vote, the motion was unanimously declared carried.
