1994-01-03 - Village Board Regular Meeting - Minutes 9426 1/3/94 MINUTES OF THE REGULAR MEETING OF THE VILLAGE BOARD OF THE VILLAGE OF BUFFALO GROVE, HELD IN CHIPPER'S RESTAURANT, 48 RAUPP BOULEVARD, BUFFALO GROVE, ILLINOIS ON MONDAY, JANUARY 3, 1994 CALL TO ORDER President Mathias called the meeting to order at 7:36 P.M. Those present stood and pledged allegiance to the Flag. ROLL CALL Roll call indicated the following present: President Mathias; Trustees Marienthal, Reid, Kahn, Rubin, Braiman and Hendricks. Also present were: William Balling, Village Manager; William Raysa, Village Attorney; Richard Skelton, Attorney; Lee Szymborski, Assistant Village Manager; William Brimm, Finance Director; Phil Versten, Administrative Assistant; and Joseph Tenerelli, Village Treasurer. APPROVAL OF MINUTES Moved by Rubin, seconded by Reid, to approve the minutes of the December 20, 1993 Regular Meeting. Upon roll call, Trustees voted as follows: AYES: 5 - Marienthal, Reid, Kahn, Rubin, Braiman NAYS: 0 - None ABSTAIN: 1 - Hendricks Motion declared carried. WARRANT #757 Mr. Tenerelli read Warrant #757. Moved by Braiman, seconded by Hendricks, to approve Warrant #757 in the amount of $2,432,854.58, authorizing payment of bills listed. Upon roll call, Trustees voted as follows: AYES: 6 - Marienthal, Reid, Kahn, Rubin, Braiman, Hendricks NAYS: 0 - None Motion declared carried. 1994 GOALS STATEMENT President Mathias read his "Village Goals for 1994" letter, addressed to the Board and Citizens of Buffalo Grove dated December 22, 1993. "FIGHTING BACK" PROGRAM Mr. Balling reported on a $1,000 grant given to the School District 214 "Fighting Back" Task Force by the Village of Buffalo Grove; he briefly explained the program. BUFFALO GROVE DAYS Moved by Kahn, seconded by Reid, to approve President Mathias' appointment of Les Benson and Lester Oppenheimer to the Buffalo Grove Days Committee. Upon roll call, Trustees voted as follows: AYES: 6 - Marienthal, Reid, Kahn, Rubin, Braiman, Hendricks NAYS: 0 - None Motion declared carried. 9427 1/3/94 ADMINISTRATIVE RELOCATION Mr. Balling stated that the first phase of relocating into the renovated Village Hall will be this week-end by Finance and General Services; it is anticipated that the first Village Board Meeting in the new Council Chambers will occur in February. l J QUESTIONS FROM THE AUDIENCE �•/ President Mathias asked if there were any questions from the audience; there were none. CONSENT AGENDA President Mathias explained the Consent Agenda, stating that any member of the audience or the Board could request that an item be removed for full discussion; there were no such requests. ORDINANCE #94-1 Hastings Lane Moved by Marienthal, seconded by Braiman, to approve Ordinance #94-1, Authorizing the Renaming of Part of Hastings Lane. Upon roll call, Trustees voted as follows: AYES: 6 - Marienthal, Reid, Kahn, Rubin, Braiman, Hendricks NAYES: 0 - None Motion declared carried. ORDINANCE #94-2 Intergovernmental Agreement with Vernon Hills Moved by Marienthal, seconded by Braiman, to approve Ordinance #94-2, Approving An Amended Intergovernmental Agreement Between the Village of Vernon Hills and the Village of Buffalo Grove Concerning Development in the Area of Port Clinton Road. Upon roll call, Trustees voted as follows: AYES: 6 - Marienthal, Reid, Kahn, Rubin, Braiman, Hendricks NAYES: 0 - None Motion declared carried. NORTHWEST SUBURBAN JEWISH COMMUNITY CENTER Moved by Marienthal, seconded by Braiman, to Approve a Fee Waiver - Raffle for the Northwest Suburban Jewish Community Center. Upon roll call, Trustees voted as follows: AYES: 6 - Marienthal, Reid, Kahn, Rubin, Braiman, Hendricks NAYES: 0 - None Motion declared carried. ORDINANCE #94-3 - APPROPRIATIONS Mr. Balling reviewed the proposed ordinance, details of which are contained in Mr. Brimm's memo to him of November 17, 1993. Moved by Reid, seconded by Kahn, to pass Ordinance #94-3, establishing authorizing appropriations for the Village of Buffalo Grove Golf Club and Arboretum Golf Course Funds for the period January 1, 1994 through December 31, 1994. Upon roll call, Trustees voted as follows: 9428 1/3/94 AYES: 6 - Marienthal, Reid, Kahn, Rubin, Braiman, Hendricks NAYS: 0 - None Motion declared carried. ORDINANCE #94-4 - APPROPRIATIONS Moved by Reid, seconded by Kahn, to pass Ordinance #94-4, establishing authorizing appropriations for the Village of Buffalo Grove Food Service Operations Fund for the period January 1, 1994 through December 31, 1994. Upon roll call, Trustees voted as follows: AYES: 6 - Marienthal, Reid, Kahn, Rubin, Braiman, Hendricks NAYS: 0 - None Motion declared carried. BUFFALO GROVE DAYS SITE PROPOSAL Trustee Rubin introduced this subject before deferring to Buffalo Grove Days Chairman, Cheryl Winstead. Mrs. Winstead reviewed the proceedings which had taken place since she was last before the Board; she then stated that the recommendation for the Buffalo Grove Days site is Busch Grove; she explained the reasons for the recommendation, details of which are contained in the minutes of the December 21, 1993 informational meeting; she reviewed the proposal for Busch Grove and referred to site plans of the area. Discussion then took place focusing mainly on lighting, parking, possible rain, traffic, and location of the fireworks. Mrs. Winstead replied to questions and comments from the Board. Two residents of Lockwood Drive stated that they believe Busch Grove is a good site eventually, but they believe the move is too quick and the committee should keep the location where it is until the Park District passes the referendum for the Busch Grove site. Moved by Rubin, seconded by Kahn, to accept the recommendation of the Buffalo Grove Days Committee to move the site of Buffalo Grove Days to the Busch Park area, with the understanding that, at least for this year, the parade is going to remain where it has been, and that the Committee will seek the cooperation of the Park District. AYES: 6 - Marienthal, Reid, Kahn, Rubin, Braiman, Hendricks NAYS: 0 - None Motion declared carried. President Mathias thanked the committee for their hard work, and also asked that the committee be sure that affected residents are notified of plans. Mrs. Winstead also took the opportunity to encourage residents to consider becoming members of the Buffalo Grove Days Committee. EXECUTIVE MEETING Moved by Kahn, seconded by Hendricks, to move to Executive Meeting to discuss litigation. Upon roll call, Trustees voted as follows: 9429 1/3/94 AYES: 6 - Marienthal, Reid, Kahn, Rubin, Braiman, Hendricks NAYS: 0 - None Motion declared carried. The Board adjourned to Executive Meeting from 8:36 P.M. until 10:28 P.M. ADJOURNMENT Moved by Rubin, seconded by Braiman, to adjourn the meeting.
