MINUTES OF THE SPECIAL MEETING OF THE VILLAGE BOARD OF
THE VILLAGE OF BUFFALO GROVE,HELD IN THE COUNCIL CHAMBERS,
50 RAUPP BOULEVARD,BUFFALO GROVE.ILLINOIS ON MONDAY,APRIL 28. 1997
CALL TO ORDER
President Mathias called the meeting to order at 7:35 P.M.
ROLL CALL
Roll call indicated the following present:President Mathias,Trustees Marienthal,Reid,Rubin,Braiman,Hendricks
and Glover.
Also present were:William Balling,Village Manager;William Raysa,Village Attorney;William Brimm,Finance
Director;Phil Versten,Administrative Assistant;Raymond Rigsby, Superintendent of Public Works;Fire Chief
Allenspach;Police Chief McCann;Deputy Police Chief Voigt;Commander Lester Aradi;and Joseph Tenerelli,
Village Treasurer..
APPROVAL OF MINUTES
Moved by Braiman,seconded by Glover,to approve the minutes of the April 7, 1997 Regular Meeting. Upon roll
call,Trustees voted as follows:
AYES: 6-Marienthal,Reid,Rubin,Braiman,Hendricks,Glover
NAYS: 0-None
Motion declared carried.
Moved by Marienthal,seconded by Reid,to approve the minutes of the April 14, 1997 Committee of the Whole
Meeting. Upon roll call,Trustees voted as follows:
AYES: 5-Marienthal,Reid Braiman,Hendricks,Glover
NAYS: 0-None
ABSTAIN: 1 -Rubin
Motion declared carried.
WARRANT#836
Mr.Tenerelli read Warrant#836. Moved by Hendricks,seconded by Reid,to approve Warrant#836 in the amount
of$1,619,046.17,authorizing payment of bills listed. Upon roll call,Trustees voted as follows:
AYES: 6-Marienthal,Reid,Rubin,Braiman,Hendricks,Glover
NAYS: 0-None
Motion declared carried.
POLICE OFFICER OF THE YEAR
President Mathias reviewed the background of the Police Officer of the Year program since it's inception in 1972.
Tom Fitzgerald,Amvets Post#255 thanked Commander Aradi for his help in putting this program together. Mr.
Fitzgerald also stated that Chief McCann can be very proud of the caliber of the police officers in the Buffalo Grove
Police Department.
Mr.Fitzgerald read a brief biography of Sgt.James Newton,and presented the Special Commendation award to Sgt.
Newton.

Mr.Fitzgerald then read a brief biography of Corporal Dean Schulz,and presented the Police Officer of the Year
award to Cpl. Schulz.
President Mathias congratulated both officers and thanked them for dedication to the Village of Buffalo Grove;they
were congratulated by the audience and the Board.
PROCLAMATION-THE DAYS OF REMEMBRANCE
President Mathias read a Proclamation declaring the week of May 4-11, 1997 as Days of Remembrance in memory
of the victims,the survivors,and their liberators,and further proclaimed that citizens of the Village of Buffalo
�./ Grove should strive to overcome intolerance and indifference through learning and remembrance.
PROCLAMATION-MUNICIPAL CLERKS WEEK
President Mathias read a Proclamation declaring the week of May 4-10, 1997 as Municipal Clerks Week and further
extended appreciation to our Municipal Clerk,Janet M. Sirabian,and to all Municipal Clerks for the vital services
they perform and their exemplary dedication to the communities they represent.
PROCLAMATION-PUBLIC WORKS WEEK
President Mathias read a Proclamation declaring the week of May 18-24, 1997 as National Public Works Week and
called upon all citizens and civic organizations to acquaint themselves with the issues involved in providing our
public works services and to recognize the contributions which public works personnel make every day to insure
our health,safety,comfort and quality of life.
PROCLAMATION-NATIONAL DRINKING WATER WEEK
President Mathias rerad a Proclamation declaring May 4-10, 1997 as National Drinking Water Week and urged all
residents to recognize the contribution of our employees and the American Water Works Association for their
dedication to provide a safe drinking water supply.
TOWN CENTER
Trustee Marienthal noted a letter he had written to Simon Development asking what efforts are being made on their
behalf to make the Town Center viable.
SPRINGFIELD TRIP
Trustee Glover noted her report on the trip that was made to Springfield to meet with legislators on April 9-10,
1997.
President Mathias and Trustee Reid also commented on the meetings that they had during the trip.
SUPREME COURT JUSTICE HEARING
Trustee Rubin noted that Representative Clayton is serving on the committee for hearings investigating Supreme
Court Chief Justice James Heiple,and urged anyone with comments on this hearing to contact Representative
Clayton.
MANAGEMENT REPORT
Mr. Balling noted the submission of the Management Report for the month of March, 1997;there were no questions
on same.

ARBOR DAY
Mr.Rigsby noted that on April 25, 1997,Arbor Day,the Village distributed over 900 saplings to third grade classes
throughout the Village;he also noted a ceremony conducted at Twin Groves School,and a tree dedicated to
Veterans Park by the VFW.
PUBLIC HEARING-FY 1997-98 APPROPRIATION ORDINANCE
President Mathias opened the Public Hearing at 8:00 P.M.,and read from the Notice of Public Hearing published in
the Daily Herald on April 18, 1997.
Mr. Brimm made a presentation regarding the FY 1997-98 Appropriation Ordinance,details of which are contained
in his memo to Mr.Balling of April 17, 1997;he noted that the total appropriation is$48,304,550.00.
President Mathias asked if there were any members of the Board or the audience who wished to comment;there
were none.
At 8:03 P.M.,President Mathias continued the Public Hearing until the May 19, 1997 Regular Meeting.
OUESTIONS FROM THE AUDIENCE
President Mathias asked if there were any questions from the audience;there were none.
CONSENT AGENDA
President Mathias explained the Consent Agenda,stating that any member of the audience or the Board could
request that an item be removed for full discussion;there were no such requests. President Mathias then read a brief
synopsis of each item on the Consent Agenda.
ORDINANCE#97-34-Zoning Ordinance Variance
Motion to approve Ordinance#97-34,Granting a variance from Section 17.36.040 of the Buffalo Grove Zoning
Ordinance permitting four stacking spaces less than required at American Enterprise Bank,600 N.Buffalo Grove
Road.
ORDINANCE#97-35-Board of Fire&Police Commissioners
Motion to approve Ordinance#97-35,Amending Chapter 2.28 of the Municipal Code as it concerns the Board of
Fire&Police Commissioners.
ORDINANCE#97-36-Liquor Control Amendment
Motion to approve Ordinance#97-36,Amending Chapter 5.20 of the Liquor Control Ordinance reinstating a Class
B liquor license for NA&EL,Inc.d/b/a Giordano's of Buffalo Grove. Also changing a Class A license issued to
Thai Yien,Inc.to a Class B liquor license.
ORDINANCE#97-37-Liquor Control Amendment
Motion to approve Ordinance#97-37,Amending chapter 5.20 of the Liquor Control Ordinance reinstating a Class
A license for Bilbao,Inc.d/b/a Chef Tony's of Spain. Also revoking a Class A liquor license issued to Thai Yien,
Inc.

ORDINANCE#97-38-ARLINGTON HEIGHTS/CHECKER
Moved by Braiman,seconded by Hendricks,amending Chapter 10 of the Municipal Code as it concerns the turning
restriction at Arlington Heights Road at Checker Drive;details are contained in Mr.Kuenkler's memo to Mr.

RESOLUTION#97-19-JOINT FIRE TRAINING FACILITY
Chief Allenspach reviewed the proposed amendment,details of which are contained in his memo to Mr.Balling of
April 22, 1997.
Moved by Braiman,seconded by Hendricks,to pass Resolution#97-19,authorizing the approval of Amendment
No. 1 to the Intergovernmental Agreement for the construction of the Joint Fire Training Facility. Upon roll call,
Trustees voted as follows:
AYES: 6-Marienthal,Reid,Rubin,Braiman,Hendricks,Glover
NAYS: 0-None

1997 SIDEWALK REPLACEMENT PROGRAM
Mr.Balling reviewed the 1997 Villagewide sidewalk replacement program,details of which are contained in Mr.
Kuenkler's memo to him of April 11, 1997.
Moved by Braiman,seconded by Hendricks,to award bid for the 1997 Villagewide Sidewalk Replacement Program
to Schroeder& Schroeder,Inc. in the amount of$281.,865.00. Upon roll call,Trustees voted as follows:
AYES: 6-Marienthal,Reid,Rubin,Braiman,Hendricks,Glover
NAYS: 0-None
Motion declared carried.
ADJOURNMENT
Moved by Glover,seconded by Reid to adjourn the meeting. Upon voice vote,the motion was unanimously
