MINUTES OF THE REGULAR MEETING OF THE VILLAGE BOARD OF THE VILLAGE OF
BUFFALO GROVE,HELD IN THE COUNCIL CHAMBERS,50 RAUPP BOULEVARD,
BUFFALO GROVE,ILLINOIS ON MONDAY,MARCH 7,2005
CALL TO ORDER
President Hartstein called the meeting to order at 7:30 P.M. Those present stood and pledged allegiance to
the Flag.
ROLL CALL
Roll call indicated the following present: President Hartstein,Trustee Braiman,Trustee Glover,Trustee
Berman,Trustee Kahn,Trustee Rubin. Trustee Trilling was absent.
Also present were: William Balling,Village Manager;William Raysa,Village Attorney;William Brimm,
Assistant Village Manager/Director of Finance; Scott Anderson,Assistant Finance Director;Art
Malinowski,Human Resources Director;Robert Giddens,MIS Director;Gregory Boysen,Director of
Public Works;Rick Kuhl,Superintendent of Public Works-Operations;Brett Robinson, SCADA
Technician;Ed Schar,Building Commissioner;Richard Kuenkler,Village Engineer;Robert Pfeil,Village
Planner;Brian Sheehan,Village Health Officer;Police Chief Balinski;Deputy Chief Wagner;Commander
Dunne;Fire Chief Sashko;Deputy Fire Chief Pearson;and Joseph Tenerelli,Village Treasurer.
WARRANT#1024
Mr.Tenerelli read Warrant#1024. Moved by Braiman,seconded by Kahn,to approve Warrant#1024 in
the amount of 409,729.11,authorizing payment of bills listed. Upon roll call,Trustees voted as follows:
AYES: 5—Braiman,Glover,Berman,Kahn,Rubin
NAYS: 0—None
ABSENT: 1 -Trilling
Motion declared carried.
BUFFALO GROVE POLICE DEPARTMENT
As the parent of a Special Olympian,Trustee Rubin thanked and extended sincere appreciation to the
Buffalo Grove Police Officers who are responsible for raising over$34,000 for Illinois Special Olympics,
placing them in the top five fundraisers in Illinois. All of this fundraising is done on the Officers' own time
and goes above and beyond the call of duty,and Trustee Rubin again extended a heartfelt thank you to each
of them.
BLOOD DRIVE
Trustee Kahn presented a fmal reminder to residents that there will be a Blood Drive held at the Alcott
Center on Saturday,March 12,2005 from 8:00 A.M.-1:00 P.M.,and urged all eligible residents to attend
and participate in this life-saving activity.
MUNICIPAL ELECTION
The Village Clerk reported that the municipal election will be held on Tuesday,April 5,2005,and that
there are three candidates for three Trustee positions to be elected.

QUESTIONS FROM THE AUDIENCE
Craig Horowitz, 883 Stonebridge Lane,representing the Tandem Challenge Group,made a presentation to
the Board on the status of the group's efforts to oppose the Timber Court Condominium Project on the west
side of Old Arlington Heights Road in Arlington Heights.
FISCAL YEAR 2005-2006 PROGRAM BUDGET
Mr.Balling reviewed his Fiscal 2005-2006 Budget Message to the Board dated February 22,2005.
Mr.Brimm and Mr.Anderson,along with the Department Heads,proceeded to present their budgets to the
Board. All staff members present answered questions from the Board,and the Board offered a variety of
comments and feedback.
Mr.Balling stated that staff will assemble answers to all the questions and comments posed by the Board
this evening and present them at the March 21,2005 meeting.
ADJOURNMENT
Moved by Glover, seconded by Braiman,to adjourn the meeting. Upon voice vote,the motion was
unanimously declared carried. The meeting was adjourned at 10:00 P.M.
