Proclamation Declaring November as Native American Heritage Month (President Sussman) (Staff Contact: Evan Michel) SUMMARY: The Village recognizes November as Native American Heritage Month. B. Small Business Saturday Proclimation (President Sussman) (Staff Contact: Evan Michel) SUMMARY: A proclamation recognizing November 26, 2022, as Small Business Saturday. C. Authorization to Waive Bids and Negotiate for Emergency Vehicle Lighting Installation Services (Trustee Pike) (Staff Contact: Tom Wisniewski) SUMMARY: Staff requests authorization to waive bids and negotiate for emergency vehicle lighting installation & repair services, as further detailed in the attached memorandum. D. Municipal Compliance Report for the Year Ending 12/31/2021 - Police Pension Fund (Trustee Weidenfeld) (Staff Contact: Chris Black) SUMMARY: The following report is to be accepted by the Village Board prior to the extension of the property taxes for Article 3&4 pension funds. The report provides information on the financial condition of the pension fund at the end of the most recently completed fiscal year. E. Municipal Compliance Report for the Year Ending 12/31/2021 - Firefighter's Pension Funding (Trustee Weidenfeld) (Staff Contact: Chris Black) SUMMARY: The following report is to be accepted by the Village Board prior to the extension of the property taxes for Article 3&4 pension funds. The report provides information on the financial condition of the pension fund at the end of the most recently completed fiscal year. F. 0-2022-115 Thompson Blvd and Brandywyn Lane No Parking Signs (Trustee Pike) (Staff Contact: Darren Monico) SUMMARY: Parking restrictions are required to complete the collector route construction on certain sections of Thompson Blvd and Brandywyn Lane. Staff recommends approval of the Traffic Ordinance update. G. 0-2022-116 Police Department Locker Room Renovation (Trustee Pike)(Staff Contact: Tom Wisniewski) SUMMARY: Staff recommends that the Village Board authorize the Village Manager to execute a contract with F.H. Paschen in accordance with the Illinois Governmental Joint Purchasing Act (30 ILCS 525/0.01 et seq.) in a total not to exceed amount of$36,504.60. The project will be funded through the capital improvement fund. H. 0-2022-117 Ordinance Updating Lake County Sanitary Sewer Fees (Trustee Smith) (Staff Contact: Darren Monico) SUMMARY: Lake County Public Works has increased their sanitary sewer fees as approved by the Lake County Board. Per the current agreement, Lake County Public Works provides sanitary sewer treatment and the Village is required to charge certain pass through fees. The attached ordinance reflects this change. I. 0-2022-118 Ordinance Approving an Agreement with Lyle Sumek and Associates for Strategic Planning Services (Trustee Smith) (Staff Contact: Evan Michel) SUMMARY: Staff recommends approval of the Agreement with Lyle Sumek and Associates for Strategic Planning Services, subject to review and approval by the Village Attorney. Based on the scope of work the total value of this contract is not to exceed an amount of$37,000. J. 0-2022-121 Light Duty Fleet Maintenance Contract (Trustee Smith) (Staff Contact: Tom Wisniewski) SUMMARY: Staff recommends that the Village Board authorize the Village Manager to execute a contract with Dakota K Auto Repair for preventative maintenance and repairs in an amount not to exceed $25,000 per year, pending final review and approval of the contract by the Village Attorney. ' � . K. R-2022-15 Urban Forestry Management Plan (Trustee Smith) (Staff Contact: Jim Warnstedt) SUMMARY: Resolution updating to the Urban Forestry Management Plan. L. R-2022-16 Resolution Relating to the Semi-Annual Review of Closed Session Minutes (Clerk Sirabian) (Staff Contact: Jessie Brown) SUMMARY: The Corporate Authorities of the Village determine that the need for confidentiality still exists with regard to the following approved minutes: March 21, 2022; April 4, 2022; April 18, 2022; May 16, 2022; June 6, 2022; July 18, 2022;August 1, 2022; August 8, 2022; August 15, 2022; September 19, 2022; October 3, 2022; October 11, 2022. M. R-2022-17 Resolution Approving the 2022-2023 Snow& Ice Control Plan (Trustee Smith) (Staff Contact: Jim Warnstedt) SUMMARY: Annual resolution for Snow& Ice Control Plan to give Public Works the authority to remove snow and ice from Village streets and sidewalks during the winter season. N. R-2022-18 Resolution Ceding the 2022 Unused Private Activity Bond Volume Cap (Trustee Pike) (Staff Contact: Nicole Woods) SUMMARY: Buffalo Grove is the host of the Lake County Partners Private Activity Bond Clearinghouse. The resolution is required annually so that unused funds can be transferred over to the next year and used in the future. 9. In accordance with Section 2.02.070 of the Municipal Code, discussion on questions from the audience will be limited to 5 minutes and should be limited to concerns or comments regarding issues that are relevant to Village business. All members of the public addressing the Village Board shall maintain proper decorum and refrain from making disrespectful remarks or comments relating to individuals. Speakers shall use every attempt to not be repetitive of points that have been made by others.
