2008-11-17 - Village Board Regular Meeting - Minutes 12070 11/17/2008 MINUTES OF THE REGULAR MEETING OF THE VILLAGE BOARD OF THE VILLAGE OF BUFFALO GROVE HELD IN THE COUNCIL CHAMBERS,50 RAUPP BOULEVARD, BUFFALO GROVE,ILLINOIS ON MONDAY,NOVEMBER 17,2008 CALL TO ORDER President Hartstein called the meeting to order at 7:30 P.M. Those present stood and pledged allegiance to the Flag. ROLL CALL Roll call indicated the following present: President Hartstein;Trustees Braiman,Glover,Berman,Kahn,and Trilling. Trustee Rubin was absent. Also present were: William Brimm,Village Manager;William Raysa,Village Attorney;Andy Hubbartt,Village Attorney;Ghida Neukirch,Deputy Village Manager; Scott Anderson,Director of Finance;Katie Skibbe, Assistant Finance Director;Robert Pfeil,Village Planner;Brian Sheehan,Village Health Officer;Police Chief Balinski;Fire Chief Vavra;and Joe Tenerelli,Village Treasurer. APPROVAL OF MINUTES Moved by Braiman,seconded by Berman,to approve the minutes of the November 3,2008 Regular Meeting. Upon roll call,Trustees voted as follows: AYES: 4—Braiman,Berman,Kahn,Trilling NAYS: 0—None ABSTAIN: 1 —Glover ABSENT: 1 —Rubin Motion declared carried. WARRANT#1110 Mr.Tenerelli read Warrant#1109. Moved by Berman,seconded by Braiman,to approve Warrant#1110 in the amount of$2,479,722.25,authorizing payment of bills listed. Upon roll call,Trustees voted as follows: AYES: 5—Braiman,Glover,Berman,Kahn,Trilling NAYS: 0—None ABSENT: 1 —Rubin Motion declared carried. VILLAGE PRESIDENT'S REPORT President read a proclamation designating the month of December as National Dunk and Drugged Driving Prevention Month,and urged everyone to promote awareness of the impaired driving problem,to support programs and policies to reduce the incidence of impaired driving,and to promote safer and healthier behaviors regarding the use of alcohol and other drugs this December holiday season and throughout the year. President Hartstein wished all residents a very Happy Thanksgiving,and encouraged everyone to attend the annual Interfaith Thanksgiving Service to be held on Sunday evening,November 23,2008 at 7:00 P.M.at St.Mary church. 12071 11/17/2008 TRUSTEE REPORTS Trustee Kahn noted that a Blood Drive will be held on Saturday,December 6,2008 at the Alcott Center,and encouraged residents to donate during this critical time of the year. VILLAGE MANAGER'S REPORT Mr.Brimm noted the submittal of the Monthly Management Report for October 2008;there were no questions on the report. BUFFALO GROVE POLICE DEPARTMENT Chief Balinski proudly announced that the Buffalo Grove Police Department received two l S`place awards from the National Association of Chiefs of Police. The first award was for having the most comprehensive traffic safety program for traffic safety education programs. The award was the Best of the Best in the Country,where the Department was the best in the country out of 860 national entries. Chief Balinski thanked the Board and staff for the tremendous support that is given to the Department,and also commended each member of the Department for their dedication and commitment to traffic safety programs. The Department also received an award that included the use of a Ford Expedition for the Police Department for a year. Sergeant Kristiansen reviewed the criteria on which the Department was judged for these awards. Officer Smith from the Traffic Unit then presented the two awards to President Hartstein. President Hartstein,the Board and the audience extended thanks,appreciation and congratulations to the Buffalo Grove Police Department. Sergeant Kristiansen then presented certificates to local students who participated in the annual coloring contest, and the students were also presented with$50 savings bonds by First Midwest Bank. BUFFALO GROVE FIRE DEPARTMENT Chief Vavra noted that,since arriving in Buffalo Grove,he has wanted to recognize our firefighter/paramedics for the outstanding work that they do. Chief Vavra then reviewed the criteria for Company Citations that will be issued to firefighter/paramedics for outstanding performance in the line of duty. Chief Vavra summarized two instances in which crews were dispatched on calls where their efforts literally saved the lived of two individuals. The crew members are:Ken Zarnecki,Mark Anderson,Deborah Lezon,Charlie Kolder,Dennis Quill,Randy Buttliere,William Navarro, Larry Lezon,Clark Pound and Tom Gough,and each of them was thanked and congratulated by the audience and the families of those whose lives were saved,and they were each given Company Citations. President Hartstein noted that this is another instance depicting why Buffalo Grove is such a terrific place to live, and why we all have so much for which to be thankful. t QUESTIONS FROM THE AUDIENCE �•/ President Hartstein asked if there were any questions from the audience on items not listed on the agenda;there were none. 12072 11/17/2008 CONSENT AGENDA There is no Consent Agenda at this meeting ORDINANCE#2008-78—WATERBURY PLACE Moved by Braiman,seconded by Kahn,to pass Ordinance#2008-78,approving the Second Amendment of the Planned Unit Development(PUD)for the Waterbury Place Subdivision concerning modification of the Preliminary Plan for buildings on Lots 17, 18, 19 and 20,in accordance with the memorandum and attachments contained in Board packets and the draft ordinance dated November 12,2008. Mr.Brimm reviewed the proposed ordinance,details of which are contained in the Village Board Meeting Agenda Item Overview prepared by Mr.Pfeil. AYES: 5—Braiman,Glover,Berman,Kahn,Trilling NAYS: 0—None ABSENT: 1 —Rubin Motion declared carried. 17 CRESTVIEW TERRACE Jeff Johnson, 17 Crestview Terrace,noted that he has filed the permit,and again reviewed his reasons for appealing the Zoning Board of Appeals decision to deny his request for variation of Fence Code,Section 15.20.040,Pertaining to Residential Districts,details of which are contained in the Village Board Meeting Agenda Item Overview prepared by Mr. Schar. Moved by Braiman,seconded by Berman,to reverse the decision of the Zoning Board of Appeals and to allow the petition of Jeff Johnson, 17 Crestview Terrace,for variation of Fence Code,Section 15.20.040,pertaining to Residential Districts,pursuant to the memorandum and the survey which indicates the 6' fence on the front side and a portion of the south side of the property. Trustee Berman commented,and noted that this is a difficult decision,but that he does not see anything that indicates that there is a basis to overturn the ZBA decision. Trustee Braiman also noted that this is a difficult decision,but he has not seen a hardship,and that is a condition necessary to overturn the ZBA decision. Mr.Johnson stated that he believes the hardship relates to security,as well as the fact that his dog will be able to get over the 5' fence. Upon roll call,Trustees voted as follows: AYES: 2—Kahn,Trilling NAYS: 3—Braiman,Glover,Berman ABSENT: 1 —Rubin Motion declared carried. BUFFALO GROVE BANK&TRUST Katie Skibbe reviewed the proposal to award contract for banking services to Buffalo Grove Bank&Trust, details of which are contained in the Village Board Meeting Agenda Item Overview that she prepared,as well as her memo to Mr.Brimm of November 11,2008. Several references were checked,and all were very satisfied with their performance. 12073 11/17/2008 Moved by Braiman,seconded by Kahn,to award contract for banking services to Buffalo Grove Bank&Trust Company. Upon roll call,Trustees voted as follows: AYES: 5—Braiman,Glover,Berman,Kahn,Trilling NAYS: 0—None ABSENT: 1 —Rubin Motion declared carried. ADJOURNMENT Moved by Braiman,seconded by Berman,to adjourn the meeting. Upon voice vote,the motion was unanimously declared carried,and the meeting was adjourned at 8:10 P.M.
