MINUTES OF THE REGULAR MEETING OF THE VILLAGE BOARD OF THE VILLAGE OF
BUFFALO GROVE HELD IN THE COUNCIL CHAMBERS,50 RAUPP BOULEVARD,
BUFFALO GROVE,ILLINOIS ON MONDAY,AUGUST 18,2008
CALL TO ORDER
President Hartstein called the meeting to order at 7:32 P.M. Those present stood and pledged allegiance to the
l Flag.

ROLL CALL
Roll call indicated the following present: President Hartstein;Trustees Braiman,Glover,Berman,and Rubin.
Trustees Kahn and Trilling were absent.
Also present were: William Brimm,Village Manager;William Raysa,Village Attorney;Ghida Neukirch,
Deputy Village Manager;Scott Anderson,Finance Director;Art Malinowski,Director of Human Resources;
Brett Kryska,Administrative Intern;and Fire Chief Vavra.
APPROVAL OF MINUTES
Moved by Braiman,seconded by Rubin,to approve the minutes of the August 4,2008 Regular Meeting. Upon
roll call,Trustees voted as follows:
AYES: 4—Braiman,Glover,Berman,Rubin
NAYS: 0—None
ABSENT: 2—Kahn,Trilling
Motion declared carried.
WARRANT#1103
Mr.Anderson read Warrant#1103. Moved by Braiman,seconded by Glover,to approve Warrant#1103 in the
amount of$2,152,944.96,authorizing payment of bills listed. Upon roll call,Trustees voted as follows:
AYES: 4—Braiman,Glover,Berman,Rubin
NAYS: 0—None
ABSENT: 2—Kahn,Trilling
Motion declared carried.
VILLAGE PRESIDENT'S REPORT
President Hartstein read from a Proclamation declaring the month of September 2008 as National Preparedness
Month,and noted that the Village of Buffalo Grove will continue to participate in efforts to ensure that we have
an integrated disaster response capability so that all emergency responders and the general public can work
together effectively.
President Hartstein noted that the annual Fire Department Boot Drive for Muscular Dystrophy will be held
on Friday,August 22,2008 at Lake Cook and Arlington Heights Roads,and on Friday August 29,2008 at the
corner of Dundee and Buffalo Grove Roads,and he urged residents to be sure to drive by those intersections and
support the Fire Department in their fundraising efforts for this worthy cause,either at these locations or during
the Buffalo Grove Days weekend.
TRUSTEE REPORTS
Trustee Berman provided an update of the Canadian National/EJ&E rail acquisition,and he urged residents to
voice their support of this transaction either by attending one of the various meetings throughout the area or by
written comment to the Surface Transportation Board.

Trustee Glover briefly reviewed some of the activities taking place at Buffalo Grove Days;she urged all
residents to take part in any and/or all of the activities that are planned,and reminded residents that the special
edition of the Village newsletter has all of the information necessary to be aware of what is happening over
Labor Day weekend in Buffalo Grove. There will be special activities in recognition of the 50th Anniversary of
the Village.
VILLAGE MANAGER'S REPORT
Mr.Brimm noted the submittal of the Monthly Management Report for July 2008;there were no questions on
the report.
Mr.Brimm briefly introduced the Connect CTY—Village Emergency Notification System. Mr.Kryska then
reviewed the proposal and the instructions for residents to sign up for this program,details of which are
contained in the Village Board Meeting Agenda Item Overview that he prepared. President Hartstein thanked
staff for this thorough report,and urged all residents to take the proper steps to be sure that they are registered
with the Village.
Mrs.Neukirch presented an overview of the Village's Art Purchase Program,details of which are contained in
the Village Board Meeting Agenda Item Overview that she prepared,and noting that this years Art Festival was
again a tremendous success. Trustee Berman emphasized that there are no taxpayer dollars involved in this
program.
FIRE DEPARTMENT GRANT
State Representative Sidney Mathias presented a Legislative Award for a Fire Department Equipment Grant,and
noted that it is a real pleasure to bring dollars back locally. Representative Mathias then presented the check for
$125,000 for the purchase of a new ambulance to Chief Vavra. Chief Vavra noted that the Department is
pleasantly surprised by this grant,and stated that it is very,very much appreciated. On behalf of the entire
Village,President Hartstein thanked Representative Mathias,and pointed out that this is an example of legislator
initiative that is going to meet a legitimate public service need.
QUESTIONS FROM THE AUDIENCE
President Hartstein asked if there were any questions from the audience on items not listed on the agenda;there
were none.
CONSENT AGENDA
President Hartstein explained the Consent Agenda,stating that any member of the audience or the Board could
request that an item be removed for full discussion;there were no such requests. The Village Clerk read a brief
synopsis of each of the items on the Consent Agenda.
Moved by Berman,seconded by Braiman,to approve the Consent Agenda.
ORDINANCE#2008-62—MADISON DRIVE
Motion to pass Ordinance#2008-62,amending Title 10 of the Village of Buffalo Grove Municipal Code
(Parking Restriction on Madison Drive),
ORDINANCE#2008-63—KINGSBRIDGE WAY
Motion to pass Ordinance#2008-63,amending Title 10 of the Village of Buffalo Grove Municipal Code
(Designation of No Stopping,Standing or Parking on both side of Kingsbridge Way),
POLICE PENSION FUND
Motion to accept the Annual Report of Condition for the Police Pension Fund.
