MINUTES OF THE REGULAR MEETING OF THE VILLAGE BOARD OF THE VILLAGE OF
BUFFALO GROVE HELD IN THE COUNCIL CHAMBERS,
50 RAUPP BOULEVARD,BUFFALO GROVE,ILLINOIS ON
MONDAY,MAY 19,2008
CALL TO ORDER
President Hartstein called the meeting to order at 7:33 P.M. Those present stood and pledged allegiance to the
Flag.
ROLL CALL
Roll call indicated the following present: President Hartstein;Trustees Berman,Trilling and Rubin. Trustees
Braiman,Glover and Kahn were absent.
Also present were: William Brimm,Village Manager;William Raysa,Village Attorney;Art Malinowski,
Director of Human Resources;Police Chief Balinski;Sgt.Kristiansen;and Joe Tenerelli,Village Treasurer.
APPROVAL OF MINUTES
Moved by Berman,seconded by Trilling,to approve the minutes of the May 5,2008 Regular Meeting.Upon
roll,Trustees voted as follows:
AYES: 3—Berman,Trilling,President Hartstein
NAYS: 0—None
ABSENT: 3—Braiman,Glover,Kahn
ABSTAIN: 1 —Rubin
Motion declared carried.
WARRANT#1097
Mr.Tenerelli read Warrant#1097. Moved by Trilling,seconded by Berman,to approve Warrant#1097 in the
amount of$3,064,615.73,authorizing payment of bills listed. Upon roll call,Trustees voted as follows:
AYES: 4—Berman,Trilling,Rubin,President Hartstein
NAYS: 0—None
ABSENT: 3—Braiman,Glover,Kahn
Motion declared carried.
A Motion to Reconsider the Warrant was raised and voted upon after Executive Session. See reference at end of
Minutes.
VILLAGE PRESIDENT'S REPORT
President Hartstein urged residents to attend the Memorial Day Ceremony on Monday,May 26,2008 at the
Knopf Cemetery on Arlington Heights Road,noting that this is a very meaningful ceremony to honor those who
have given the ultimate sacrifice to protect our freedom.
President Hartstein urged all residents to honor Flag Day on June 14th by prominently displaying the American
Flag.
President Hartstein noted that there will be a Blood Drive on Saturday,June 21,2008 at the Alcott Center and
asked all residents who are able to donate this life-saving resource.
President Hartstein pointed out that the upcoming Relay for Life sponsored by the American Cancer Society
will be highlighted on the People,Places&Issues program.

VILLAGE PRESIDENT'S REPORT
President Hartstein read from a Proclamation declaring the week of May 19-25,2008 as Buckle Up Buffalo
Grove!Week,and encouraged all citizens to always wear seat belts when driving or riding on our roadways.
Sergeant Kristiansen first urged everyone to realize the importance of wearing seat belts,and then related several
incidents where the use of seat belts saved lives and/or serious injury,as he presented Saved by the Belt awards
to each of them. Additionally,he related incidents where the use of safety helmets prevented injury to several
youngsters,who also received awards.

Sergeant Kristiansen reviewed the coloring contests that were held for students throughout the Village to
promote bicycle safety. Each of the winners came forward and was presented with certificates and a savings
bond.
President Hartstein extended congratulations to the recipients of all of the awards.
TRUSTEE REPORTS
Trustee Berman encouraged residents to support our Relay for Life on June 14,2008 at Stevenson High School.
The event is unique in that it is coordinated almost exclusively by the students at Stevenson and Buffalo Grove
High Schools. It is an event that raises money for a good cause and is a fun-filled event as well.
The Village Clerk reported on the plans for the 50th Anniversary celebration. The next event will be our Car
Show&Sock Hop to be held on the Village Campus on June 21,2008.Applications for the commemorative
Illinois license plates are available at Village Hall and will be available at the Open House.
QUESTIONS FROM THE AUDIENCE
President Hartstein asked if there were any questions from the audience on items not listed on the agenda;there
were none.
CONSENT AGENDA
President Hartstein explained the Consent Agenda,stating that any member of the audience or the Board could
request that an item be removed for full discussion;there were no such requests. The Village Clerk read a brief
synopsis of each of the items on the Consent Agenda.
Moved by Berman,seconded by Rubin,to approve the Consent Agenda.
ORDINANCE#2008-29—BUFFALO GROVE CVS
Motion to pass Ordinance#2008-29,amending Chapter 5.20,Liquor Controls,Class C,Buffalo Grove CVS
LLC.
RESOLUTION#2008-16-APWA
Motion to pass Resolution#2008-16,approving the Re-accreditation Agreement between the Village of Buffalo
Grove and the Accreditation Council of the American Public Works Association(APWA).
AT&T PROJECT LIGHTSPEED
Motion to approve AT&T Project Lightspeed request for Easement.
VILLAGE HALL EXTERIOR PAINTING
Motion to approve request to reject bids with authorization to re-bit Village Hall Exterior painting Project.

Litigation,Section 2.C. 11.of the Illinois Open Meetings Act. Upon roll call,Trustees voted as follows:
AYES: 4—Berman,Trilling,Rubin,President Hartstein
NAYS: 0—None
ABSENT: 3—Braiman,Glover,Kahn
Motion declared carried.
The Board moved to Executive Session from 7:55 P.M.until 8:35 P.M.
