MINUTES OF THE REGULAR MEETING OF THE VILLAGE BOARD OF THE VILLAGE OF
BUFFALO GROVE HELD IN THE COUNCIL CHAMBERS,50 RAUPP BOULEVARD,
BUFFALO GROVE,ILLINOIS ON MONDAY,MAY 2,2011
CALL TO ORDER
President Hartstein called the meeting to order at 7:03 P.M. Members of Cub Scout Pack 36 presented the Colors
and led in the Pledge of Allegiance to the Flag.
ROLL CALL
Roll call indicated the following present: President Hartstein;Trustees Braiman,Glover,Berman,Trilling,Sussman
and Smith.
Also present were: Dane Bragg,Village Manager;William Raysa,Village Attorney;Ghida Neukirch,Deputy
Village Manager;Scott Anderson,Director of Finance;Art Malinowski,Director of Human Resources;Brian
Sheehan,Village Health Officer;Robert Pfeil,Village Planner;Police Chief Balinski;and Fire Chief Vavra.
APPROVAL OF MINUTES
Moved by Glover,seconded by Berman,to approve the minutes of the April 25,201 Rescheduled Regular Meeting.
Upon roll,Trustees voted as follows:
AYES: 6—Braiman,Glover,Berman,Trilling,Sussman, Smith
NAYS: 0—None
Motion declared carried.
WARRANT#1166
Mr.Anderson read Warrant#1166. Moved by Glover,seconded by Braiman,to approve Warrant#1166 in the
amount of$1,806,933.31,authorizing payment of bills listed. Upon roll call,Trustees voted as follows:
AYES: 6—Braiman,Glover,Berman,Trilling,Sussman, Smith
NAYS: 0—None
Motion declared carried.
VILLAGE PRESIDENT'S REPORT
President Hartstein thanked the entire community for giving him the opportunity to have served as Village
President. Everyone in this community is special,and that is what makes it such a special place to call home.
President Hartstein stated that our Village staff is second to none,and it is because of that entire staff that the
residents of Buffalo Grove have always had the benefit of tremendous services. President Hartstein noted that he
has had the pleasure of working with three outstanding Village Managers, and he recognized William Balling,
William Brimm and Dane Bragg,all of whom were present. Thanks were also extended to each of our volunteers,
as well as our school, library and park districts,all parts in helping to make our community the great community that
it is today and will continue to be in the future. President Hartstein thanked every Board member who has served
the community,noting that every one of them cares about the community and has given of themselves to serve and
make Buffalo Grove a great place. And finally, President Hartstein thanked his family for their support,and
particularly his father for the inspiration that he instilled in him.

RESOLUTION#2011-12—CANVASS OF VOTES
The Village Clerk read the proposed resolution,affirming that the April 5,2011 Municipal Election resulted in the
following persons elected to office in the Village of Buffalo Grove:
Village President: Jeffrey S.Braiman
Village Clerk: Janet M. Sirabian
Village Trustee—4 Year Term: Jeffrey Berman
Steve Trilling
Michael A. Terson
Village Trustee—2 Year Term: Andrew H. Stein
Moved by Sussman,seconded by Glover,to pass Resolution#2011-12,affirming Canvass of Vote Returns. Upon
roll call,Trustees,voted as follows:
AYES: 6—Braiman,Glover,Berman,Trilling, Sussman, Smith
NAYS: 0—None
Motion declared carried.
The newly elected officials were congratulated by the audience and the Board.

OATH OF OFFICE
The Honorable Judge Charles Johnson of the 19th Judicial Circuit Court of Lake County administered the oath of •
office to newly elected Village President Jeffrey S.Braiman,Village Clerk Janet Sirabian,and Village Trustees,
Jeffrey Berman, Steve Trilling,Michael Terson and Andrew Stein. All were congratulated by the audience and the
Board.
ROLL CALL
Roll call indicated the following present: President Braiman;Trustees Berman,Trilling, Sussman,Terson,and
Stein.
TRUSTEE APPOINTMENT
President Braiman reviewed the process that was followed to choose a candidate to fill the unexpired term created
when he became Village President. President Braiman then briefly reviewed the credentials of the chosen candidate,
Lester Ottenheimer.
Moved by Berman,seconded by Trilling,to appoint Lester A.Ottenheimer III to fill the unexpired term of Trustee
Jeffrey S. Braiman. Upon roll call,Trustees voted as follows:
AYES: 5—Berman,Trilling, Sussman,Terson,Stein
NAYS: 0—None
Motion declared carried.
Judge Johnson then administered the oath of office to newly appointed Village Trustee Lester A.Ottenheimer III,
who was also congratulated by the audience and the Board.
President Braiman thanked Judge Johnson for honoring us by officiating tonight.
On behalf of the Board,President Braiman then thanked Eric Smith for the terrific job that he did filling the vacant
Trustee position that was created last November.
President Braiman then appointed Eric Smith as Chairman of the Plan Commission.

TRIBUTES—ELLIOTT HARTSTEIN&DEANN GLOVER
State Representatives Mathias and Sente thanked Elliott Hartstein for his many years of service to the community,
and read Illinois House Resolution 297 congratulating him for that service.
Representatives Mathias and Sente also thanked DeAnn Glover for her many years of service to the community,and
read Illinois House Resolution 299 congratulating her for that service.
The audience and the Board extended hearty congratulations to both outgoing officials.
Lake County Board Chairman David Stolman presented a Proclamation honoring Elliott Hartstein and thanked him
for all of his contributions to the Village and to the area,also noting that he had proclaimed May 2,2011 as Elliott
Hartstein Day in Lake County.
RESOLUTION#2011-13—ELLIOTT HARTSTEIN
President Braiman read the proposed resolution honoring outgoing Village President Elliott Hartstein.
Moved by Ottenheimer,seconded by Sussman,to pass Resolution#2011-13,recognizing outgoing Village President
Hartstein. Upon roll call,Trustees voted as follows:

President Braiman presented gifts to Elliott Hartstein,along with a bouquet of flowers for his wife,Judy.
Also in recognition of the accomplishments of Elliott Hartstein,the recently constructed bike trail in Cook County
will be named in his honor.
RESOLUTION#2011-14—DE ANN GLOVER
President Braiman read the proposed resolution honoring outgoing Village Trustee DeAnn Glover.
President Braiman presented gifts to DeAnn Glover.
Moved by Berman,seconded by Trilling,to pass Resolution#2011-14, recognizing outgoing Village Trustee
Glover. Upon roll call,Trustees voted as follows:
AYES: 6—Berman, Trilling, Sussman,Terson,Stein,Ottenheimer

Outgoing Trustee Glover thanked her family for their support throughout her years as Village Trustee. DeAnn
Glover also thanked the residents and her friends for the honor of serving them over these past 16 years. Our staff is
the best that there is and she thanked them for their dedication. DeAnn Glover then wished the new Board all the
best.
CONDOLENCES
President Braiman extended the condolences of the Board to George Krug upon the death of his wife. George and
his wife,Mary Ann,have been residents of the Village since its inception,and have contributed a great deal to the
community,and she will be missed.
VILLAGE PRESIDENT'S REPORT
President Braiman stated that he is excited to be working with the new Board and reviewed his visions for the future,
and again thanked Elliott Hartstein and DeAnn Glover for their contributions.
TRUSTEE REPORTS
Trustee Stein thanked the residents for giving him the opportunity to serve as Village Trustee.
Trustee Berman noted that the American Cancer Society Relay for Life will be held on June 17,2011 at Buffalo
Grove High School,and he urged residents to support the event.
CONSENT AGENDA
President Braiman explained the Consent Agenda,stating that any member of the audience or the Board could
request that an item be removed for full discussion. There were no such requests. The Village Clerk read a brief
synopsis of each of the items on the Consent Agenda.
Moved by Sussman, seconded by Ottenheimer,to approve the Consent Agenda.
Resolution#2011-15—Closed Session Minutes
Motion to pass Resolution#2011-15, relating to the semi-annual review of Closed Session Minutes.
Bicycle Proclamation Month
Motion to approve Proclamation declaring May 2011 as National Bike Month and Bicycle Safety Month.
Upon roll call,Trustees voted as follows on the Consent Agenda:
AYES: 6—Berman,Trilling, Sussman,Terson,Stein,Ottenheimer
NAYS: 0—None

2011-2012 VOLUNTEER COMMITTEE/COMMISSION/BOARD REAPPOINTMENTS
President Braiman reviewed the 2011-2012 Volunteer Committee/Commission/Board reappointments,details of
which are contained in the Village Board Meeting Agenda Item Overview that he prepared.
