2015-11-09 - Firefighter Pension Board - Minutes BUFFALO GROVE FIREFIGHTERS' PENSION FUND MINUTES OF THE BOARD OF TRUSTEES REGULAR MEETING-NOVEMBER 9, 2015 BUFFALO GROVE VILLAGE HALL EOC 50 RAUPP BOULEVARD, BUFFALO GROVE, ILLINOIS CALL TO ORDER Meeting was called to order by President Tom Gough at 8:33 a.m. ROLL CALL Upon a call of the roll, the following Board members were present: Mark Mussario, Thomas Gough, Art Malinowski, Ed McKee, and Joshua Himmelspach. Absent was Dan Pasquarella. Also Present: Carolyn Clifford, Ottosen Britz; A.J.Weber, Lauterbach and Amen; John Falduto, Sawyer Falduto; Scott Anderson, Village of Buffalo Grove; John Peebles and Randy Buttliere, members of the Fund. Joshua Himmelspach was welcomed as a new Board member, replacing Mark Mussario. He will serve the remainder of the unexpired term until 2017. PUBLIC COMMENT There was no public comment APPROVAL OF MINUTES The Board reviewed the minutes from its quarterly meeting held on 08/14/15. A motion was made by Ed Mckee to approve the minutes. Thomas Gough seconded the motion. Upon a voice vote, the motion carried. Six month review of closed minutes was tabled. FINANCIAL/INVESTMENT REPORTS AND PAYMENT OF BILLS Sawyer Falduto Asset Management investment managers report -- John Falduto of Sawyer Falduto reviewed the Fund's quarterly investment report. The Fund's starting value was $50,369,287. The Fund's ending value on September 30 2015 was $49,265,892. The total return on investments, net of fees, for this year is -$699,517. Total account return at this point is -1.57%. The account benchmark is-2.26%. John Falduto had no recommended changes to the Board's investment policy at this time. Review of monthly financial statements (Lauterbach and Amen) --A.J. Weber from Lauterbach and Amen reviewed the most recent financial statements of the Fund. For the month ending on September 30, 2015, the employer contributions totaled $2,154,589.89 with contributions from the employees totaling $387,286.31, creating a total contribution of 2,541,876.20. Net investment income totalled -$724,481.31. Total additions equalled $1,817,394.89. Total deductions were at $1,653,451.41, leaving the Fund at$49,316,805.36. Review of monthly vendor check and payment of bills -- The Board reviewed the monthly vendor check reports prepared and the current list of bills for payment. Motion was made by Ed McKee to accept the monthly financial statements and to approve the payment of the bills. Second by Thomas Gough. AYES: Mussario, Gough, Malinowski, and McKee NAYS: None ABSENT: Pasquarella ABSTAIN: None Motion carried. Review of Employee Contribution Discrepancies -- The employee contributions are to be analyzed to ensure they are accurate. This matter was tabled for the next meeting. CURRENT APPLICATIONS FOR MEMBERSHIP, DISABILITY, COMBINED CREDITABLE SERVICE, QILDROS, WITHDRAWAL, OR RETIREMENT. Membership Files -- Membership files have been checked for updates. No current updates. Application for membership -- No current applications for membership. Retirement Applications -- An application for retirement was received from John Peebles. John is eligible to retire with 26 years of service and is 51 years of age. John Peebles last day on duty will be December 5 2015. This will give him 26 years and 8 days of service. A motion was made to approve John Peebles' application pending calculation by Lauterbach and Amen, by Thomas Gough. Second by Mark Mussario. AYES: Mussario, Gough, Malinowski, and McKee NAYS: None ABSENT: Pasquarella ABSTAIN: None Motion carried pending review by Lauterbach and Amen QILDROS -- No QILDROS have been received by the Board this quarter. Disability application update -- No disability updates to report. OLD BUSINESS Status of DOI annual Statement -- The DOI tax levy was presented by Scott Anderson, according to the DOI tax levy report, the Village must levy a minimum of$2,174,632. Motion to accept the DOI tax levy report was made by Ed McKee. Second by Mark Mussario. AYES: Mussario, Gough, McKee, and Malinowski NAYS: None ABSENT: Pasquarella ABSTAIN: None Motion carried Municipal Compliance Report--The Municipal Compliance Report was reviewed by the board. Motion made by Thomas Gough to approve the report. Second by Mark Mussario. AYES: Mussario, Gough, McKee, and Malinowski NAYS: None ABSENT: Pasquarella ABSTAIN: None Motion carried Discussion on actuarial services for next year -- Scott Anderson, Finance Director at the Village of Buffalo Grove, has chosen Lauterbach and Amen to provide actuarial services for 2016, replacing Tim Sharpe. Motion made by Ed McKee to approve Lauterbach and Amen. Motion seconded by Thomas Gough. AYES: Mussario, Gough, McKee, and Malinowski NAYS: None ABSENT: Pasquarella ABSTAIN: None Motion carried Approval of revisions to Board rules -- Board rule revisions were discussed with the Board's attorney, Carolyn Clifford. Motion made by Mark Mussario to approve revised rules. Motion seconded by Thomas Gough. AYES: Mussario, Gough, McKee, and Malinowski NAYS: None ABSENT: Pasquarella ABSTAIN: None Motion carried NEW BUSINESS Regular meeting schedule for 2016 -- The proposed regular meeting schedule for 2016 is as follows: February 8th at 8:30 a.m. May 9th at 8:30 a.m. August 22nd at 8:30 a.m. November 7th at 8:30 a.m. All to be held at Village hall in the EOC unless otherwise notified. Motion to approve meeting dates and times made by Thomas Gough. Second by Ed McKee. AYES: Mussario, Gough, McKee, and Malinowski NAYS: None ABSENT: Pasquarella ABSTAIN: None Motion Carried Approval of annual pension increases for 2016 --Approval for pension increases was tabled for the next Board meeting. Status of Paleka annual IME -- The Board is awaiting records pertaining to this issue. Tabled until next meeting Resolution acknowledging service of FF/PM Mark Mussario -- Mark Mussario was thanked for his years of service to the Board. BOARD MEMBER TRAINING AND PENSION NEWS/UPDATES Pension news updates were provided by Carolyn Clifford, as well as potential training opportunities. ADOURNMENT A motion was made to adjourn the meeting by Art Malinowski. Second by Mark Mussario. Upon a voice vote, motion carried.
