IV. Chair report
A. Judy Samuels welcomed Trustee David Weidenfeld as a liaison to our
committee this year.
B. Judy Samuels welcomed Nicole Woods, Director of Community Development
of Buffalo Grove and thanked Evan Michel for arranging for her to attend our
meeting in response to concerns of the handicap parking location and
availability of spaces at the new Northwest Community Hospital (NCH)
location in Buffalo Grove.
V. Trustee(s) report (Andy Stein / David Weidenfeld)
A. Trustee Stein updated the committee on Buffalo Grove Days. The Village has
yet to decide if there will be a parade since Bernard street is under
construction
B. Trustee Weidenfeld reviewed the benefits of having a 501 C3 that the village
set up for donations. There is no sunset on using the funds directed to each
commission.

VII. Sub-Committee report
BG DAYS
A. BG Days Parade (TBD)
i. Discussion occurred as to whether RKCRD would be interested in
participating in a parade if one occurred.
1. Motion: Chairperson Samuels made a motion if RKCRD should
participate in a parade, this year, in the event one occurred.
2. Second: Donna Garfield

4. Opposed: 6
5. Abstained: 2
6. This year, RKCRD will not participate in the parade if there is
one.
B. Buddy Baseball (Dean Klassman)
i. No updates
ii. The CRD would need to reserve the baseball field from the park district
for this event. Chairperson Samuels will send the paperwork to the Village
of Buffalo Grove to reserve the field
C. Fun & Food (Debbie Verson)
i. Chairperson Verson has concerns on serving lunch.
1. There is one tent available on the grass and it can only hold
approximately two hundred individuals. On average we have 300
to 325 guests, some of which have walkers, wheelchairs, or
crutches. To navigate on the grass could be difficult.
2. In addition, the area could be crowded & COVID concerns remain.
ii. Food Update
1. Dorflers can provide sandwiches for a little over$3. Marianos can
provide trays of sandwiches.
2. Kona Ice has committed to donating snow cones to all attendees
at no charge.
3. A discussion occurred if the CRD should make a formal request to
the Village and Park District to have a tent set up on the concrete
surface as we had in the past. However, the Park District has
rented out space to the food truck.
iii. Chairperson Verson suggested lunch to go that could be passed out to
attendees given the reduced tent size and Covid concerns.
1. Motion: Commissioner Garfield made a motion for sack lunches,
to go, be passed out at Fun and Food.

Vill. Unfinished Business
A. Continue discussion related to how our Commission can work with Planning and
Zoning to be able to review and provide some input related to handicapped
parking spots, etc (Marty Sussman)
• Nicole Woods came to our meeting in response to concerns of the
handicap parking location and availability of spaces at the new Northwest
Community Hospital (NCH) location in Buffalo Grove. She explained that
anything that is going to be built in Buffalo Grove is reviewed by her
department to ensure it meets code. She wanted to meet with our
commission to review the ADA accessibility requirement and how it
pertains to this building. She passed out a flier on the development
process to highlight the steps her department takes.
• Nicole confirmed that ADA compliance is reviewed in the Plan Review
step. Plan reviewers and engineers review the plans submitted
• Marty questioned if this occurs why this building, which is a healthcare
treatment center is lacking in the proper number of handicap parking
spaces. In addition, the location of the handicap parking spots are not
located near the front access of the building. Therefore, it does not meet
the state or government regulations as it pertains to ADA compliance.
• Nicole responded that the plan commission has a checklist which they go
over for all new submittals. The NCH building plans were reviewed by staff
who felt it met the intent of the ADA regulations. She noted that the Village
of Buffalo Grove went back the developer of the building after it was
complete to advise them that the execution of the plan did not meet the
intent of the guidelines.
• NCH resubmitted parking plans to the Village of Buffalo Grove which they
plan to review. She showed them to our commission. Six handicapped
parking spaces were now placed by the front door. Others were placed on
the side of the building. However, it was noted there is no access to the
building near the side parking spots. Therefore, the parking still appears to
be out of compliance.
• Nicole advised older buildings which may be out of compliance but
grandfathered in as being acceptable do get reviewed when
redevelopment occurs. Our commission needs to decide if we would like to
be a liaison with the building commission to review plans submitted for
ADA compliance. The village would need to approve.
B. Buffalo Grove Resident environmental concern - Dunkin Donuts on McHenry
(Avi Samuels)
• Staff Liaison Evan Michel will try to arrange a meeting with Commissioner
A. Samuels and Nicole Woods to go over a resident's question about the
Dunkin Donuts store.

D. New Commissioner quick reference page - draft (Lexi Robinson)
• Chairperson Samuels discussed informational sheets for new
commissioners, updating our mission statement, and our goals as a
commission.
■ Upon review, Commissioner Garfield questioned whether the
Mission statement was accurate.
■ Chairperson Samuels identified that it was taken from the
"Conducting Business with Individuals with Disabilities" brochure
shared earlier in the year.
• Commissioner Garfield said each commissioner should sign off on the
requirements and expectations on being a member of the commission.
This includes attendance and participation requirements.

IX. New Business

i. Vice Chair Sussman discussed cross marketing our events that more
effort should be made in publicizing them.
