good backstop in the event the Village budgets tighten due to an
unforeseen event like Covid.
a. Members of the CRD expressed concern if the Village
planned to cut back financial assistance. Marty noted that
$700 is normally allocated to RKCRD. In 2021, $300 was
allocated due to budget constraints.
b. For 2022, Evan will submit a request for$700.

Vill. Unfinished Business
a. Identification card update— Marty Sussman
• Marty discussed the need for state identification for those with special needs.
This will allow first responders to better evaluate a situation and to respond
properly.
• Marty reviewed prior situations where responders acted improperly since they did
not realize the individual had special needs and a tragedy occurred.
• The Buffalo Grove Police Dept feels this would be an excellent idea. It will assist
their officers response. They wish to move ahead with a program. Marty
mentioned other communities are on board however it has not proceeded at the
state level. Therefore, it would be a community-based initiative. Marty plans to
work on this at the state level too. Marty asked for CRD support for him to pursue
the identification card for individuals with special needs.
