2017-10-25 - Commission for Residents with Disabilities - Minutes Download Document 10/25/2017 MINUTES OF THE REGULAR MEETING OF THE COMMISSION FOR RESIDENTS WITH DISABILITIES OF THE VILLAGE OF BUFFALO GROVE HELD IN THE COUNCIL CHAMBERS, 50 RAUPP BOULEVARD, BUFFALO GROVE, ILLINOIS ON WEDNESDAY, OCTOBER 25, 2017 Call to Order The meeting was called to order at 7:07 PM by Board Member Richard Kahen Approval of Minutes 1. Minutes of Sept.27, 2017 Mark Weiner-approved Donna Garfield-seconded Chair Report Introduction of new commissioner Shari Ginsberg Discussion & collection of gift for Mara Guest: Lisa Hartman from Lutheran Church Charities K9 Service dogs/comfort dogs/need to educate community on freedom &access w/dogs. *Mired of tasks regardless of size of dog. Service dogs focus on handler: "bullet proof"-dog can still focus on handler regardless of environmental situations. Pet:no public rights. Emotional support animal-(ESA) legal definition by ADA- prescribed by health professional. Animal stays home.Air lines-can ask for proof of ESA. No public access rights. Service animal-is a K9. What can you ask? 1) Is that dog required for a disability? 2) What tasks does the dog do? Need 2 tasks- what are they? Legally disable child: a) Needs adult handler(parent or hired person) unless child is able to handle dog. b) Each dog is specifically trained per individual person. To recap the difference between service, emotional and therapy dogs according to https://heartdogs.com/important- differences-between-service-dogs-emotional-support-dogs-and-therapy-dogs/ Service dogs:According to the Americans with Disabilites Act(ADA): "service animals are defined as dogs that are individually trained to do work or perform tasks for people with disabilites. Dogs whose sole function is to provide comfort or emotional support do not qualify as service animals under the ADA. Emotional support dogs provide comfort and support in the forms of affection and companionship for an individual suffering from various mental and emotional conditions. An emotional support dog is not required to perform any specific tasks for a disability like service dogs are. They generally aren't allowed in any place where food is served. Therapy dogs: They may either visit patients in nursing homes, hospitals or similar environments or may be trained to work with therapists in a clinical setting to provide comfort for patients seeking treatment for mental health issues. Discussion of April 19,2018 Bowling-program with Rotary April 19 bowling program w/Rotary and CRD sponsored. Bolero located at Town Centre, 2 hour lane time w/shoes not cost to participants. Will need bowling ramps. To generate more participation, we should go to schools. Thoughts to place an ad in village newsletter. Plan to promote via: board meeting, Daily Herald, channel 6, Pioneer Press. Should we limit to: Buffalo Grove students regardless if student lives outside of the district. Extend beyond Buffalo Grove. Also kids include adults over 18? The committee voted, the consensus was to invite school to see the interest. Possible to put info on web site with other special needs, events? We should talk to bowling alley, what is the limit with # of children. What is the Rotary's role in this activity?
