2016-04-27 - Commission for Residents with Disabilities - Minutes 04/27/2016 MINUTES OF THE REGULAR MEETING OF THE COMMITTEE FOR RESIDENTS WITH DISABILITIES OF THE VILLAGE OF BUFFALO GROVE HELD IN THE COUNCIL CHAMBERS, 50 RAUPP BOULEVARD, BUFFALO GROVE, ILLINOIS ON WEDNESDAY, APRIL 27, 2016 Call to Order The meeting was called to order at 7:05 PM by Board Member Richard Kahen Public Comments NONE Approval of Minutes Motion by commissioner Morton, second by Commissioner Swieca to approve the March 2016 minutes. Passed. Chair Report Due to personal reasons, Chairman Swieca is stepping down to the role of Commissioner and Commissioner Kahen is taking over again as Commission Chairman. Trustee Report Trustee Stein None. Trustee Ottenheimer None Sub-Committee Report a. Disability Awareness CRD manned a booth at the Senior Expo for the entire time. The Expo had very good attendance by both vendors and visitors. However, there were safety concerns. Aisles between the tables were too narrow for two wheelchairs or even a wheelchair and cart to pass side by side. Commission and Fire Department will address this for next year's event as a safety concern. Suggestion made to ask the Park District about moving the venue to the Performing Arts Center for next year. Terri Ebner to be contacted. b. Buffalo Grove Days Buddy Baseball: Commissioner Klassman is at the same stage of planning as he was at this time last year. DJ should be returning. Still a potential conflict with the Frisbee Golf Tournament held earlier in the day at the park. Too hard for us to change the date, because of conflict with parade or with Fun and Food. Fun and Food: 04/27/2016 Commissioner Sabath and Mo Wellborn still working on menu. Still a discussion regarding pasta and still looking for a source for chicken fingers. Discussion at BG Days Committee level regarding cooking on site, shot down because of difficulties and the need then for all workers, and the process, to be certified and compliant as opposed to assembling pre-cooked food items. Showed maps of the new layout, location of food tent, rides, and stages. One advantage this year is the Buffalo Grove Fitness Center will be closed for remodeling over the weekend, freeing up more space. Increased Handicapped Parking on site, which should help with the courtesy shuttles. Question asked if shuttle bus from outlying parking will be a "kneeling"bus or a shorter bus with a lift for accessibility. Unknown at this time. Unknown how the shuttles will be transported to the parade location for transport to the facilities at Alcott Center. Discussion of problems with last year's shuttles, batteries, lights, no top, etc. These matters again to be sent to the BG Days Committee, although it is realized that the carts we request are scarce. Disability Resource Fair: None this year at the new location. Parade: Do we want to have an entry in the parade this year? One suggestion is that a vehicle, possibly commissioner Swieca's, be decorated with copies of the Awareness Banners, and bookmarks to keep villagers aware of what we do for them and how we try to raise awareness in the community. Route is unchanged from last year. C. Art Fair As this is now and AMDUR production and NOT produced in connection with the Village: no request for courtesy shuttles has been made. Commissioner Reports Staff Liaison Report Distributed Village Economic Disclosure and Conflict of Interest Statements to those absent the previous month. Unfinished Business 1. Goals for 2016 New Business Good &Welfare Commissioner Sussman brought up the matter of increasing the number of Handicapped Parking Spaces in the Village strip malls and whether the number can be increased under Home Rules, or if the Village must still abide by the Federal ADA and State of Illinois guideline. (Which have not been updated even though it is five years since the New Federal ADA guidelines were published and the State has not updated their Capital Building guidelines). Question put to the Trustees 04/27/2016 present if there is even support for an increase in the handicapped parking or are there other creative means to increase parking spaces, while still meeting the letter of the law. Commissioner Sussman also brought up the matter of Family bathrooms and their controversy in the news regarding LGBT issues. Is there a way to incentivize the process, so that property owners would want to improve their facilities voluntarily? How do we sell it to the owners and occupants? Motion by Commissioner Sussman second by Commissioner Hirsh to send the question to the Village Board for discussion regarding increasing the number of handicapped spaces throughout the Village. Commissioner Sabath brought up some options to obtain new shirts and name tags if we are required to purchase them ourselves, so that we do not deplete our budget on these items. Chairman Kahen to ask for IT to issue a separate e-mail address which would work off the website so he can receive inquiries directly. Discussion about safety survey and its cost, either by sending as an insert in the water bills, (expensive, not 100% coverage) or inclusion as part of the Village newsletter, (very expensive as it would require the addition of four pages for a two page survey). Commissioner Swieca had had a discussion with Evan Michel from the OVM and he stated they are willing to use survey monkey along with a small article in the newsletter to get the survey out. For those who do not have computer access, the Village would send the survey out via USPS to those interested in providing this information.
