MINUTES OF THE REGULAR MEETING OF THE COMMITTEE FOR RESIDENTS WITH DISABILITIES
OF THE VILLAGE OF BUFFALO GROVE HELD IN THE COUNCIL CHAMBERS, 50 RAUPP
BOULEVARD, BUFFALO GROVE, ILLINOIS ON WEDNESDAY, MARCH 23, 2016
Call to Order
The meeting was called to order at 7:07 PM by Chairman Larry Swieca
Public Comments
Approval of Minutes
1. February 2016
Klassman made motion to approve minutes and Weiner seconded.
Chair Report
*Received comment from Sharon Benjamin, a resident of Buffalo Grove, who has a vision issue and the
Eversight Illinois Eye Bank had helped her and she wanted to know if we could help do charity work for
the organization. We will invite her to the meeting next month and have someone pick her up as she
cannot drive at night.
*There was a list distributed of the Committees so go home and send him a list of which one you are
interested in belonging and will readdress in April with list completed.
*Some of the goals this year are to get the committees set up and to get the surveys out. EMA is doing a
SWOT analysis (strength, weaknesses, opportunities, and threats) and we may want to do something
similar. This may help us flush out our goals.
Trustee Report
Trustee Stein wished everyone a Happy Easter and Passover. Farmer's Market also has plenty of open
spots for non-profits.
Sub-Committee Report
Disability Awareness
1. Bookmark program: update on magnifying bookmarks.
On Monday night they approved the warrant for the bookmarks.
2. Disability survey, changes, input, cost.
If put disability survey in with the water bill it would be $2,200 for double sided
color and$1,200 for black and white. This is by company that does the water
bill. Also inquired as to cost to include something in the newsletter. Elderly and
seniors questionable as to whether they would do that. Would want to get
surveys out to people in multi-family in event of an emergency so also may want

to send something to the owners/developers. May want to put the surveys at the
senior expo and a link at the website for a fillable form.
*After we get the information back we gave it to the fire and police department
who entered it into the system.
BG Days
*Commissioner Sabath indicated that she is switching off with Mo on meetings as there is not a
lot to do now. There is a lot of handicap parking planned.
*We also are going to ask Paulette about fully accessible shuttle. Handicap parking will be at the
gym or by the golf dome so there is not very far to walk. Question as to whether expense for
accessible bus is worth it.
*The food tent will be on concrete.
*It would be nice to be represented in the parade. For the parade rather than do a float, we can
decorate Commissioner Swieca's truck and have people in the truck bed.

1. Rotation of membership in them.

*Filled out economic disclosure form.
*B/C Durkin got a price on new nametags. 10-49 nametags are $10.50 each.
*Fire Dept. Has a company in Wauconda where you can order the shirt online if you need it and each
person can pay for their own and deduct it off their taxes.

New Business
*Commissioner Miller-Brown reported they need people to work on building-zoning issues. For example,
opposite sex accompanying people with disabilities or elderly to the restroom. Suggested larger
bathrooms for this type of use. Representative Sente discussed the issue and discussed this and

updating ADA with lobbyists. Question as to what would qualify to have to construct bathroom. New
construction vs. updates. This perhaps also an LGBT issue.
*Commissioner Sussman also discussed the handicap stalls in public bathrooms and they also have
changing tables, etc. There is also issues with labeling. Rep. Sente said Attorney General monitors
businesses compliance with ADA.
*Commissioner Klassman made recommendation to have placard similar to handicap parking placard
which shows someone while walking in to show someone if bringing someone into opposite sex
bathroom. Commissioner Miller-Brown also brought up the dignity of both the person who is being cared
for and the care giver.
*Commissioner Swieca said anything over a certain square footage you can mandate a bathroom like
that. Rep. Sente indicated that there are already mandates like that. For smaller bathrooms may also
have unisex restroom.
*This also might be an incentive for business owners as this may attract people with disabilities to
patronize their business.
*This is a growing issue because a lot of people are aging.
*Rep. Sente will talk to the business community about issue and let us know what their thoughts are. She
will also talk to the Attorney General and see what they may be willing to add to the code to push it further
in a regulatory way. She may also check with her peers who deal with LGBT issues to see if she can tag
this onto their bill.
*Commissioner Klassman will be going to Isreal and doing a Buddy Baseball game there. There is an
article in the Jerusalem Post about the game.
*Commissioner Verson reported that Andy took Pace to get to work and they picked him up at a specified
time for 10 years and it took 30 minutes to get to work. Now they are telling him that they are going to
pick him up later and it will take an hour and a half to get to work. The Pace representative told her that is
because they need to be equal to public transportation and the public transportation can take up to an
hour and a half. She talked to the Pace representative and they indicated that the service was efficient
before.
