2015-11-16 - Village Board Regular Meeting - Minutes 13008 11/16/2015 MINUTES OF THE REGULAR MEETING OF THE VILLAGE BOARD OF THE VILLAGE OF BUFFALO GROVE HELD IN THE COUNCIL CHAMBERS,50 RAUPP BOULEVARD,BUFFALO GROVE,ILLINOIS ON MONDAY,NOVEMBER 16,2015 CALL TO ORDER President Sussman called the meeting to order at 7:32 P.M. Those present stood and pledged allegiance to the Flag. ROLL CALL Roll call indicated the following present: President Sussman;Trustees Berman,Trilling, Stein,Ottenheimer, Weidenfeld,Johnson. Also present were: Dane Bragg,Village Manager;William Raysa,Village Attorney;Jennifer Maltas,Deputy Village Manager;Evan Michel,Management Analyst; Scott Anderson,Director of Finance;Andrew Brown,Deputy Finance Director;Art Malinowski,Director of Human Resources;Peter Cahill,Human Resources Management Analyst;Brett Robinson,Purchasing Manager;Mike Reynolds,Director of Public Works;Mike Skibbe, Superintendent of Public Works;Dave Haisma,Superintendent of Water Operations;Chris Stilling,Director of Economic Development;Darren Monico,Village Engineer;Brian Sheehan,Building Commissioner;Nicole Woods, Village Planner;Geoff Tollefson,Director of Golf Operations;Fire Chef Baker;Police Chief Casstevens;and Deputy Police Chief Szos. APPROVAL OF MINUTES There are no minutes to be approved tonight. WARRANT There is no warrant to be approved tonight. VILLAGE PRESIDENT'S REPORT There is no Village President's Report tonight. VILLAGE MANAGER'S REPORT There is no Village Manager's Report tonight. TRUSTEE REPORTS Trustee Johnson reported that there will be a Blood Drive at the Alcott Center on December 5,2015. CONSENT AGENDA There is no Consent Agenda at tonight's meeting. PUBLIC HEARING-FISCAL 2016 BUDGET PRESENTATION President Sussman opened the Public Hearing at 7:34 P.M. Roll call indicated the following present: President Sussman;Trustees Berman,Trilling, Stein,Ottenheimer, Weidenfeld, Johnson. 13009 11/16/2015 Mr.Bragg presented opening comments and the budget structure for this evening,details of which are contained in his Budget Letter to the Corporate Authorities of November 2,2015. Staff members reviewed specifics of each of their departments,after which they answered questions from Board members. Ms.Maltas presented an overview of the Strategic Plan goals for 2016,and highlighted the key Strategic Plan outcomes for 2015. Mr.Malinowski reviewed the Wages&Benefits portion of the budget document. Mr.Anderson reviewed the process of developing the budget for 2016 and a general review of the budget,noting that there have been several meetings of the whole,as well as individual meetings with Board members to get to this point. The Board and staff have worked on this budget throughout the entire year,and the Board posed questions for staff prior to this meeting. All of those questions were answered by staff,therefore,there are few unanswered questions being posed tonight. Mr.Anderson then reviewed the revenue side of the budget,and reviewed the operating budget for each department. Mr.Anderson and Ms.Maltas reviewed the budgets for the Legislative and Office of the Village Manager Departments. Mr.Brown reviewed the portion of the budget dealing with the Finance&General Service Department. Mr.Malinowski reviewed the Legal Services portion of the budget document. Mr. Stilling reviewed the Community Development portion of the budget document. Chief Baker reviewed the portion of the budget document relating to Fire services. Chief Casstevens reviewed the portion of the budget document relating to Police services,highlighting the accomplishments of 2015 and projections for 2016. Mr.Reynolds reviewed Public Works portion of the budget document. Mr.Anderson reviewed the Capital Fund. Mr.Tollefson reviewed the Golf Operations portion of the budget document. Mr.Anderson reviewed the remaining portion of the Enterprise Funds,as well as the Internal Service Funds. Mr.Anderson reviewed the remaining Funds in the budget document. Mr. Anderson confirmed that the Village has always met its obligation regarding pension funds at 100%. Mr.Bragg concluded by reinforcing that staff is continuing the plan to provide for sustainable,cost efficient,and reliable services. They are continuing to make changes to the budget process to get a better understanding of what it really costs to provide services and what is most competitive. The budget document will be available online throughout the year. Craig Horwitz, 883 Stonebridge Lane,stated that he had several questions on the Budget. Staff responded to Mr. Horwitz's comments. 13010 11/16/2015 At 10:07 P.M.,President Sussman continued the Public Hearing until December 7,2015. OUESTIONS FROM THE AUDIENCE President Sussman asked if there were any questions from the audience on items not on tonight's agenda;there were li no such questions. ADJOURNMENT Moved by Berman,seconded by Trilling,to adjourn the meeting. Upon voice vote,the motion was unanimously declared carried. The meeting was adjourned at 10:08 P.M.
