MINUTES OF THE REGULAR MEETING OF THE VILLAGE BOARD OF THE VILLAGE OF
BUFFALO GROVE HELD IN THE COUNCIL CHAMBERS,
50 RAUPP BOULEVARD,BUFFALO GROVE,ILLINOIS ON MONDAY,JUNE 15,2015
CALL TO ORDER
President Sussman called the meeting to order at 7:30 P.M. Those present stood and pledged allegiance to the Flag.
ROLL CALL
Roll call indicated the following present: President Sussman;Trustees Berman,Trilling, Stein,Ottenheimer and
Weidenfeld.
Also present were: Dane Bragg,Village Manager;William Raysa,Village Attorney;Jennifer Maltas,Deputy
Village Manager;Scott Anderson,Director of Finance;Andrew Brown,Deputy Finance Director;Art Malinowski,
Director of Human Resources;Peter Cahill,Human Resources Management Analyst;Brian Sheehan,Building
Commissioner;Christopher Stilling,Community Development Director;Brett Robinson,Director of Purchasing;
Mike Reynolds,Director of Public Works;Darren Monico,Village Engineer;Geoff Tollefson,Director of Golf
Operations; Deputy Police Chief Bethge;and Battalion Fire Chief Baker.
APPROVAL OF MINUTES
Moved by Weidenfeld,seconded by Ottenheimer,to approve the minutes of the May 18,2015 Regular Meeting.
Upon roll call,Trustees voted as follows:
AYES: 5—Berman,Trilling,Stein,Ottenheimer,Weidenfeld
NAYS: 0—None

Moved by Berman,seconded by Trilling,to approve the minutes of the June 1,2015 Special Meeting. Upon roll
call,Trustees voted as follows:

WARRANT#1250
Mr.Anderson read Warrant#1250. Moved by Trilling,seconded by Weidenfeld,to approve Warrant#1250 in the
amount of$4,184,348.64,authorizing payment of bills listed. Upon roll call,Trustees voted as follows:
AYES: 5—Berman,Trilling,Stein,Ottenheimer,Weidenfeld
NAYS: 0—None
Motion declared carried.
VILLAGE PRESIDENT'S REPORT
Trustee Weidenfeld read a Proclamation recognizing Adlai E.Stevenson High School's 50`h Anniversary and
commending them for 50 years of providing the best education possible for the children of Buffalo Grove.
Trustee Ottenheimer read a Proclamation recognizing Aniket Nuthalapati's accomplishments in the 2015 Scripps
National Spelling Bee and noting the pride that he has brought to Buffalo Grove. Aniket Nuthalapati was then
congratulated by the audience and the Board.

Veterans in the audience came forward as President Sussman read a Proclamation commending Lake County
Honor Flight for their service to the veterans of Buffalo Grove. The Veterans who participated in the Honor Flight
were heartily congratulated and thanked by the audience and the Board.
VILLAGE MANAGER'S REPORT
Chief Casstevens was scheduled to provide an update on the Special Olympics fundraising this evening,but since
the Chief is unavailable,the report will be postponed until a later date.
TRUSTEE VACANCY
President Sussman appointed Joanne Johnson to the position of Trustee for the unexpired vacant term ending April
30,2017.
Moved by Berman,seconded by Trilling,to concur with President Sussman's appointment. Upon roll call,Trustees
voted as follows:
AYES: 5—Berman,Trilling,Stein,Ottenheimer,Weidenfeld
NAYS: 0—None
Motion declared carried.
Judge Charles Johnson of the Nineteenth Judicial Circuit Court of Lake County noted that he is honored to be in
attendance this evening. Judge Johnson then administered the oath of office to Village Trustee Joanne Johnson.
Trustee Johnson was congratulated by the audience and the Board.
BOARD AND COMMISSION APPOINTMENTS
Moved by Ottenheimer,seconded by Stein,to approve the appointment of Board,Commission and Committee
members for a one-year term ending April 30,2016,details of which are contained in Board packets. Upon roll call,
Trustees voted as follows:
AYES: 6—Berman,Trilling,Stein,Ottenheimer,Weidenfeld,Johnson
NAYS: 0—None
Motion declared carried.
TRUSTEE REPORTS
Trustee Berman thanked everyone for their support of another successful American Cancer Society Relay for Life
which has raised over$82,000 to date. The Village team raised over$3,500,and there is still time to donate to help
fight this disease. The Buffalo Grove Relay is coordinated by our students at Buffalo Grove and Stevenson High
Schools,who work tirelessly together on this event,and Trustee Berman noted how proud we are of their efforts.
Trustee Trilling announced details regarding the Bar-B-Que Challenge to be held during the 2015 Buffalo Grove
Days event.
Trustee Stein reported on the 2015 Buffalo Grove Farmer's Market which opened the season this past weekend.

There is no Consent Agenda tonight.
RESOLUTION#2015-212—INTERGOVERNMENTAL AGREEMENT

Moved by Weidenfeld,seconded by Berman,to pass Resolution#2015-22,considering an Intergovernmental
Agreement with the Village of Long Grove.
Mr. Stilling reviewed the proposed resolution,details of which are contained in his memo to the Board of June 10,
2015.
In answer to a question from Trustee Johnson,Mr.Stilling confirmed that the proposed agreement will not have a
negative effect on Village staff.
Mr.Bragg thanked Mr. Stilling and his team for putting this together,as it is intergovernmental cooperation which is
a benefit to everyone.
Upon roll call,Trustees voted as follows:
AYES: 6—Berman,Trilling,Stein,Ottenheimer,Weidenfeld,Johnson

ORDINANCE#2015-35—LIQUOR CONTROLS
Moved by Berman,seconded by Ottenheimer,to pass Ordinance#2015-35,amending Chapter 5.20,Liquor
Controls. Upon roll call,Trustees voted as follows:
AYES: 6—Berman,Trilling,Stein,Ottenheimer,Weidenfeld,Johnson
NAYS: 0—None

245 McHENRY ROAD
Moved by Stein,seconded by Trilling,to approve 245 McHenry Road Development Improvement Agreement in
accordance with materials contained in Board packets. Upon roll call,Trustees voted as follows:
AYES: 6—Berman,Trilling,Stein,Ottenheimer,Weidenfeld,Johnson
NAYS: 0—None
Motion declared carried.
BUFFALO CREEK NATURE PRESERVE
Moved by Berman,seconded by Trilling,to approve the professional consulting services agreement by Manhard
Consulting,Ltd.in accordance with information contained in Board packets dated June 4,2015.
Trustee Johnson stated that she has a relative employed by Manhard Consulting,and although she does not have a
statutory conflict,she will recuse herself from discussion in order to avoid any appearance of impropriety.
In answer to a question from Trustee Weidenfeld,Mr.Bragg confirmed that the proposed agreement is subject to
final review by the Village Attorney.
Trustees Berman and Trilling accepted the amendment that the proposed agreement is subject to final review by the
Village Attorney.
Upon roll call,Trustees voted as follows:

Moved by Berman,seconded by Trilling,to adjourn the meeting. Upon voice vote,the motion was unanimously
declared carried. The meeting was adjourned at 7:58 P.M.
