2023-07-17 - Board of Fire and Police Commissioners - Minutes VILLAGE OF BUFFALO GROVE k&,r "ampp II i mi, VILLAGE OF BUFFALO GROVE Board of Fire and Police Commissioners Minutes of the Regular BFPC Meeting Village Hall Emergency Operations Center July 17, 2023 CALL TO ORDER and ROLL CALL: The Rescheduled Regular Meeting was called to order at 5:26pm by Chairman McKee. Commissioner Dryman, Secretary, called the roll & noted for the record that a quorum was present for the meeting. Present at Village Hall were Commissioners Dryman, Berman, Blumenthal, and Chairman McKee. Police Lieutenant Broussard was also present for the meeting. Commissioner Fishman was not present for this meeting. EXECUTIVE SESSION: A. A motion was made by Commissioner Berman, seconded by Commissioner Blumenthal to recess into Executive Session for the purposes of INTERVIEWING at 5:27 pm pursuant to Section 2(C) (1) of the Illinois Open Meetings Act: The Appointment, Employment, Compensation, Discipline, Performance, or Dismissal of Specific Employees of the Public Body or Legal Counsel for the Public Body, Including Hearing Testimony on a Complaint Lodged Against an Employee of the Public Body or Against Legal Counsel for the Public Body to Determine its Validity. a. Commissioners Dryman, Blumenthal, Berman, & Chairman McKee voted in FAVOR of the motion. The motion PASSED &the Regular BGFPC Meeting was temporarily adjourned for the Executive Session. RETURN TO OPEN SESSION: The meeting was called back to order at 6:01 pm by Chairman McKee. Commissioner Dryman, Secretary, called the roll & noted for the record that a quorum was present for the meeting. Present in the EOC Conference Room were Commissioners Fishman, Dryman, Blumenthal, Berman, &Chairman McKee. Also, in attendance were Police Chief Budds, Deputy Police Chief Spolar, Police Lieutenant Broussard, Fire Chief Baker, Deputy Fire Chief Kane, HR Director Malinowski, Village Trustee Liaisons Ottenheimer and Pike were not present. APPROVAL OF MINUTES: A. Commissioner Berman introduced a motion, seconded by Commissioner Blumenthal to approve: a. The Meeting Minutes of the BFPC Regular Meeting of June 5, 2023 L Commissioners Berman, Fishman, Blumenthal, and Chairman McKee voted in FAVOR of the motion and the motion PASSED. The meeting minutes were approved. CHAIRMAN'S REPORT: NONE COMMISSIONER'S REPORTS: A. Commissioner Blumenthal thanked the police and FF/PM that responded to a situation at his home. Page 1 of 4 CHIEFS REPORTS: FIRE DEPARTMENT: A. Chief Baker reported that they are now beginning to work on the new FF/PM Register a. Candidate# 1: 1 st Pass—This candidate is not a PM and not enrolled in PM school at this time. b. Candidate#2: In Progress— Completed integrity interview. This candidate is currently a FF and Non-System Paramedic c. Candidate#3: In Progress—Completed integrity interview. They are currently a FF and expected to be a Certified Summer 2023. d. Candidate#4: 1 It Pass—This candidate is not a PM and not currently enrolled in PM school at this time. e. Candidate#5: In Progress— Completed integrity interview and is expected to be a Certified PM Summer 2023. f. Candidate#6: In progress— Not a FF and expected to be a Certified PM Summer 2023. B. Chief Baker reported that there are still 2 vacancies within the BGFD. Gold & Black shifts C. Chief Baker reported that there will be a retirement November 8, 2023 that will create a vacancy on the Gold Shift. D. Chief Baker reported that the FF/PM Lieutenant's list will be expiring in June 2024 and that only 2 have been promoted from the current list and 9 Lieutenant candidates remain on the current list. POLICE DEPARTMENT: A. Lt Broussard reported that there are 5 vacancies within the BGPD. B. Lt Broussard reported that as of 5/1/23: (NEW HIRE CANDIDATE REGISTER) i. The New Hire Candidate packet was sent out to the BFPC Members to review. ii. Preliminary dates for the 2023 New Hire Candidate schedule have been provided to the BFPC by Deputy Chief Spolar& Lt Broussard. iii. 30 potential candidates have applied to attend Orientation. 1. Dep Chief Spolar advised the Lt Goldstein will be onsite for testing and orientation. iv. The final candidate (#30)from the 2021 New Hire Register has their polygraph scheduled for July 21. C. Lt Broussard reported that as of 5/1/23: (LATERAL HIRE CANDIDATE REGISTER) i. The Lateral Candidate list has been populated with 2 potential candidates. ii. Candidate# 1: In Progress—Their background check has been completed and being presented to the BFPC for review and approval. D. Lt Broussard reported that as of 5/1/23: (SERGEANTS LIST MOVEMENT) i. 4 Sergeant Candidates have been promoted (Candidates 1, 2, 3 &4) ii. Sergeant Montiel will be retiring August 4, 2023 iii. Officer Mills will be promoted to Sergeant in August 7, 2023 @ Village Hall Meeting iv. 3 Candidates will remain on the Sergeants Eligibility Register after Officer Mills promotion. E. Lt Broussard reported that as of 5/1/23: (LIEUTENANTS LIST MOVEMENT) b. The Lieutenant promotional process: i. Lieutenant's Final register has one candidate populated on it. F. Chief Budds reported that Sergeant Montiel will be retiring August 4, 2023 G. Chief Budds reported that National Night out is August 1st at Willow Stream Park H. Chief Budds reported that the Body-worn camera campaign is receiving positive feedback and will be ready to go live in the field August 2023. Beta-testing is underway. QUESTIONS FROM THE AUDIENCE: NONE OLD BUSINESS: A. Chairman McKee discussed action related to the BFPC Rules & Regulations a) Commissioner Dryman outlined his changes and updates to the BFPC Rules & Regs B. Chairman McKee discussed action related to the BFPC records and communication policy. a) Commissioner Dryman advised that he will continue to use his personal email and does not want a VBG email account.—MOVED TO AUGUST BFPC MEETING. Also, in attendance were Police Chief Budds, Deputy Police Chief Spolar, Police Lieutenant Broussard, HR Director Malinowski. NEW BUSINESS: A. Chairman McKee introduced a motion, seconded by Commissioner Dryman to allow Lateral Police Officer Candidate#2 on the Lateral Officer list while they are on Military Deployment a. Commissioners Dryman, Fishman, Berman, Blumenthal & Chairman McKee voted in FAVOR of the motion and the motion PASSED. The candidate will remain on the Lateral list during his military deployment has concluded. B. Chairman McKee introduced a motion, seconded by Commissioner Berman to notify Lateral Police Officer Candidate#3 that they did not qualify for the Lateral List a. Commissioners Dryman, Fishman, Blumenthal, Berman, & Chairman McKee all voted in OPPISITION of the motion and the motion PASSED. Lateral Candidate#3 will be notified by Chairman McKee that they are being removed from the process. C. Commissioner Dryman introduced a motion, seconded by Commissioner Berman to extend a conditional offer of employment to Lateral Police Officer Candidate#1 a. Commissioners Dryman, Blumenthal, Berman, Fishman & Chairman McKee all voted in FAVOR of the motion and the motion PASSED. Lateral Candidate#1 will be notified by Chairman McKee of the conditional offer and next steps. D. Commissioner Berman introduced a motion, seconded by Commissioner Blumenthal to extend a conditional offer of employment to Police Officer New Hire Candidate#30 pending the results of their polygraph, medical and psychological exams. a. Commissioners Dryman, Blumenthal, Berman, Fishman &Chairman McKee all voted in FAVOR of the motion and the motion PASSED. New Hire Candidate#30 will be notified by Chairman McKee of the conditional offer and next steps. E. Chairman McKee discussed possible action related to the 2023 Police Officer(Lateral Entry) testing process, but not limited to the approval of an updated eligible register/list.—MOVED TO AUGUST FPC MEETING F. Chairman McKee discussed action regarding recruitment strategies for Police Officer and/or Firefighter/Paramedic positions. a. Chief Baker said that a new recruitment video is being worked on b. Deputy Chief Spolar advised that a new recruitment video is in the works at BGPD ADJOURNMENT: Commissioner Dryman introduced a motion, seconded by Commissioner Berman to adjourn the meeting at 7:18pm, Commissioners Fishman, Berman, Dryman, Blumenthal and Chairman McKee voted in FAVOR of the motion.
