2023-06-05 - Board of Fire and Police Commissioners - Minutes VILLAGEBUFFALO GROVE nk&,y Raupp II'r,h mJ, Phone 45 a 5tlw0 VILLAGE OF BUFFALO GROVE Board of Fire and Police Commissioners Minutes of the Regular BFPC Meeting Village Hall Emergency Operations Center June 5, 2023 CALL TO ORDER and ROLL CALL: The Regular Meeting was called to order at 6:02pm by Chairman McKee. Chairman McKee, Acting Secretary, called the roll & noted for the record that a quorum was present for the meeting. Present at Village Hall were Commissioners Fishman, Berman, Blumenthal, and Chairman McKee. Also, in attendance were Police Chief Budds, Deputy Police Chief Spolar, Fire Chief Baker, Deputy Fire Chief Kane, HR Director Malinowski, HR Manager Golbach and Village Trustee Liaison Pike. Commissioner Dryman was not present for the meeting. APPROVAL OF MINUTES: A. Commissioner Blumenthal introduced a motion, seconded by Commissioner Berman, to approve: a. The Meeting Minutes of the BFPC Regular Meeting of May 1, 2023 b. The Meeting Minutes of the BFPC Special Meeting of May 8, 2023 c. The Meeting Minutes of the BFPC Special Meeting of June 1, 2023 L Commissioners Fishman, Berman, Blumenthal, and Chairman McKee voted in FAVOR of the motion and the motion PASSED. The meeting minutes were approved. CHAIRMAN'S REPORT: A. Chairman McKee reported that he attended the "Cop on a roof' campaign and heard a lot of positive comments from members of the public about the BGPD. B. Chairman McKee has started attending the Citizen's Police Academy to learn more about the department. He stated that he enjoyed meeting the talent in the BGPD. a. He commented on a question that was asked in regard to BGPD recruitment. COMMISSIONER'S REPORTS: A. Commissioner Blumenthal stated that he also attended the Cop on a roof event and had the opportunity to meet DC Rodriguez and his family at the event. B. Commissioner Berman informed the BFPC that he was pleased to hand the Chairman's position to Chairman McKee and congratulated Chairman McKee on his appointment to BFPC Chairman and thanked him for his continued service on the BFPC. Chairman Berman stated that he is pleased to still be a continued member of the BFPC. CHIEFS REPORTS: FIRE DEPARTMENT: A. Chief Baker reported that they are now beginning to work on the new FF/PM Register a. Candidate# 1: 1 st Pass—This candidate is not a PM and not enrolled in PM school at this time. b. Candidate#2: In Progress— Polygraph completed 6/5/23. This candidate is currently a FF and Non-System Paramedic Page 1 of 3 c. Candidate#3: In Progress—This candidate completed their polygraph on 6/5/23. They are currently a FF and expected to be a Certified Summer 2023. d. Candidate#4: 1 st Pass—This candidate is not a PM and not currently enrolled in PM school at this time. e. Candidate#5: In Progress—This candidate completed their polygraph on 5/22/23 and is expected to be a Certified PM Summer 2023. B. Chief Baker reported that there are still 2 vacancies within the BGFD. C. Chief Baker reported that the FF/PM Lieutenant's list will be expiring in June 2024 and that only 2 have been promoted from the current list and 9 Lieutenant candidates remain on the current list. POLICE DEPARTMENT: A. Chief Budds reported that the new K9 Officer Mac will be sworn in at the Village Board Meeting on June 19, 2023, with K9 Handler Officer McMillon, graduating from K9 Academy 6/8/23. B. Chief Budds announced that BGPD will be rolling out a new, "Neighborhood Rollcall" program in July that the Patrol Division will allow the community to see what happens during rollcall when once shift ends and a new one begins. BGPD will work with the Park District and schools to provide locations for the community to come and attend. They will be handing out gifts to the kids and informative documentation to members of the community discussing crime prevention. Chief Budds wanted to wait until the kids were out of school so they could attend and get an inside look for themselves. The Chief feels that this will provide more visualization of the department within the community. He stated that this program is active is some communities and it has been very successful. C. Deputy Chief Spolar reported that 2 new officers (Gewargis and Zuniga)were sworn into the Department on Monday, April 171h and are now in attendance at the Police Academy until August 2023. D. Deputy Chief Spolar reported that there are 5 vacancies within the BGPD. E. Deputy Chief Spolar reported that as of 5/1/23: (NEW HIRE CANDIDATE REGISTER) i. The New Hire Candidate packet was sent out to the BFPC Members to review. ii. Preliminary dates for the 2023 New Hire Candidate schedule have been provided to the BFPC by Deputy Chief Spolar& Lt Broussard. iii. The final candidate (#30)from the 2021 New Hire Register has their integrity interview scheduled. F. Deputy Chief Spolar reported that as of 5/1/23: (LATERAL HIRE CANDIDATE REGISTER) i. The Lateral Candidate list has been populated with 2 potential candidates. ii. Candidate# 1: In Progress—Their background check is being completed and being reviewed by the background team. iii. Candidate#2: Deputy Chief Spolar has received word that this candidate will be deployed overseas for 9 months. G. Deputy Chief Spolar reported that as of 5/1/23: (SERGEANTS LIST MOVEMENT) i. 4 Sergeant Candidates have been promoted (Candidates 1, 2, 3 &4) ii. 4 Candidates remain on the Sergeants Eligibility Register H. Deputy Chief Spolar reported that as of 5/1/23: (LIEUTENANTS LIST MOVEMENT) b. The Lieutenant promotional process: i. Lieutenant's Final register needs to be voted on and reapproved for release and posting. QUESTIONS FROM THE AUDIENCE: NONE OLD BUSINESS: NONE EXECUTIVE SESSION: NONE Page 2 of 3 NEW BUSINESS: A. Chairman McKee discussed possible action related to the storage of BFPC records, including but not limited to IT resources, Village provided tablet, FOIA issue&security concerns. a. Chairman McKee informed that Commissioner/Secretary Dryman is currently storing BFPC digital records (Recordings, Meeting Minutes, Police/Fire Candidate interview sheets, etc. stored electronically in a firewall-protected/2 Form Factor required environment. b. Chairman McKee wanted to ensure that the BFPC is utilizing VBG resources to the advantage of the BFPC and store the digital records within VBG storage resources in the event of a FOIA Request, the Village has access to these records as well as store these digital documents according to VBG standards& practices. Chairman McKee asked to table the remainder of this topic until the July BFPC meeting so that Commissioner Dryman can provide his input on the subject. i. HR Manager Mal inowski pointed out that security is the most important issue that needs to be addressed to ensure that the data collected by the BFPC is protected by Village resources. B. Chairman McKee introduced a motion, seconded by Commissioner Berman to approve the updated 2023 Lateral Police Officer Register a. Commissioners Berman, Fishman, Blumenthal, and Chairman McKee voted in FAVOR of the motion and the motion PASSED. The Lateral Register has been approved. ADJOURNMENT: Commissioner Blumenthal introduced a motion, seconded by Commissioner Berman to adjourn the meeting at 6:35pm, Commissioners Fishman, Berman, Blumenthal and Chairman McKee voted in FAVOR of the motion.
