2023-05-01 - Board of Fire and Police Commissioners - Minutes VILLAGE OF BUFFALO GROVE k,ffl sdkii 60089 �1 96 Fax 847' VILLAGE OF BUFFALO GROVE Board of Fire and Police Commissioners Minutes of the Regular BFPC Meeting Village Hall Emergency Operations Center May 1, 2023 CALL TO ORDER and ROLL CALL: The Regular Meeting was called to order at 6:OOpm by Acting Chairman Dryman. Commissioner Dryman, Secretary, called the roll & noted for the record that a quorum was present for the meeting. Present at Village Hall were Commissioners McKee, Fishman, Blumenthal, and Acting Chairman Dryman. Also, in attendance were Police Chief Budds, Deputy Police Chief Spolar, Fire Chief Baker, Deputy Fire Chief Kane, HR Director Malinowski, HR Manager Golbach and Village Trustee Liaisons, Smith and Weidenfeld. Chairman Berman was not present for the meeting. APPROVAL OF MINUTES: A. Commissioner Blumenthal introduced a motion, seconded by Commissioner McKee, to approve the minutes of the BFPC Regular Meeting on April 3, 2023. Commissioners Dryman, McKee, Fishman, and Blumenthal voted in FAVOR of the motion. The motion PASSED and the meeting minutes are approved for release. B. Commissioner Blumenthal introduced a motion, seconded by Commissioner Fishman, to approve the minutes of the BFPC Special Meeting on April 15, 2023. Commissioners Dryman, Fishman, McKee and Blumenthal voted in FAVOR of the motion. The motion PASSED and the meeting minutes are approved for release. C. Commissioner Fishman introduced a motion, seconded by Commissioner McKee, to approve the minutes of the BFPC Special Meeting on April 16, 2023. Commissioners Dryman, Fishman, McKee and Blumenthal voted in FAVOR of the motion. The motion PASSED and the meeting minutes are approved for release. D. Commissioner Fishman introduced a motion, seconded by Commissioner McKee, to approve the minutes of the BFPC Special Meeting on April 19, 2023. Commissioners Dryman, Fishman, Blumenthal and McKee voted in FAVOR of the motion. The motion PASSED and the meeting minutes are approved for release. CHAIRMAN'S REPORT: A. Acting Chairman Dryman reported (on behalf of Chairman Berman); that the FF/PM interviews went very well and thanked Chief Baker for FF/PM Downey's time during the weekend. COMMISSIONER'S REPORTS: A. All Commissioners congratulated Trustee Smith on his election to Village President and thanked him for his many years serving on the BFPC as a Trustee Liaison B. Commissioner McKee reported that he has been working with the BGPD on updating the ranking criteria on the oral questions for Lateral Police Officers as he expressed some concerns about the current ranking criteria. The questions are unchanged,just the ranking criteria was reviewed and updated for review. He will provide copies to all BFPC Commissioners for review as soon as possible. Page 1 of 3 CHIEFS REPORTS: FIRE DEPARTMENT: A. Chief Baker reported that as soon as the BFPC approves the new FF/PM Register, the background teams will be assigned to the first 3 candidates (pending confirmation of interest) a. The Commissioner's will discuss the FF/PM New Candidate Register during NEW BUSINESS later in the meeting- B. Chief Baker reported that there are still 2 vacancies within the BGFD. C. Chief Baker reported that the FF/PM Lieutenant's list will be expiring in June 2024 and that only 2 have been promoted from the current list and 9 Lieutenant candidates remain on the current list. POLICE DEPARTMENT: A. Deputy Chief Spolar reported that 2 new officers (Gewargis and Zuniga)were sworn into the Department on Monday, April 17tn and are now in attendance at the Police Academy until August 2023. B. Deputy Chief Spolar reported that there are 5 vacancies within the BGPD. C. Deputy Chief Spolar reported that as of 5/1/23: (NEW HIRE CANDIDATE REGISTER MOVEMENT) i. The New Hire Candidate Register is EXHAUSTED as they have scheduled an integrity interview with the last candidate on the register on 5/10/23. (Candidate #30) ii. The next Police Academy start date is August 28tn iii. Preliminary dates for the 2023 New Hire Candidate schedule have been provided to the BFPC by Deputy Chief Spolar& Lt Broussard. D. Deputy Chief Spolar reported that as of 5/1/23: i. The Lateral Candidate list has been populated with 5 potential candidates whose applications are being reviewed by the background team. ii. HR Manager Golbach will send out a date poll for BFPC Commissioners to provide a date to schedule applicants for oral interviews. E. Deputy Chief Spolar reported that as of 5/1/23: (SERGEANTS LIST MOVEMENT) i. 4 Sergeant Candidates have been promoted (Candidates 1, 2, 3 &4) ii. 4 Candidates remain on the Sergeants Eligibility Register F. Deputy Chief Spolar reported that as of 5/1/23: (LIEUTENANTS LIST MOVEMENT) b. The Lieutenant promotional process: i. Assessment Center was completed April 281n and the scores have been provided to the BFPC for record. ii. With no military preference points being submitted, the final register will be approved later in tonight's meeting. (as per consented by all applicants) G. Chief Budds praised and thanked Deputy Chief Spolar on the amazing job that he has been doing since his well-deserved promotion to Deputy Chief H. Chief Budds reported that National Police Week is coming up May 14-20 L Peace Officer Memorial Day is April 15th 1. BGPD Honor Guard will be in attendance in Springfield for the annual ceremony 2. Deputy Chief Rodriguez and 2 BGPD officers will be attending the annual Police Memorial candlelight vigil in Washington DC 3. "Cop-on-a-Roof"will be occurring on May 19tn and the BGPD will have officers at both BG Dunkin locations (roof-top optional pending weather) QUESTIONS FROM THE AUDIENCE: A. Trustee Liaison Smith invited all members of the BFPC to his and Trustee Liaison Weidenfeld's swearing-in ceremonies on May 15tn B. Trustee Liaison Smith thanked the BFPC for allowing him to be apart of the Commission for the past 6 years. He stated that he has learned a lot from the BFPC a. The BFPC is one of the most important Commissions in the Village of Buffalo Grove i. The BFPC is life and death for the community that the BFPC is handling. ii. The BFPC is an unrecognized commission for all of its hard work. Page 2 of 3 OLD BUSINESS: NONE EXECUTIVE SESSION: NONE NEW BUSINESS: A. Commissioner Dryman introduced a motion, seconded by Commissioner McKee to approve the FINAL 2023 FF/PM New Candidate Register. a. Commissioners Dryman, McKee, Fishman, and Blumenthal voted in FAVOR of the motion. The motion PASSED and the 2023 FF/PM New Candidate Register will be posted effective Tuesday, May 2, 2023. B. Commissioner Fishman introduced a motion, seconded by Commissioner Blumenthal to approve the FINAL 2023 Police Lieutenant Candidate Register. a. Commissioners Dryman, McKee, Fishman, and Blumenthal voted in FAVOR of the motion. The motion PASSED and the 2023 Police Lieutenant Candidate Register will be posted effective Tuesday, May 2, 2023. C. Commissioner Dryman advised that the Lateral Police Officer Candidate list has been populated with 5 potential candidates whose applications are being reviewed by the background team. a. HR Manager Golbach will send out a date poll for BFPC Commissioners to provide availability within the next 2 weeks to schedule applicants for oral interviews. b. HR Manager advised that application copies were sent out on April 3rd to all BFPC Commissioners. ADJOURNMENT: Commissioner Fishman introduced a motion, seconded by Commissioner Blumenthal to adjourn the meeting at 6:29pm, Commissioners Fishman, Dryman, McKee, and Blumenthal voted in FAVOR of the motion.
