Minutes of Regular Meeting

February 6, 2023
CALL TO ORDER and ROLL CALL:
The regular meeting was called to order at 6:01 pm by Chairman Berman. Commissioner Dryman,
Secretary, called the roll & noted for the record that a quorum was present for the meeting. Present at
Village Hall were Commissioners Dryman, McKee, Fishman, Blumenthal, and Chairman Berman. Also, in
attendance were Police Chief Budds, Police Lieutenant Spolar, Fire Chief Baker, Deputy Fire Chief Kane,
HR Director Malinowski, HR Manager Golbach and Village Trustee Liaisons Smith and Weidenfeld
APPROVAL OF MINUTES:
A. Commissioner Dryman introduced a motion, seconded by Commissioner Blumenthal, to approve
the minutes of the BFPC Regular Meeting on January 3, 2023. Commissioners Dryman, McKee,
Fishman, Blumenthal, and Chairman Berman voted in FAVOR of the motion. The motion
PASSED
CHAIRMAN'S REPORT:
A. Chairman Berman reported that he reviewed emails regarding New Hire Police Officers being
hired by other agencies and will need to determine if we need to establish testing schedule for
2023 to fill open positions within the BGPD as well as seeing quality lateral candidates.
COMMISSIONER'S REPORTS:
A. Commissioner Dryman congratulated HR Manger Golbach on her promotion
CHIEFS REPORTS:
FIRE DEPARTMENT:
A. Chief Baker reported that as of 2/6/2023 the FF/PM New Hire list has been 100% EXHAUSTED
B. Chief Baker reported the 2023 FF/PM New Hire dates are finalized
C. Chief Baker reported that there are still 2 vacancies within the BGFD
POLICE DEPARTMENT:
A. Lieutenant Spolar reported that as of 2/6/23: (NEW HIRE CANDIDATE REGISTER
MOVEMENT)
i. 1 Candidate appointed to BGPD (Candidate #6)
ii. 8 Candidates declined offers— Hired by other Agencies (Candidate#'s 1, 8, 11,
12, 13, 14, 16 & 17)
iii. 5 Candidates were interviewed and "Not Recommended" (Candidates 2, 3, 4, 5
& 7)
iv. 2 Candidates are in process with BFPC for vote on 2/6/23 (Candidates 9 & 10)
v. 1 candidate is "In-Process" (Candidate#15 has integrity interview scheduled)
vi. 14 candidates remain on the active New Hire Police Officer Register

B. Lieutenant Spolar reported that as of 2/6/23:
i. The Lateral Candidate list has been EXHAUSTED and applications are being
accepted and reviewed by the background team
C. Lieutenant Spolar reported that as of 2/6/23: (SERGEANTS LIST MOVEMENT)
i. 4 Sergeant Candidates have been promoted (Candidates 1, 2, 3 &4)
ii. 4 Candidates remain on the Sergeants Eligibility Register
D. Lieutenant Spolar reported that as of 2/6/23: (LIEUTENANTS LIST MOVEMENT)
a. 2 Lieutenant Candidates have applied for the upcoming Lieutenant's List
QUESTIONS FROM THE AUDIENCE: NONE
OLD BUSINESS:
A. Chairman Berman discussed action related to the 2023 Calendar
a. Commissioner Dryman inquired about changing the date of the Police Lieutenant
interviews from April 15t to April 31 since there are only 2 applicants.
i. All Commissioners agreed to the change
b. Commissioner Dryman introduced a motion, seconded by Commissioner McKee to
change the date of the Police Lieutenant interviews from Saturday, April 1st, to Monday,
April 31 @ 5pm in the EOC Conference Room. Commissioners McKee, Fishman,
Dryman, Blumenthal and Chairman Berman voted in FAVOR of the motion and the
motion PASSED. Lt. Spolar will inform the applicants of the date change and the times of
their respective interview times.
EXECUTIVE SESSION:
A. Commissioner Dryman introduced a motion, seconded by Commissioner Fishman to
recess into Executive Session at 6:13pm pursuant to Section 2(C) (1) of the Illinois Open
Meetings Act: The Appointment, Employment, Compensation, Discipline, Performance,
or Dismissal of Specific Employees of the Public Body or Legal Counsel for the Public
Body, Including Hearing Testimony on a Complaint Lodged Against an Employee of the
Public Body or Against Legal Counsel for the Public Body to Determine its Validity.
a. Commissioners Dryman, McKee, Blumenthal, Fishman, and Chairman Berman
voted in FAVOR of the motion. The motion PASSED &the Regular BFPC
Meeting was temporarily adjourned for the Executive Session
RETURN TO REGULAR SESSION:
A. Commissioner Dryman recalled the Regular Session back to order. Present were
Commissioners Dryman, Fishman, McKee, Blumenthal, and Chairman Berman. Also, in
attendance were Fire Chief Baker, Deputy Fire Chief Kane, Police Chief Budds, Deputy
Police Chief Rodriguez, Police Lieutenant Spolar, HR Director Malinowski, and HR
Manager Golbach
NEW BUSINESS:
A. Commissioner Blumenthal introduced a motion, seconded by Commissioner Dryman to extend a
conditional offer of employment to Police Officer New Hire Candidate#9.
a. Commissioners Dryman, McKee, Fishman, Blumenthal, and Chairman Berman voted in
FAVOR of the motion. The motion PASSED& Candidate#9 will be notified by Chairman
Berman of the conditional offer and the candidates next steps.
B. Commissioner Dryman introduced a motion, seconded by Commissioner Blumenthal to extend a
conditional offer of employment to Police Officer New Hire Candidate#10.
a. Commissioners Dryman, McKee, Fishman, Blumenthal, and Chairman Berman voted in
OPPOSITION of the motion. The motion FAILED & Candidate#10 will be notified by HR
Director Malinowski that they have been removed from the candidate process.
ADJOURNMENT:
Commissioner Dryman introduced a motion, seconded by Commissioner Fishman to adjourn the meeting
at 6:26pm, Commissioners Fishman, Dryman, McKee, Blumenthal and Chairman Berman voted in
FAVOR of the motion. The motion PASSED&the Regular BFPC Meeting was adjourned.
