2023-01-03 - Board of Fire and Police Commissioners - Minutes VILLAGE OF BUFFALO GROVE k,ffl sdkii 60089 �1 96 Fax 847' VILLAGE OF BUFFALO GROVE Board of Fire and Police Commissioners Minutes of Regular Meeting Village Hall Emergency Operations Center January 3, 2023 CALL TO ORDER and ROLL CALL: The regular meeting was called to order at 6:02pm by Chairman Berman. Commissioner Dryman, Secretary, called the roll & noted for the record that a quorum was present for the meeting. Present at Village Hall were Commissioners Dryman, Fishman, McKee, Blumenthal, and Chairman Berman. Also, in attendance were Police Chief Budds, Police Lieutenant Spolar, Fire Chief Baker, Deputy Fire Chief Kane, HR Director Malinowski, HR Management Analyst Golbach and Village Trustee Liaison Weidenfeld. APPROVAL OF MINUTES: A. Commissioner Dryman introduced a motion, seconded by Commissioner Fishman, to approve the minutes of the BFPC Rescheduled Regular Meeting on December 5, 2022. Commissioners Dryman, Fishman, McKee, Blumenthal, and Chairman Berman voted in FAVOR of the motion. The motion PASSED CHAIRMAN'S REPORT: A. Chairman Berman wished all members a Happy New Year and reported that the BFPC will be VERY busy with Police and Fire Department movements and new hiring that will occurring in the 2023 calendar year. COMMISSIONER'S REPORTS: A. Commissioner Dryman stated that in light of the current events that have befallen our community, he posted a message on various Facebook pages to remind BG citizens to thank ALL First Responders and to let them know that their service is greatly appreciated CHIEFS REPORTS: POLICE DEPARTMENT: A. Lieutenant Spolar reported a. The Lateral Police Officer Register is expired b. Sergeant Jamil will be retiring on 1/5/23 c. K9 Officer Baron will be retiring on 1/6/23 B. Lieutenant Spolar reported that as of 1/3/23: (NEW HIRE CANDIDATE REGISTER MOVEMENT) i. 1 New hire appointed to BGPD (Candidate#6) ii. 2 Candidates declined offers (Candidate#'s 1 & 8) iii. 4 Candidates were interviewed and found, "Not-Eligible" (Candidates 2, 3, 5 &7) iv. 1 Candidate did not pass background checks (Candidate 4) v. 2 Candidates are in process with background checks in progress (Candidates 9 & 10) vi. 23 candidates remain on the active New Hire Police Officer Register C. Lieutenant Spolar reported that as of 1/3/23: (LATERAL CANDIDATE MOVEMENT) Page 1 of 4 i. 2 Candidates declined offers ii. 2 Candidates were hired iii. 1 Candidate did not pass background checks a. Lieutenant Spolar added that in 2023 the number of sworn staff will be reduced from 62 to 61 and that there will be 4 openings within the BGPD with the 2 upcoming retirements. The next Police Academy date is May 1, 2023 D. Lieutenant Spolar reported that as of 1/3/23: (SERGEANTS LIST MOVEMENT) i. 3 Sergeant Candidates have been promoted ii. 1 promotion is pending (Date TBD) E. 5 Candidates remain on the Sergeants Eligibility Register F. Chief Budds reported that Sergeant Hansen has successfully completed his Sergeant's Probationary period G. Chief Budds reported that Deputy Chief Szos will be retiring on 1/31/23 and converting to a civilian role with the BGPD a. BGPD will begin its search for his replacement as soon as possible H. Chief Budds reported that they are coordinating with BGHR as to the promotion date for the next Officer on the Sergeant's Register. As soon as a date is set, BGHR/BGPD will inform the BFPC to schedule the Officer's swearing-in ceremony FIRE DEPARTMENT: A. Chief Baker reported that the former BGFD 30-years serving Administrative Assistant, recently passed away and announced a memorial for her on January 8t" B. Chief Baker reported that 2 FF/PMs have successfully completed their probationary period C. Chief Baker reported that 2022 was a record year for the BGFD for calls for service a. 2022 eclipsed 2021 by 256 calls (5% increase which is the largest 1-year increase for service calls in the past 20 years) D. Chief Baker reported that as of 1/3/23: a. 3 New hires appointed to BGFD (Candidates 1, 2 &5) b. Declined Candidate offers: i. Candidate#'s 3, 10, 11, 13, 14, 15, 16, 17, 19 & 22 were hired by another department ii. Candidate#'s 6, 8 & 9 declined with no reason given iii. 3 Candidates #'s 4, 20 & 21 took their 2nd time pass and have been removed from the hiring process iv. Candidate#'s 7 & 12 were removed from the candidate process v. Candidate#23 is unresponsive with calls and was removed from FF/PM Register vi. 3 Candidates#'s 7, 12 & 18 have been removed from the register as, "non- Eligible" E. Chief Baker reported that there are still 2 vacancies within the BGFD F. Chief Baker stated that the FF/PM testing dates that are in the BFPC Calendar are solid dates G. Chief Baker anticipates 3-4 possible retirements in 2023 as 6 FF/PM personnel have over 30 years of service with BGFD and there are 11 FF/PM personnel that have 27 years of service with BGFD QUESTIONS FROM THE AUDIENCE: NONE OLD BUSINESS: A. Chairman Berman discussed action related to the BFPC 2023 Calendar a. Commissioner Dryman confirmed dates with both Chief Baker and HR Management Analyst Golbach the approved dates so the FF/PM process can begin. The BFPC calendar has been updated and approved with new FF/PM test dates. Page 2 of 4 EXECUTIVE SESSION: A. Commissioner Dryman introduced a motion, seconded by Commissioner Blumenthal to recess into Executive Session at 6:15pm pursuant to Section 2(C) (1) of the Illinois Open Meetings Act: The Appointment, Employment, Compensation, Discipline, Performance, or Dismissal of Specific Employees of the Public Body or Legal Counsel for the Public Body, Including Hearing Testimony on a Complaint Lodged Against an Employee of the Public Body or Against Legal Counsel for the Public Body to Determine its Validity. a. Commissioners Dryman, Blumenthal, Fishman, McKee, and Chairman Berman voted in FAVOR of the motion. The motion PASSED &the Regular BFPC Meeting was temporarily adjourned for the Executive Session RETURN TO REGULAR SESSION: A. Commissioner Dryman recalled the Regular Session back to order. Present were Commissioners Dryman, Fishman, McKee, Blumenthal, and Chairman Berman. Also, in attendance were Fire Chief Baker, Deputy Fire Chief Kane, Police Chief Budds, Police Lieutenant Spolar, HR Director Malinowski, and HR Management Analyst Golbach NEW BUSINESS: A. Commissioner McKee introduced a motion, seconded by Commissioner Blumenthal to extend a conditional offer of employment to FF/PM Candidate#18. a. Commissioners Dryman, Fishman, McKee, Blumenthal, and Chairman Berman voted in OPPOSITION of the motion. The motion FAILED & Candidate#18 will be notified by HR Director Malinowski that they have been removed from the FF/PM candidate list B. Discussion and action on the 2023 Police Sergeants Promotional process and application packet a. Commissioner Dryman introduced a motion, seconded by Commissioner Fishman to approve the Police Sergeants promotional process and packet. i. Commissioners Dryman, McKee, Blumenthal, Fishman, and Chairman Berman voted in FAVOR of the motion. The motion PASSED and the 2023 Police Sergeants Promotional process and application packet will be released to qualified applicants ADJOURNMENT: Commissioner Blumenthal introduced a motion, seconded by Commissioner Dryman to adjourn the meeting at 6:30pm, Commissioners Fishman, Dryman, McKee, Blumenthal and Chairman Berman voted in FAVOR of the motion.
