Minutes of Regular Meeting
Village Hall Emergency Operations Center
December 5, 2022
CALL TO ORDER and ROLL CALL:
The regular meeting was called to order at 6:01 PM by Chairman Berman. Commissioner Dryman,
Secretary, called the roll & noted for the record that a quorum was present for the meeting. Present at
Village Hall were Commissioners Dryman, Fishman, McKee and Chairman Berman. Also, in attendance
were Police Chief Budds, Deputy Police Chief Rodriguez, Police Lieutenant Spolar, Fire Chief Baker,
Deputy Fire Chief Kane, HR Director Malinowski, HR Analyst Golbach and Village Trustee Liaisons
Weidenfeld and Smith. Commissioner Blumenthal was not present for the meeting.
APPROVAL OF MINUTES:
A. Commissioner Dryman introduced a motion, seconded by Commissioner Fishman, to approve the
minutes of the BFPC Regular Meeting on November 14, 2022. Commissioners Dryman, Fishman,
McKee and Chairman Berman voted in FAVOR of the motion. The motion PASSED
CHAIRMAN'S REPORT:
A. Chairman Berman thanked all 1st responders in the BGPD/BGFD for the tragic event that they
faced this past week and said that they do their jobs well and professionally. Chairman Berman
also commented that it is very important that all resources be available to all Officers and FF/PM
a. Police Chief Budds thanked the BFPC for all of its support and thoughts for all of our 1st
responders during this difficult time within the BG Community
COMMISSIONER'S REPORTS:
A. Commissioner Fishman reported that he sent an email to Deputy Chief Rodriguez regarding 2
officers that stopped into a birthday party at the Continental Restaurant for a special needs
person that loves the police and fire departments to wish them a Happy Birthday. Commissioner
Fishman commended the officers for their positive Community Policing and taking that extra step
in light of current events
CHIEFS REPORTS:
POLICE DEPARTMENT:
A. Chief Budds reported that the Lateral Officers list has been expired and that Candidate#3 passed
as they took a position with another department
a. Deputy Chief Rodriguez requested that the BFPC keep the Lateral Officers list populated
with the last 3 recent candidates so they can keep an active list
B. Chief Budds reported that they are at#8 on the New Hire Candidate List
a. Lt Spolar reported that a call has been placed to the candidate to see if they want to
move forward in the process
C. Chief Budds reported that 2 officers will hopefully be reporting back to full duty on or around Jan
3rd and that one officer is on light duty with no date to return to full duty

FIRE DEPARTMENT:
A. Chief Baker reported that the current FF/PM eligibility list is EXHAUSTED and the BGFD and
BFPC need to coordinate dates for new FF/PM testing to be moved up from the original dates of
June 2023
a. Commissioner Dryman will send dates to BFPC Members to approve for March
B. Chief Baker reported that there are 4 FF/PM on light duty
C. FF/PM Gemmell's badge presentation at the Village Hall meeting will be postponed until January
due to family illness
D. Chief Baker reported that the Center for Public Safety Excellence Accreditation Pier Assessors
will be within the BGFD and the Village for the next 3 days
E. Chief Baker reported that as of 9/19/22:
a. 3 New hires appointed to BGFD (Candidates 1, 2 & 5)
b. Declined Candidate offers:
i. Candidate #'s 3, 10, 11, 13, 14, 15, 16, 17, 19 & 22 were hired by another
department
ii. Candidate #'s 6, 8 & 9 declined with no reason given
iii. Candidate #4 took their 2nd time pass and have been removed from the hiring
process
iv. Candidate#'s 7 & 12 were removed from the candidate process
v. Candidate #'s 20 &21 passed on 1st time call
vi. Candidate #23 is unresponsive with calls and was asked to be removed from
FF/PM Register
vii. Candidate#18 is in process (Polygraph scheduled for 12/6/22)
F. Chief Baker reported that there are still 2 vacancies within the BGFD
QUESTIONS FROM THE AUDIENCE: NONE
OLD BUSINESS:
A. Chairman Berman discussed action related to the BFPC 2023 Calendar
a. Commission Dryman will provide dates to BGFD/BGHR/BFPC to approve so the FF/PM
process can begin. The BFPC calendar will be updated and approved with new FF/PM
dates.
NEW BUSINESS: NONE
EXECUTIVE SESSION:
A. Commissioner McKee introduced a motion, seconded by Commissioner Dryman to
recess into Executive Session at 6:19PM pursuant to Section 2(C) (1) of the Illinois Open
Meetings Act: The Appointment, Employment, Compensation, Discipline, Performance,
or Dismissal of Specific Employees of the Public Body or Legal Counsel for the Public
Body, Including Hearing Testimony on a Complaint Lodged Against an Employee of the
Public Body or Against Legal Counsel for the Public Body to Determine its Validity.
a. Commissioners Dryman, Blumenthal, Fishman, McKee and Chairman Berman
voted in FAVOR of the motion. The motion PASSED &the Regular BFPC
Meeting was temporarily adjourned for the Executive Session
RETURN TO REGULAR SESSION:
A. Commissioner Dryman recalled the Regular Session back to order. Present were
Commissioners Dryman, Fishman, McKee and Chairman Berman. Also, in attendance
were Police Chief Budds, Deputy Police Chief Rodriguez, Police Lieutenant Spolar, Fire
Chief Baker, Deputy Fire Chief Kane, HR Director Malinowski and HR Analyst Golbach
B. Commissioner McKee introduced a motion, seconded by Commissioner Fishman to
extend a conditional offer of employment to Police Officer Lateral Candidate#1.
a. Commissioners Dryman, Fishman, McKee and Chairman Berman voted in
FAVOR of the motion. The motion PASSED & Candidate#1 will be notified by
Chairman Berman of the conditional offer and next steps
C. Commissioner Dryman introduced a motion, seconded by Commissioner Fishman to
extend a conditional offer of employment to FF/PM Candidate#12.
a. Commissioners Dryman, Fishman, McKee and Chairman Berman voted in
OPPOSITION of the motion. The motion FAILED &Candidate#12 will be

notified by HR Director Malinowski that they have been removed from the FF/PM
candidate list
ADJOURNMENT:
Commissioner Dryman introduced a motion, seconded by Commissioner Fishman to adjourn the meeting
at 6:30PM, Commissioners Fishman, Dryman, McKee and Chairman Berman voted in FAVOR of the
motion. The motion PASSED &the Regular BFPC Meeting was adjourned.
