2022-08-08 - Board of Fire and Police Commissioners - Minutes VILLAGEBUFFALO GROVE nk&,y Raupp II'r,h mJ, VILLAGE OF BUFFALO GROVE Board of Fire and Police Commissioners Minutes of Regular Meeting Village Hall Emergency Operations Center August 8, 2022 CALL TO ORDER and ROLL CALL: The regular meeting was called to order at 6:OOpm by Chairman Berman. Commissioner Dryman, Secretary, called the roll & noted for the record that a quorum was present for the meeting. Present at Village Hall were Chairman Berman, Commissioners Fishman, Dibbern, Dryman, and Blumenthal. Also, in attendance were Deputy Police Chief Szos, Fire Chief Baker, Deputy Fire Chief Kane, HR Director Malinowski, HR Analyst Golbach, Village Trustee Liaisons Smith and Weidenfeld. APPROVAL OF MINUTES: A. Chairman Berman made a motion, seconded by Commissioner Blumenthal, to approve the minutes of the BFPC Rescheduled Regular Meeting on July 18, 2022. Chairman Berman and Commissioners Dryman, Fishman, Blumenthal and Dibbern voted in favor of the motion. The motion passed B. Chairman Berman made a motion, seconded by Commissioner Dryman, to approve the minutes of the BFPC Special Meeting on July 21, 2022. Chairman Berman Commissioners Dryman, Fishman, Dibbern and Blumenthal voted in favor of the motion. The motion passed CHAIRMAN'S REPORT: A. Chairman Berman announced Commissioner Dibbern's retirement from the BFPC and thanked her for her years of service and dedication to the Village and the BFPC. He thanked her for her mentorship and guidance. HR Director announced that the Village Board will be having a proclamation for Commissioner Dibbern on 8/15 at the next Village meeting B. Chairman Berman stated that it was an honor to attend the BC Spiro's walk-out and swear-in newly promoted FF/PM Lieutenant McCormick COMMISSIONER'S REPORTS: A. Commissioner Blumenthal commented that it was a pleasure to attend the walk-out and promotion ceremonies at the BGFD B. Commissioner Dryman thanked Commissioner Dibbern for her mentorship and years of leadership and honorable service to the BFPC CHIEF REPORTS: POLICE DEPARTMENT: A. Deputy Chief Szos reported that 34 officers have been hired since Commissioner Dibbern served on the BFPC B. Deputy Chief Szos reported no personal issues to report C. Deputy Chief Szos reported that Cop on a roof will be taking place on Friday, August 19t" D. Deputy Chief Szos reported that they are recruiting for the Special Olympics plane pull at O'Hare Page 1 of 3 FIRE DEPARTMENT: A. Chief Baker announced the retirement of Battalion Chief Spiro B. Chief Baker announced the promotion of Lieutenant Herrmann to the rank of Battalion Chief C. Chief Baker announced the promotion of FF/PM McCormick to the rank of Lieutenant D. Chief Baker reported that the FF/PM eligibility list is currently being worked through. They are currently at Candidate# 12 on the list E. Chief Baker reported that as of 8/8/22: a. 2 New hires appointed to BGFD (Candidates 1 & 2) b. 3 candidates declined offers i. Candidate#9 gave no reason ii. Candidate#4 took a one-time pass as they were hired by another department iii. Candidates 7 & 8 took one-time pass with no reason given iv. Candidates 5, 6 & 12 are currently in-process 1. Candidate 5 has completed their integrity interview and is still in process 2. Candidate 6 has their integrity interview scheduled for 8/9/22 3. Candidate 12's background packet has been received by the BGFD background team F. Chief Baker reported that there are still 2 vacancies within the BGFD G. Chief Baker reported that there are 3 long term injuries that are out of service QUESTIONS FROM THE AUDIENCE: A. HR Director Malinowski brought up the timing of the polygraph test results and getting them out to the BFPC as soon as they come in are made available to the Village and respective departments OLD BUSINESS: A. Chairman Berman discussed action related to the 2022 BFPC Calendar— NONE TO DISCUSS B. Commissioner Dryman discussed action related to the BFPC Rules and Regulations a. Commissioner Dryman advised that the hiring/promotion processes for BGPD & BGFD needs the following updates: i. Testing scores need to revised from 75%to 70% ii. Preference points verbiage needs updating to outline 2.5 points for Associates Degree in Law Enforcement or Firefighting and 5 points for and Bachelor's Degree iii. Oral interview percentages need to be verified at the BFPC has 15% and BGFD has 5% listed in their 2022 Procedural Review iv. Commissioner Dryman will make the updates as discussed and send the Rules and Regulations to HR Director Malinowski, Chairman Berman and Commissioner Dibbern to review before submitted to the BFPC to review before a vote is taken to approve revisions NEW BUSINESS: NONE EXECUTIVE SESSION: NONE ADJOURNMENT: Chairman Berman made a motion, seconded by Commissioner Fishman to adjourn the meeting at 6:26pm Commissioners Fishman, Dryman, Dibbern, Blumenthal and Chairman Berman voted in favor of the motion.
