Commissioner Dryman, Secretary, called the roll & noted for the record that a quorum was present for the meeting. Present at Village Hall were Commissioners Fishman, Dryman, Dibbern, Blumenthal & Chairman Berman. Also, in attendance were, Police Lieutenant Rodriguez, Police Sergeant Horbus, Fire Chief Baker, Deputy Fire Chief Kane, HR Director Malinowski, Village Trustee Liaison Smith. EXECUTIVE SESSION: A. A motion was made at 4:04pm by Commissioner Dryman, seconded by Commissioner Fishman, to move to Executive Session to discuss Section 2(C)(1)of the Illinois Open Meetings Act: The Appointment, Employment, Compensation, Discipline, Performance, or Dismissal of Specific Employees of the Public Body or Legal Counsel for the Public Body, Including Hearing Testimony on a Complaint Lodged Against an Employee of the Public Body or Against Legal Counsel for the Public Body to Determine its Validity. a. Commissioners Dryman, Fishman, Blumenthal, Dibbern and Chairman Berman voted in favor of the motion. The motion passed. B. Chairman Dryman made a motion to adjourn Executive Session at 4:50pm, seconded by Commissioner Fishman. Commissioners Dryman, Dibbern, Blumenthal and Chairman Berman voted in favor of the motion. The motion passed and the meeting returned to Open Session RETURN TO OPEN SESSION: A. Chairman Berman returned to order Open Session at 5:01 pm, seconded by Commissioner Dibbern. Roll call was completed, and a full quorum was present for the resumption of the Regular BFPC Meeting. APPROVAL OF MINUTES: A. Chairman Dryman made a motion to approve the minutes of the Rescheduled BFPC Regular Meeting on June 6, 2022, seconded by Commissioner Dibbern. Commissioners Dibbern, Fishman, Dryman, Blumenthal and Chairman Berman voted in favor of the motion. The motion passed. CHAIRMAN'S REPORT: A. Chairman Berman commended the BGPD on their professionalism with a recent situation that occurred in his neighborhood COMMISSIONER'S REPORTS: A. Commissioner Dryman congratulated Commissioner Dibbern for her long tenure on the BFPC as well as her guidance to successfully complete his duties as Secretary. The entire Commission wished Commissioner Dibbern well and congratulated her on her retirement Page lof 3 TRUSTEE REPORTS: None CHIEF REPORTS: POLICE DEPARTMENT: A. Police Lieutenant Rodriguez informed the BFPC that there is no news to report from BGPD FIRE DEPARTMENT: A. Chief Baker formally introduced Deputy Fire Chief Larry Kane to the BFPC a. Deputy Chief Kane was sworn in June 20t" B. Chief Baker reported 3 injuries on Long-Term injury C. Chief Baker reported 1 vacancy due to the recent retirement of BC Two Bulls D. Chief Baker anticipates 1-2 retirement in 2022 a. 6 FF/PM will have 30 years' time in service E. Chief Baker reported they are currently at candidate 12/23 on the 2023 FF/PM vacancy list F. Chief Baker reported that: a. 2 new FF/PM were hired onto BGFD b. 4 candidates declined offers by BGFD i. 3 took jobs with other Dept ii. 1 declined with no reason c. 3 candidates took a 1-time pass i. 1 hired with other Dept ii. 2 offer no reason d. 3 candidates (#5, #6, #12) are currently in the background check process G. Chief Baker presented Commissioner Dibbern with an honorary BGFD fire shield to thank her for her years with the BFPC and wished her well in her retirement. QUESTIONS FROM THE AUDIENCE: None SPECIAL BUSINESS: A. BFPC Responsibilities, Duties and Procedural Review: Presentation & Discussion as it relates to the BGFD a. Fire Chief Baker discussed and outlined the process for New Entry Firefighter/Paramedics as well as outlining the Lieutenant promotional process. i. Job description packets were not provided but they will be provided to the BFPC electronically B. Fire Chief Baker went through the step-by-step process as well as provided job description packets for each position and outlined shared responsibilities between the BFPC and BGFD OLD BUSINESS: None NEW BUSINESS: None EXECUTIVE SESSION: A. Open Session was returned to at 6:33pm ADJOURNMENT: A motion was made by Chairman Dibbern, to adjourn the meeting at 6:34pm, seconded by Commissioner Blumenthal. Chairwoman Dibbern and Commissioners Fishman, Berman, Blumenthal & Dryman voted in favor of the motion. The motion passed & the Special Regular BFPC Meeting was adjourned.
