Commissioner Dryman, Secretary, called the roll & noted for the record that a quorum was present for the meeting. Present at Village Hall were Chairman Berman, Commissioners Dibbern, Dryman, and Blumenthal. Also, in attendance were Police Chief Casstevens, Deputy Police Chief Eisenmenger, Deputy Police Chief Szos, Police Lieutenant Rodriguez, Fire Chief Baker, HR Director Malinowski, HR Analyst Golbach, Village Trustee Liaisons Smith and Weidenfeld. Commissioner Fishman was not present. APPROVAL OF MINUTES: A. Chairman Berman made a motion, seconded by Commissioner Blumenthal, to approve the minutes of the BFPC Regular Meeting on May 2, 2022. Chairman Berman and Commissioners Dryman, Blumenthal and Dibbern voted in favor of the motion. The motion passed B. Chairman Berman made a motion, seconded by Commissioner Dryman, to approve the minutes of the BFPC Special Meeting on May 16, 2022. Chairman Berman Commissioners Dryman, Dibbern and Blumenthal voted in favor of the motion. The motion passed CHAIRMAN'S REPORT: A. Chairman Berman reported that he received an email from the Buffalo Grove Village Manager that Police Officer Hyland will be retiring, and that FF/PM Battalion Chief Two Bulls will be retiring, and that FF/PM Lieutenant Russell should be promoted to FF/PM Battalion Chief and that FF/PM Beckman should be promoted to the position of FF/PM Lieutenant B. Chairman Berman reported that New Police Officer Collan O'Neill was proudly sworn in this morning at BGPD and that he is the youngest Police Officer to serve with BGPD at 22 years old COMMISSIONER'S REPORTS: NONE CHIEF REPORTS: POLICE DEPARTMENT: A. Chief Casstevens reported that Deputy Police Chief Eisenmenger will be retiring before the end of June and BGPD will be conducting a search for his replacement a. Deputy Chief Eisenmenger informed the BFPC that he will be retiring from the BGPD before the end of June. He thanked the BFPC and received tremendous praise and thanks from the BFPC for his many dedicated years of service to the BGPD and the Village of Buffalo Grove Page 1 of 3 FIRE DEPARTMENT: A. Chief Baker reported that the FF/PM eligibility list is currently being worked through. With Battalion Chief Two Bulls retiring and FF/PM Lieutenant Russell and FF/PM Beckman's promotions, the FF/PM opening needs to be filled and they are currently at Candidate#7 on the list and are awaiting a response to see if he wishes to proceed in the BGFD hiring process B. Chief Baker reported that Deputy Fire Chief Wagner is retiring and his last day will be July 1 It and the BGFD is in the process of searching for his replacement. Chief Baker reported that they have narrowed the search down to 2 candidates and expect a final decision to be made at the end of this week or beginning of next week C. Chief Baker reported that July 8th will be Battalion Chief Two Bulls final shift with BGFD and would like to swear in new Battalion Chief Russell and FF/PM Lieutenant Beckman right afterwards in order to fill the voids immediately and has requested a Commissioner to conduct the swearing-in at 8:15am at BGFD HQ D. Chief Baker anticipates that there will be 1-2 more retirements in 2022 QUESTIONS FROM THE AUDIENCE: NONE SPECIAL BUSINESS: A. BFPC Responsibilities, Duties and Procedural Review: Presentation & Discussion as it relates to the BGPD a. Deputy Police Chief Szos& Police Lieutenant Rodriguez discussed and outlined the process for New Entry, Lateral Hire Police Officers as well as outlining the Sergeant and Lieutenant promotional process b. Each went through the step-by-step process as well as provided job description packets for each position and outlined shared responsibilities between the BFPC and BGPD OLD BUSINESS: A. Chairman Berman discussed action related to the 2022 BFPC Calendar— NONE TO DISCUSS NEW BUSINESS: A. Chairman Berman introduced a motion, seconded by Commissioner Dibbern to discuss and approve the revised 2021 FF/PM Final Eligibility Register as it needed to be corrected a. Candidates 6 & 7 were in the incorrect order based on score. Commissioners Blumenthal, Dryman, Dibbern and Chairman Berman voted in favor of the motion and the corrected register has been provided to HR Director Malinowski, Fire Chief Baker and Deputy Fire Chief Wagner B. Illinois Fire & Police Commission Association—Spring Seminar in Springfield May 6-7 a. Chairman Berman informed the BFPC that the IFPCA manual has arrived at Village Hall for all Commissioners to read and review at their leisure EXECUTIVE SESSION: A. A motion was made at 6:28pm by Chairman Berman, seconded by Commissioner Dibbern, to move to Executive Session to discuss Section 2(C)(1) of the Illinois Open Meetings Act: the Appointment, Employment, Compensation, Discipline, Performance, or Dismissal of Specific Employees of the Public Body or Legal Counsel for the Public Body, Including Hearing Testimony on a Complaint Lodged Against an Employee of the Public Body or Against Legal Counsel for the Public Body to Determine its Validity. a. Commissioners Fishman, Berman, and Dibbern voted in favor of the motion. The motion passed. B. Chairman Berman made a motion to adjourn Executive Session at 6:31 PM, seconded by Commissioner Blumenthal. Commissioners Dryman, Dibbern, Blumenthal and Chairman Berman voted in favor of the motion. The motion passed and the meeting returned to Open Session Page 2 of 3 RETURN TO OPEN SESSION: A. Chairman Berman made a motion, seconded by Commissioner Dibbern to extend a conditional offer of employment to New Entry Police Officer Candidate#3. Commissioners Dryman, Dibbern, Blumenthal and Chairman Berman all voted in opposition of the motion. a. Candidate#3 will be notified by Human Resources via USPS that they were not considered for the BGPD. B. Chairman Berman made a motion, seconded by Commissioner Blumenthal to extend a conditional offer of employment to New Entry Police Officer Candidate#4. Commissioners Dryman, Dibbern, Blumenthal and Chairman Berman all voted in opposition of the motion. a. Candidate#4 will be notified by Human Resources via USPS that they will were not considered for the BGPD. ADJOURNMENT: Chairman Berman made a motion, seconded by Commissioner Blumenthal to adjourn the meeting at 6:32pm Commissioners Dryman, Dibbern and Blumenthal and Chairman Berman voted in favor of the motion.
