2022-05-02 - Board of Fire and Police Commissioners - Minutes VILLAGE OF BUFFALO GROVE kB,r "ampp II i mi, VILLAGE OF BUFFALO GROVE Board of Fire and Police Commissioners Minutes of Regular Meeting Village Hall Emergency Operations Center May 2, 2022 CALL TO ORDER and ROLL CALL: The regular meeting was called to order at 6:OOpm by Chairman Berman. Commissioner Dryman, Secretary, called the roll & noted for the record that a quorum was present for the meeting. Present at Village Hall were Chairman Berman, Commissioners Dryman, Fishman, and Blumenthal. Also, in attendance were Police Chief Casstevens, Police Lt. Rodriguez, Fire Chief Baker, HR Director Malinowski, HR Analyst Golbach, Village Trustee Liaisons Weidenfeld and Smith. Commissioner Dibbern was not present at the meeting. APPROVAL OF MINUTES: A. Chairman Berman made a motion, seconded by Commissioner Fishman, to approve the minutes of the BFPC Regular Meeting on April 4, 2022. Chairman Berman and Commissioners Dryman, Blumenthal and Fishman voted in favor of the motion. The motion passed B. Chairman Berman made a motion, seconded by Commissioner Fishman, to approve the minutes of the BFPC Special Meeting on April 18, 2022. Chairman Berman and Commissioners Dryman, Blumenthal and Fishman voted in favor of the motion. The motion passed CHAIRMAN'S REPORT: A. Chairman Berman reported that he will be attending the IFPC Conference with Commissioner Fishman and Police Lt. Rodriguez on May 6-7 B. Chairman Berman thanked Commissioner Dryman for assisting with providing verbiage for Rules and Regulations that will be reviewed after Chairman Berman and Commissioner Fishman's return from the IFPC Conference C. Chairman Berman reported Officer Standish was sworn into the BGPD on Monday, April 251n COMMISSIONER'S REPORTS: NONE CHIEF REPORTS: POLICE DEPARTMENT: A. Chief Casstevens reported that BGPD had a successful Drug Takeback Day and they took back over 60 pounds of unwanted drugs for destruction B. Chief Casstevens reported that 2 New Hire Candidates are ready for discussion during Executive Session FIRE DEPARTMENT: A. Chief Baker reported that 1 FF/PM is on light duty and 1 FF/PM will be returning to work by the end of the week B. Chief Baker reported 2 retirements in 2022 QUESTIONS FROM THE AUDIENCE: NONE Page 1 of 3 SPECIAL BUSINESS: NONE OLD BUSINESS: A. Chairman Berman discussed action related to the 2022 BFPC Calendar a. Special Meetings have been added for June 6th and July 18th at 5pm to go over the BFPC Rules and Regulations to discuss updates and changes NEW BUSINESS: A. Illinois Fire & Police Commission Association—Spring Seminar in Springfield May 6-7 a. Chairman Berman and Commissioner Fishman will be attending with Police Lt. Rodriguez b. Commissioners Dryman and Blumenthal will be attending the next seminar in the Fall in Naperville B. Chairman Berman discussed action related to the BFPC Rules and Regulations a. HR Director recommended that we table any further discussion until after Chairman Berman and Commissioner Fishman's return from the IFPCA Conference and attendance to the BGPD training session on processes C. Chairman Berman discussed action related to the appointment of the BFPC Secretary for the 2022-2023-time frame a. Commissioner Dryman volunteered to continue as Secretary for the BFPC b. A motion was made by Chairman Berman, seconded by Commissioner Fishman to appoint Commissioner Dryman as the Secretary for the term period of 2022-2023. Chairman Berman and Commissioners Fishman and Blumenthal voted in favor of the motion and Commissioner Dryman ABSTAINED. Commissioner Dryman will continue as Secretary for the BFPC until May 2023 D. Chairman Berman discussed possible action related to preference points a. HR Director Malinowski recommended that we speak with the Illinois BFPC attorney to inquire as to how or if we should accept a separation letter to apply preference points i. Commissioner Fishman inquired what if the candidate provides a copy of a Separation Letter and the candidate gets into trouble and receives a Dishonorable Discharge before they separate, how will that affect the candidate's preference points ii. Chairman Berman agreed and the BFPC will table the discussion until the June meeting. E. Chairman Berman discussed possible action on Police Officer New Entry Candidates a. Chief Casstevens informed the BFPC: i. Candidate#1 has withdrawn their application for consideration ii. Candidate#2 needs to be discussed in Executive Session iii. Candidate#3 is scheduled for their integrity interview on 5/4 iv. Candidate#4 completed their integrity interview last week v. Candidate#5 needs to be discussed in Executive Session vi. Candidate#6 completed their integrity interview on 5/2 and has a very recent polygraph exam that can be used for BGPD background checks F. Chairman Berman discussed continuing with offering a final offer for Police Lateral Candidate Tirovolas, Hristos (Chris): a. All Commissioners agreed to continue with final offer to this Lateral candidate as voted on at last BFPC Meeting EXECUTIVE SESSION: A motion was made by Chairman Berman, seconded by Commissioner Fishman to recess into Executive Session for the purposes of PERSONNEL at 6:32pm pursuant to Section 2(C) (1)of the Illinois Open Meetings Act: The Appointment, Employment, Compensation, Discipline, Performance, or Dismissal of Specific Employees of the Public Body or Legal Counsel for the Public Body, Including Hearing Testimony on a Complaint Lodged Against an Employee of the Public Body or Against Legal Counsel for the Public Body to Determine its Validity. Commissioners Blumenthal, Dryman, Fishman and Chairman Berman voted in favor of the motion. The motion passed &the Regular BGFPC Meeting was temporarily adjourned for the Executive Session. Page 2 of 3 RETURN TO OPEN SESSION: The meeting was called back to order at 6:39pm by Chairman Berman. Commissioner Dryman, Secretary, called the roll & noted for the record that a quorum was present for the meeting. Present in the EOC Conference Room were Police Lt. Rodriguez, Commissioners Blumenthal, Fishman, Dryman & Chairman Berman. Commissioner Dibbern was not present at the meeting A. A motion was by Chairman Berman, seconded by Commissioner Fishman to terminate participation of New Police Officer Candidate#2 in the hiring process. Commissioners Fishman, Blumenthal, Dryman and Chairman Berman voted in favor of the motion. Candidate#2 is terminated from the hiring process for BGPD B. A motion was by Commissioner Blumenthal, seconded by Chairman Berman to terminate participation of New Police Officer Candidate#5 in the hiring process. Commissioners Fishman, Blumenthal, Dryman and Chairman Berman voted in favor of the motion. Candidate#5 is terminated from the hiring process for BGPD ADJOURNMENT: Chairman Berman made a motion, seconded by Commissioner Fishman to adjourn the meeting at 6:42pm Commissioners Dryman, Fishman and Blumenthal and Chairman Berman voted in favor of the motion.
