2022-04-04 - Board of Fire and Police Commissioners - Minutes VILLAGEBUFFALO GROVE nk&,y Raupp II'r,h mJ, VILLAGE OF BUFFALO GROVE Board of Fire and Police Commissioners Minutes of Regular Meeting Village Hall Emergency Operations Center April 4, 2022 CALL TO ORDER and ROLL CALL: The regular meeting was called to order at 6:02pm by Chairman Berman. Commissioner Dryman, Secretary, called the roll & noted for the record that a quorum was present for the meeting. Present at Village Hall were Chairman Berman, Commissioners Dryman, Fishman, and Blumenthal. Also, in attendance were Police Chief Casstevens, Police Lt. Rodriguez, Fire Chief Baker, Deputy Village Manager Skibbe, HR Director Malinowski, HR Analyst Golbach, Village Trustee Liaisons Weidenfeld and Smith. Commissioner Dibbern was not present at the meeting. APPROVAL OF MINUTES: A. Chairman Berman made a motion, seconded by Commissioner Dryman, to approve the minutes of the BFPC Special Meeting on March 7, 2022. Chairman Berman and Commissioners Dryman, Blumenthal and Fishman voted in favor of the motion. The motion passed B. Chairman Berman made a motion, seconded by Commissioner Dryman, to approve the minutes of the BFPC Regular Meeting on March 7, 2022. Chairman Berman and Commissioners Dryman, Blumenthal and Fishman voted in favor of the motion. The motion passed C. Chairman Berman made a motion, seconded by Commissioner Dryman, to approve the minutes of the BFPC Special Meeting on March 26, 2022. Chairman Berman and Commissioners Dryman, Blumenthal and Fishman voted in favor of the motion. The motion passed D. Chairman Berman made a motion, seconded by Commissioner Dryman, to approve the minutes of the BFPC Special Meeting on March 27, 2022. Chairman Berman and Commissioners Dryman, Blumenthal and Fishman voted in favor of the motion. The motion passed CHAIRMAN'S REPORT: A. Chairman Berman thanked the BGPD and BFPC for the support during the Orientation and testing as well as interviews. Chairman Berman also thanked Lt. Rodriguez for his time and assistance during the interview process B. Chairman Berman discussed action related to the 2022 Police Officer(regular entry)written test scores. a. Chairman Berman shared that of the 54 candidates that took the written test, 33 passed with a 70% or better C. Chairman Berman discussed action related to the 2022 Police Officer(regular entry) oral interview scores. a. Chairman Berman shared that of the 33 candidates that interviewed, 31 have made it to the preliminary register COMMISSIONER'S REPORTS: A. Commissioner Dryman commented on taking the CPR class at BGFD HQ a. He commended FF/PM Robert Beckman's outstanding dedication to public outreach and his absolute professionalism and hands-on training. FF/PM Beckman is an invaluable asset to the BGFD. Page 1 of 3 CHIEF REPORTS: POLICE DEPARTMENT: A. Chief Casstevens requested that Police Officer Lateral candidate Standish's swear-in date be scheduled for Monday April 25t" @ 9am. The BFPC gladly accepted and will attend B. Chief Casstevens reported that Police Officer Regular Hire preference points are due April 15t" and asked that the BFPC meet in a Special Meeting to approve preference points and then approve the final register on April 18t"so that BGPD can begin background checks on the top 2 candidates so Police Academy slots slated for June 2022 can be filled C. Chief Casstevens reported that Police Officer Lateral Candidate Triovolas has scheduled his polygraph for April 6t" and the Chief would like the BFPC to review his results during the April 18th Special Meeting (also review his background investigation pending its completion) D. Chief Casstevens requested that Lateral Police Officer Candidate Kindle have his oral interview with the BFPC on April 18t" during the Special Meeting. The BFPC accepted and will schedule Lateral Candidate Kindle for an oral interview E. Chief Casstevens provided ideas on some possible oral interview questions for Police Officer Regular Hire and Lateral Entry candidates for the BFPC to review and take into consideration as they rewrite the oral interview questions F. Chief Casstevens reported that BGPD is currently down 4 sworn officer positions a. He hopes in getting all 4 positions filled by 2 lateral candidates and 2 regular hire candidates to report to the Police Academy in June G. Chief Casstevens reported that he will announce an additional opening in the fall when an officer retires FIRE DEPARTMENT: A. Chief Baker reported 3 personnel off on injuries with one off on Long Term B. Chief Baker reported Austin Eaton is ending his probationary period and Chief Baker is going to recommend to the BFPC that he continue his service with BGFD C. Chief Baker reported that Lt. Jeff Morris is about to celebrate 32 years in serve of the BGFD D. Chief Baker reported no vacancies within the BGFD E. Chief Baker reported that Dep. Chief Wagner is retiring later this year, and the search is underway to locate his replacement. Dep. Chief Wager's final day of work will be Friday, July 1 St Chief Baker will inform the BFPC of Dep. Chief Wagner's final walk-out time so we can attend F. Chief Baker is anticipating 1-2 possible retirements during 2022 a. Of the 57 sworn personnel, 11 have time in age of service (20 years seniority&50 years old) G. Chief Baker announced that on Saturday, September 17t", the BGFD will be holding a Public Safety Open House in joint effort with BGPD. It will be held at BGFD Station 26 from 10am-2pm QUESTIONS FROM THE AUDIENCE: NONE SPECIAL BUSINESS: NONE OLD BUSINESS: A. Chairman Berman discussed action related to the 2022 BFPC Calendar a. Special BFPC Meeting to be added for April 18th NEW BUSINESS: A. Illinois Fire & Police Commission Association—Spring Seminar in Springfield May 6-7 a. Chairman Berman and Commissioner Fishman will be attending with Police Lt. Rodriguez b. Commissioners Dryman and Blumenthal will be attending the next seminar in the Fall in Naperville B. Chairman Berman discussed action related to the BFPC Rules and Regulations a. Chairman Berman recommended that we table any further discussion until after his and Commissioner Fishman's return from the IFPCA Conference C. Chairman Berman discussed action related to the 2022 Police Lieutenant's list Page 2 of 3 a. Commissioner Dryman advised that the list was valid effective March 8, 2022 D. Chairman Berman discussed action related to the 2022 Police Officer(regular entry) testing process a. HR Analyst Golbach requested a copy of the written and oral test scores which Commissioner Dryman supplied electronically E. Chairman Berman discussed action related to the 2022 Police Officer (regular entry)oral interview scores a. Commissioner Dryman made motion, seconded by Commissioner Blumenthal to approve the oral interview scores. Commissioners Dryman, Fishman and Blumenthal and Chairman Berman voted in favor of the motion. The motion passed b. Commissioner Dryman made motion, seconded by Commissioner Blumenthal to approve the preliminary register scores. Commissioners Dryman, Fishman and Blumenthal and Chairman Berman voted in favor of the motion. The motion passed F. Chairman Berman introduced a discussion related to the Local Conflict of Interest Disclaimer& Economic Disclosure Statements a. They are due as of this meeting and should have been completed and sent to HR Director Malinowski for recording b. HR Director Malinowski also advised that all members of the BFPC complete the Cook County Ethics Disclosure as there are penalties that Cook County will assess if they are not completed EXECUTIVE SESSION: NONE ADJOURNMENT: Chairman Berman made a motion, seconded by Commissioner Fishman to adjourn the meeting at 6:37pm Commissioners Dryman, Fishman and Blumenthal and Chairman Berman voted in favor of the motion.
