`1 MINUTES OF THE REGULAR MEETING OF THE VILLAGE BOARD OF THE VILLAGE OF
BUFFALO GROVE HELD IN THE JEFFREY S.BRAIMAN COUNCIL CHAMBERS,
VILLAGE HALL,50 RAUPP BOULEVARD,BUFFALO GROVE,ILLINOIS ON
MONDAY,NOVEMBER 18,2019
CALL TO ORDER
President Sussman called the meeting to order at 7:30 P.M. Those present stood and pledged allegiance to the Flag.
ROLL CALL
Roll call indicated the following present: President Sussman;Trustees Stein,Ottenheimer,Weidenfeld,Johnson,
Smith and Pike.
Also present were: Dane Bragg,Village Manager;Patrick Brankin,Village Attorney;Jenny Maltas,Deputy Village
Manager;Chris Stilling,Deputy Village Manager;Andrew Brown,Deputy Finance Director;Franceska Fabyan,
Accountant;Art Malinowski,Director of Human Resources; Katie Golbach,Human Resources Management
Analyst;Brett Robinson,Director of Purchasing;Evan Michel,Management Analyst;Nicole Woods,Deputy
Director of Community Development;Mike Reynolds,Director of Public Works;Mike Skibbe,Deputy Director of
Public Works;Bryan Beitzel,Public Works;Dave Haisma,Public Works;Darren Monico,Village Engineer; Geoff
Tollefson,Director of Golf Operations;Julie Dziewior,Deputy Clerk;Police Chief Casstevens;Deputy Police Chief
Eisenmenger;Deputy Police Chief Szos;Fire Chief Baker;and Deputy Fire Chief Wagner.
FY 2020 BUDGET PRESENTATION
Mr.Bragg presented opening comments and the budget structure for this evening,noting that the major priorities for
2019 are:
• Strategic Plan Goal
• Fiscal Responsibility
• Sustainability
• Innovation
• Community Planning
• Infrastructure Management
• Employee Development
Mr.Brown then presented an overall view of the entire budget,noting that the compilation of this document has
been a year-long process. The budget was presented to the Board over two weeks ago and has been available to the
public online as well. Board members posed questions for staff prior to this meeting.All of those questions were
answered by staff,therefore,there are few unanswered questions being posed tonight.
A PowerPoint presentation was available on the screen as each Department Head reviewed their specific budget,
summarized their operations,and answered questions from Board members.
Mr.Michel presented an overview the budget for the Legislative and Village Administration portions of the overall
budget.
Mr.Brown reviewed the Financial Management budget.
Mr.Malinowski reviewed the Personnel Administration portion of the budget.
Mr.Skibbe reviewed the Information Technology budget.

Mr.Brown reviewed the Police and Fire Pension Funds,as well as Debt Service.
Mr. Reynolds summarized the budget for the Public Works Department.
Chief Casstevens presented the 2020 Police Department budget.
Chief Baker reviewed the 2020 Fire Department budget.
Mr. Stilling reviewed the Community Development portion of the budget.
Mr.Brown reviewed the Metra Parking Lot Fund.
Mr. Reynolds reviewed the Water and Sewer Enterprise Funds.
Mr. Stilling reviewed the Refuse Fund.
Mr.Tollefson reviewed the Golf Funds for both the Arboretum and Buffalo Grove Golf Clubs.
Mr. Skibbe reviewed the Capital Projects Funds.
Mr. Monico reviewed the Capital Projects—Street Fund.
Mr.Brown reviewed the Motor Fuel Tax Fund.
Mr.Bragg concluded the presentation,noting that the Village budget increase is 3.6%in the total budget,the budget
is balanced,there is a pension driven tax levy increase of 3.89%,the next tax rate increase will be 2.4%,and the
capital program funded at$7.2M,and noted that this budget is a stable and sustainable document. Mr. Bragg
thanked the Village Board and everyone who spent countless hours preparing this document.
At 9:14 P.M.,President Sussman noted that the Public Hearing will remain open until December 2,2019.
Trustee Stein thanked the staff for the effort put into preparing this budget,but stated that he is not in favor of going
forward continuing to give cost-of-living and wage increases,and is in favor of merit increases.
TRUSTEE REPORTS
Trustee Johnson noted that the Interfaith Thanksgiving Service will be held on November 24,2019.
QUESTIONS FROM THE AUDIENCE
President Sussman reviewed the parameters to be followed by speakers and asked if there were any questions from
the audience on items not on tonight's agenda;there were no such questions.
ADJOURNMENT
Moved by Stein,seconded by Weidenfeld,to adjourn the meeting. Upon roll call,Trustees voted as follows:
AYES: 6—Stein,Ottenheimer,Weidenfeld,Johnson,Smith,Pike
NAYS: 0—None
The meeting was adjourned at 9:19 P.M.
