Minutes of Regular Meeting
November 1, 2021
CALL TO ORDER and ROLL CALL:
The meeting was called to order at 6:01 pm by Chairman Berman. Commissioner Dryman, Secretary,
called the roll & noted for the record that a quorum was present for the meeting. Present at Village Hall
were Commissioners Blumenthal, Fishman, Dryman &Chairman Berman. Also, in attendance were
Police Chief Casstevens, Fire Chief Baker, Deputy Fire Chief Wagner, HR Director Malinowski, HR
Analyst Golbach &Trustee Liaison Weidenfeld &Trustee Liaison Smith; Commissioner Dibbern was not
present at the meeting.
APPROVAL OF MINUTES:
A. Chairman Berman made a motion, seconded by Commissioner Dryman, to approve the minutes
of the BFPC Regular Meeting on October 4, 2021. Commissioners Blumenthal, Fishman, Dryman
and Chairman Berman voted in favor of the motion. The motion passed
B. Chairman Berman made a motion, seconded by Commissioner Blumenthal, to approve the
minutes of the BFPC Executive Meeting on August 2, 2021. Commissioners Blumenthal, Dryman
and Chairman Berman voted in favor of the motion. Commissioner Fishman Abstained. The
motion passed
CHAIRMAN'S REPORT:
A. Chairman Berman will cover under New Business
COMMISSIONER'S REPORTS:
A. Commissioner Dryman offer praise to both the BGPD and BGFD for their exceptional
professionalism and compassion that he witnessed on Saturday, October 17 on McHenry and
Buffalo Grove Roads to a disoriented person driving on the wrong side of the road
CHIEF REPORTS:
POLICE DEPARTMENT:
A. Chief Casstevens thanked Commissioners for attending the swearing in ceremony for the new
Lateral Police Officer on November 1st
FIRE DEPARTMENT:
A. Chief Baker reported "time in services" percentages within the department
a. 9 personnel have over 30 years time in service
b. 8 personnel qualify for age and service
c. 59% of the Dept has less than 10 years time in service
d. 40% of the Dept has less than 5 years time in service
B. Chief Baker reported that he anticipates 2-4 retirements in 2022
C. Chief Baker reported there are a couple of FF/PM out on Long Term Illness/Injury Status; 1
FF/PM will be returning in January; 1 FF/PM medical status is still, "TBD"

D. Chief Baker reported that a few years ago, he and Police Chief Casstevens requested to have
polygraph examinations completed sooner in the FF/PM/PO background process before integrity
interviews are conducted
OLD BUSINESS: NONE
TRUSTEE REPORTS: NONE
QUESTIONS FROM THE AUDIENCE: NONE
SPECIAL BUSINESS:
A. HR Director Malinowski advised that the BFPC look over the BFPC Rules and Regulations and
make adjustments to streamline the FF/PM/PO process as well as ensure that the BFPC is
following and enacting changes that better the process
NEW BUSINESS:
A. 2022 BFPC Calendar is a work in process
a. Chairman Berman reported that the 2022 BFPC calendar is in the works and asked the
Chief's for any protentional testing dates for 2022. Chief Casstevens advised that the
BGPD New Hire list will be depleted quickly in 2022 and the BFPC should prepare for
testing in 2022 for New Hire Police Officers
EXECUTIVE SESSION:
A. A motion was made by Chairman Berman, seconded by Commissioner Fishman to recess into
Executive Session at 6:20pm pursuant to Section 2(C) (1) of the Illinois Open Meetings Act: The
Appointment, Employment, Compensation, Discipline, Performance, or Dismissal of Specific
Employees of the Public Body or Legal Counsel for the Public Body, Including Hearing Testimony
on a Complaint Lodged Against an Employee of the Public Body or Against Legal Counsel for the
Public Body to Determine its Validity. Commissioners Blumenthal, Dryman, Fishman and
Chairman Berman voted in favor of the motion. The motion passed &the Regular BGFPC
Meeting was temporarily adjourned for the Executive Session.
RETURN TO REGULAR SESSION:
Chairman Berman made a motion to recall to order the Regular Session of the BFPC at 6:35, seconded by
Commissioner Fishman. Commissioners Blumenthal, Dryman, Fishman and Chairman Berman voted in
favor of the motion. The motion passed and the Regular Session was recalled to order. Present were
Commissioners Dryman, Fishman and Blumenthal. Also, in attendance were Police Chief Casstevens,
Fire Chief Baker, Deputy Fire Chief Wagner, HR Director Malinowski, HR Analyst Golbach
A. Chairman Berman made a motion, seconded by Commissioner Dryman to extend a conditional
offer of employment to Police Office New Hire Candidate#1. Commissioners Blumenthal,
Dryman, Fishman and Chairman Berman opposed the motion. The motion failed & Candidate#1
will not be extended a conditional offer of employment
B. Chairman Berman made a motion, seconded by Commissioner Dryman to extend a conditional
offer of employment to Police Office New Hire Candidate#3. Commissioners Blumenthal,
Dryman, Fishman and Chairman Berman opposed the motion. The motion failed & Candidate#3
will not be extended a conditional offer of employment
C. Chairman Berman made a motion, seconded by Commissioner Blumenthal to extend a
conditional offer of employment to FF/PM Candidate#1. Commissioners Blumenthal, Dryman,
Fishman and Chairman Berman voted in favor of the motion. The motion passed &Candidate#1
will be extended a conditional offer of employment
D. Chairman Berman made a motion, seconded by Commissioner Dryman to extend a conditional
offer of employment to FF/PM Candidate#2. Commissioners Blumenthal, Dryman, Fishman and
Chairman Berman voted in favor of the motion. The motion passed & Candidate#2 will be
extended a conditional offer of employment

Chairman Berman made a motion, seconded by Commissioner Fishman to adjourn the meeting at
6:43pm. Commissioners Blumenthal, Fishman, Dryman and Chairman Berman voted in favor of the
motion. The motion passed &the Regular BFPC Meeting was adjourned.
