2021-10-04 - Board of Fire and Police Commissioners - Minutes VILLAGE OF BUFFALO GROVE k,ffl sdkii 60089 �1 96 Fax 847' 45 9-d V()G VILLAGE OF BUFFALO GROVE Board of Fire and Police Commissioners Minutes of Regular Meeting October 4, 2021 CALL TO ORDER and ROLL CALL: The meeting was called to order at 6:00 by Chairman Berman. Commissioner Dryman, Secretary, called the roll & noted for the record that a quorum was present for the meeting. Present at Village Hall were Commissioners Blumenthal, Fishman, Dryman & Chairman Berman. Also, in attendance were Police Chief Casstevens, Fire Chief Baker, HR Director Malinowski, HR Analyst Golbach &Trustee Liaison Weidenfeld. Commissioner Dibbern and Trustee Liaison Smith were not present at the meeting. APPROVAL OF MINUTES: A. Chairman Berman made a motion, seconded by Commissioner Blumenthal, to approve the minutes of the BFPC Regular Meeting on September 20, 2021. Commissioners Blumenthal, Fishman, Dryman and Chairman Berman voted in favor of the motion. The motion passed B. Chairman Berman moved to defer the minutes of the BFPC Executive Meeting on August 2, 2021 to the November 1, 2021 BFPC Meeting CHAIRMAN'S REPORT: NONE COMMISSIONER'S REPORTS: NONE CHIEF REPORTS: POLICE DEPARTMENT: A. Chief Casstevens reported that lateral candidate#1 has accepted their offer of employment and has requested a swear in date of November V Chief Casstevens requested Chairman Berman's attendance to swear the officer in @ 9am on November 151 a. HR Director Malinowski advised that a Commissioner must perform the oath to the officer by Illinois BFPC regulations b. Chief Casstevens stated that BGPD does request a copy of their letter of resignation from their former department c. HR Director Malinowski advised that no candidate is contractually obligated to accept an offer and they can turn it down up until their hire date B. Chief Casstevens reported that the New Candidate list is already depleting as 3 of our candidates have already received offers of employment or have been hired from surrounding departments C. Chief Casstevens reported that there will be 2 Lateral Candidates that he will be asking the BFPC to consider and interview 20 minutes prior to the next meeting on November 1 st FIRE DEPARTMENT: A. Chief Baker reported that 2 of the FF/PM candidates are ready to move along to the BFPC to review and provide consideration at the November BFPC Meeting. He reported that 3 candidates are ready to move along to the polygraph phase of the hiring process and the background checks are almost completed B. Chief Baker reported there are 2 FF/PM out on Worker's Comp Leave; 1 FF/PM will be assigned to Light Duty in the near future; 1 FF/PM medical status is still, "TBD" Page 1 of 2 TRUSTEE REPORTS: NONE QUESTIONS FROM THE AUDIENCE: NONE SPECIAL BUSINESS: A. HR Director Malinowski advised Chairman Berman to begin working on the draft of the 2022 BFPC Calendar a. Commissioner Dryman informed Chairman Berman he would have a rough draft of BFPC Meeting dates provided to him within 24 hours to review and that 2022 holidays will be considered while putting together the draft b. Chief Casstevens advised that 2022 will bring testing for new police officers as the current list will be depleted in a short time OLD BUSINESS: NONE NEW BUSINESS: EXECUTIVE SESSION: NONE ADJOURNMENT: Chairman Berman made a motion, seconded by Commissioner Blumenthal to adjourn the meeting at 6:26pm. Commissioners Blumenthal, Fishman, Dryman and Chairman Berman voted in favor of the motion. The motion passed &the Regular BFPC Meeting was adjourned.
