2021-08-02 - Board of Fire and Police Commissioners - Minutes VILLAGEBUFFALO GROVE nk&,y Raupp Phone 45 + 5tlwr0 VILLAGE OF BUFFALO GROVE Board of Fire and Police Commissioners Minutes of Regular Meeting August 2, 2021 CALL TO ORDER and ROLL CALL: The meeting was called to order at 6:OOpm by Chairwoman Dibbern. Commissioner Dryman, Secretary, called the roll & noted for the record that a quorum was present for the meeting. Present at Village Hall were Commissioners Berman, Blumenthal, Dryman &Chairwoman Dibbern. Also, in attendance were Fire Chief Baker, Deputy Police Chief Szos, HR Director Malinowski, Trustee Liaison Smith &Trustee Liaison Weidenfeld. Commissioner Fishman and HR Analyst Golbach were not present APPROVAL OF MINUTES: A. Chairwoman Dibbern made a motion, seconded by Commissioner Blumenthal, to approve the minutes of the BFPC Regular Meeting on July 19, 2021. Commissioners Berman, Blumenthal, Dryman and Chairwoman Dibbern voted in favor of the motion. The motion passed CHAIRWOMAN'S REPORT: A. Chairwoman Dibbern reported that the BGPD was recognized by the Lake County Major Crime Task Force for going "above and beyond" on major crime investigations B. Chairwoman Dibbern reported that Commissioner Berman will begin reviewing BFPC Meeting Minutes going forward C. Chairwoman Dibbern offered thanks around the room for their support while she was Chairwoman COMMISSIONER'S REPORTS: A. Commissioners Dryman and Blumenthal offered their thanks for Chairwoman Dibbern's leadership as BFPC Chairperson, and they look forward to working with Commissioner Berman as he becomes the new Chairperson CHIEF REPORTS: FIRE DEPARTMENT: A. Chief Baker reported on Aug 19th at the BG Village Board Meeting, Lt. Jeff Morris will be awarded FF of the year award B. Chief Baker reported that he will have a completion of probation letter in the Sept BFPC Meeting for the Board to file for FF/PM Crensic to recommend he continue his employment with BGFD C. Chief Baker reported that there are 2 current vacancies in the BGFD and once the FF/PM list is approved, the background process for those that qualify with PM license D. Chief Baker reported that there maybe 2 more openings by the end of the year as there are 8 FF/PM that have reached time in age as well as time in service or about to reach 30 year's service E. Chief Baker reported that over the course of the next 1-2 years 5-8 retirements will create new FF/PM as well as new promotable positions F. Chief Baker thanked Chairwoman Dibbern on behalf of the BGFD for her hard work and due diligence during her tenure as Chairwoman. Page 1 of 3 POLICE DEPARTMENT: A. Dep Chief Szos inquired about the 2021/2022 Lieutenant promotional process and confirmed that the BFPC received the letter from Chief Casstevens that was asked for in the July session B. Dep Chief Szos reported that one of the Lateral Candidates was scheduled for their polygraph session and the BFPC should have the results within the next few days to review C. Dep Chief Szos extended the thanks of the BGPD to Chairwoman Dibbern for her had work and efforts as Chairperson. TRUSTEE REPORTS: A. Trustee Weidenfeld reported that the budget process is underway and asked the Chief's that they have everything in order for the upcoming budget meetings QUESTIONS FROM THE AUDIENCE: None SPECIAL BUSINESS: None OLD BUSINESS: None NEW BUSINESS: A. Chairwoman initiated a discussion with Commissioner Berman about the 2022-23 BFPC calendar and that he will want to start putting it together starting in October B. Chairwoman Dibbern initiated a conversation regarding the 2021 FF/PM New Hire testing process a. Chairwoman Dibbern made a motion, seconded by Commissioner Berman, to approve the 2021 FF/PM testing process with Preference Points for New Hire FF/PM. Commissioners Berman, Blumenthal, Dryman and Chairwoman Dibbern all voted in favor of the motion and the motion passed. b. Chairwoman Dibbern made a motion, seconded by Commissioner Berman, to approve the 2021 FINAL Eligibility Register for New Hire FF/PM with Preference Points added. Commissioners Berman, Blumenthal, Dryman and Chairwoman Dibbern all voted in favor of the motion and the motion passed. The FF/PM register is now valid and effective August 2, 2021 until August 4, 2023 C. Chairwoman Dibbern made a motion, seconded by Commissioner Berman to approve the modification of the 2022 Police Lieutenant promotional process. Commissioners Berman, Blumenthal, Dryman and Chairwoman Dibbern all voted in favor of the motion and the motion passed a. It was noted that Chief Casstevens pointed out that there are 3 eligible Sgt's but only one applied for the new list b. Chief Casstevens provided the letter of recommendation as requested by the BFPC D. Chairwoman Dibbern made a motion, seconded by Commissioner Blumenthal to approve the 2022 Police Lieutenant FINAL Register when it becomes valid on March 8, 2022. Commissioners Berman, Blumenthal, Dryman and Chairwoman Dibbern all voted in favor of the motion and the motion passed EXECUTIVE SESSION: A motion was made by Chairwoman Dibbern, seconded by Commissioner Blumenthal to recess into Executive Session at 6:16pm pursuant to Section 2(C) (1) of the Illinois Open Meetings Act: The Appointment, Employment, Compensation, Discipline, Performance, or Dismissal of Specific Employees of the Public Body or Legal Counsel for the Public Body, Including Hearing Testimony on a Complaint Lodged Against an Employee of the Public Body or Against Legal Counsel for the Public Body to Determine its Validity. Commissioners Berman, Blumenthal, Dryman and Chairwoman Dibbern voted in favor of the motion. The motion passed & the Regular BGFPC Meeting was temporarily adjourned for the Executive Session. RETURN TO REGULAR SESSION: Chairwoman Dibbern made a motion to recall to order the Regular Session of the BFPC at 6:26pm, seconded by Commissioner Dryman. Commissioners Berman, Blumenthal, Dryman and Chairwoman Dibbern voted in favor of the motion. The motion passed and the Regular Session was recalled to order. Page 2 of 3 Present were Commissioners Dryman, Berman, and Blumenthal. Also, in attendance were Dep Chief of Police Szos, and HR Director Malinowski A. Chairwoman Dibbern made a motion, seconded by Commissioner Dryman to extend a conditional offer of employment to Police Officer Lateral Candidate Edyta Zuk. Commissioners Berman, Blumenthal, Dryman and Chairwoman Dibbern voted in favor of the motion. The motion passed & Candidate Zuk will be extended a conditional offer of employment B. Chairwoman Dibbern made a motion, seconded by Commissioner Berman to extend a conditional offer of employment to Police Officer Lateral Candidate Robert Gasca. Commissioners Berman, Blumenthal, Dryman and Chairwoman Dibbern voted in favor of the motion. The motion passed & Candidate Gasca will be extended a conditional offer of employment C. Chairwoman Dibbern made a motion, seconded by Commissioner Blumenthal to extend a conditional offer of employment based on review and approval polygraph exam to Police Officer Lateral Candidate Gabriel Augustyniak. Commissioners Berman, Blumenthal, Dryman and Chairwoman Dibbern voted in favor of the motion. The motion passed & Candidate Augustyniak will be extended a conditional offer of employment after polygraph exam has been reviewed ADJOURNMENT: Chairwoman Dibbern made a motion, seconded by Commissioner Blumenthal to adjourn the meeting at 6:29pm. Commissioners Berman, Blumenthal, Dryman and Chairwoman Dibbern voted in favor of the motion. The motion passed &the Regular BFPC Meeting was adjourned.
