Minutes of Special Regular Meeting
April 5, 2021
CALL TO ORDER and ROLL CALL:
The meeting was called to order at 6:05pm by Chairwoman Dibbern. Commissioner Dryman, Acting
Secretary, called the roll and noted for the record that a quorum was present for the meeting. Present via
web conference were Commissioners Fishman, Hartman, Dryman, Berman, and Chairwoman Dibbern.
Commissioners Fishman and Berman were present at Village Hall. Also, in attendance were Chief of
Police Casstevens, Deputy Chief of Police Eisenmenger, Fire Chief Baker, HR Director Malinowski and
HR Management Analyst Goldbach, Trustee Liaison Smith and Trustee Liaison Stein.
APPROVAL OF MINUTES:
A. Chairwoman Dibbern made a motion to approve the minutes of the BFPC Special Regular
Meeting of March 1, 2021, seconded by Commissioner Hartman. Commissioners Fishman,
Hartman, Berman, Dryman and Chairwoman Dibbern voted in favor of the motion. The motion
passed
CHAIRWOMAN'S REPORT:
A. Chairwoman Dibbern reported FF/PM Candidate Austin Eaton is being sworn in. Commissioner
Dryman will swear in FF/PM Eaton on April 9th at BGFD Headquarters
B. Chairwoman Dibbern introduced Commissioner Dryman as the new Acting Secretary for the
Buffalo Grove Fire and Police Commissioners Board
C. 2 officers off probation
D. August 1st she will relinquish her role as Chairwoman but remain on the Board as an active
Commissioner. She will confer with President Sussman on next steps to appoint a Chairperson
E. May 151 Conference for Commissioners in Springfield
COMMISSIONER'S REPORTS: None
TRUSTEE REPORTS: None
CHIEF REPORTS:
POLICE DEPARTMENT:
A. Chief Casstevens reported that the VFPC Commissioner's conference is a valuable resource
and if we can attend, we should
B. Chief Casstevens reported that loth time BGPD is reaccredited for 4 years at the Gold
Standard by CALEA BGPD was also recognized with "Accreditation with Excellence"Award
FIRE DEPARTMENT:
A. Chief Baker reported FF/PM Candidate Austin Eaton is being sworn in by Commissioner
Dryman on April 9th at BGFD Headquarters.
B. Tactical Exams for the Lieutenant position will commence on April 711 and the written exam
on April 24th
C. April 14th, 2 FF/PM will complete probation periods

D. April 1911, they will have badge presentations for FF/PM Shin and FF/PM Eaton
E. The FF/PM Candidate list has been officially exhausted on April 2"d
F. Candidate#30 has withdrawn as he was hired by another FD. #27 was passed on due to
PM license not being attained. Candidate#31 is moving along in the process with paperwork
and Integrity Interview in a few weeks by the Background Team
G. Chief Baker wants to discuss with the Board some direction to start work on the successor
list to discuss in a future meeting. Chairwoman Dibbern asked if we need a motion to
exhaust the 2020 FF/PM list at the next BFPC Meeting
QUESTIONS FROM THE AUDIENCE: None
SPECIAL BUSINESS: None
OLD BUSINESS: None
NEW BUSINESS:
A. Chairwoman Dibbern initiated discussion about police officer candidate testing and Chief
Casstevens said that they are still accepting applications online for new hires and lateral
applicants and will send a list of lateral candidates and new applicants as soon as possible.
Application totals are 81 applications. Applications are accepted up to a week before testing.
B. Chairwoman Dibbern initiated discussion Fire Lieutenant process is the written exam and
military preference points
C. Chairwoman Dibbern initiated discussion about Police Lieutenant process and Chief
Casstevens said docs are due from the candidates July 161h and advised that the Board will
only have 3 candidates to choose from due to requirements and time in service.
D. Chief Casstevens also informed that on April 24th is the BGPD Federal Drug Take Back Day
EXECUTIVE SESSION:
A. A motion was made at 6:22 p.m. by Chairwomen Dibbern, seconded by Commissioner
Fishman, to move to Executive Session to discuss Section 2(C)(1) of the Illinois Open
Meetings Act: the Appointment, Employment, Compensation, Discipline, Performance, or
Dismissal of Specific Employees of the Public Body or Legal Counsel for the Public Body,
Including Hearing Testimony on a Complaint Lodged Against an Employee of the Public Body
or Against Legal Counsel for the Public Body to Determine its Validity. Commissioners
Fishman, Hartman, Berman, Dibbern and Dryman voted in favor of the motion. The motion
passed.
B. The Commission moved to Executive Session from 6:24 p.m. to 6:26 p.m.
C. Chairwomen Dibbern made a motion to adjourn Executive Session at 6:26 p.m., seconded by
Commissioner Dryman. Chairwomen Dibbern and Commissioners Hartman, Berman
Fishman and Dryman voted in favor of the motion. The motion passed.
RETURN TO OPEN SESSION:
A. The open session resumed at 6:27pm.
B. FF/PM Candidate#29: Gleb Rudenko. A motion was made by Chairwoman Dibbern,
seconded by Commissioner Berman, to make a conditional offer of employment to FF/PM
Candidate#29. Chairwoman Dibbern and Commissioners Fishman, Hartman, Berman,
Dryman voted in opposition of the motion. The motion did not pass.
C. Art Malinowski also recommended that we send a letter of decline to Candidate#27 due to his
not having a PM license
ADJOURNMENT:
A motion was made by Chairwoman Dibbern, seconded by Commissioner Berman to adjourn the
meeting at 6:30 PM. Chairwoman Dibbern and Commissioners Fishman, Hartman, Berman, Dryman
voted in favor of the motion. The motion passed.
