Minutes of the Regular Meeting
Village Hall Emergency Operations Center
August 3, 2020
CALL TO ORDER and ROLL CALL:
The meeting was called to order at 6:03 p.m. by Chairman Dibbern. Commissioner Johnson called the
roll and noted for the record that a quorum was present at the meeting. Present were Commissioners
Johnson, Fishman, Berman, and Dibbern. Commissioner Hartman was absent. Also present were
Deputy Police Chief Szos, Fire Chief Baker, HR Director Malinowski, and Management Analyst Golbach,
and Trustee Liaisons Dr. Smith and Andy Stein.
APPROVAL OF MINUTES:
A. Commissioner Fishman made a motion to approve the minutes of the BFPC Special Meeting of
July 6, 2020, seconded by Commissioner Berman. Commissioners Johnson, Fishman, Berman,
and Dibbern voted in favor of the motion. The motion passed.
CHAIRMAN'S REPORT:
A. Chairman Dibbern reported that on July 16, 2020, Sergeant Anthony Goldstein was promoted to
Lieutenant.
B. Chairman Dibbern advised that August 10, 2020 will commence the Sergeant Orientation in
Training Room of the Police Department at 8:00 a.m. This will also include Promotional Exam
Orientation, Assessment Center for nine candidates.
C. Chairman Dibbern advised that Oral Interviews for the Sergeant promotional process will take
place on September 12, 2020 in the Roll-Call Room.
D. Chairman Dibbern reported that she will prepare a testing-cycle calendar that will entail what year
every activity is due.
E. Chairman Dibbern is in the process of preparing a draft calendar for 2021 and welcome
comments or changes.
F. Chairman Dibbern advised that Officer Anthony Turano will be promoted to Sergeant on October
24, 2020 at 2:00 p.m. in the Training Room.
COMMISSIONER'S REPORTS: None.
TRUSTEE REPORTS: None.
CHIEF REPORTS:
FIRE DEPARTMENT:
A. Chief Baker advised that there are four current vacancies and one upcoming retirement. Richard
Shiradelly is retiring.
B. Chief Baker reported that Deputy Fire Chief Wagner will celebrate 30 years with the Fire
Department on August 13, 2020.
C. Chief Baker advised that we are up to Candidate 11 on the eligibility list.
POLICE DEPARTMENT:
A. Deputy Police Chief Szos reported that we have nine candidates who are going through the
Sergeant Promotion process.

B. Three Officers accepted the Early Retirement packet and are transition as follows: Randall Smith
on September 11,2020, Officer Staci Kupsak on November 13, 2020, and Sergeant Michelle
Kondrat on September 2, 2020.

NEW BUSINESS:
A. Discussion and possible action on Police Offer and/or Firefighter/ Paramedic candidates.
EXECUTIVE SESSION:
A. A motion was made at 6:12 p.m. by Commissioner Fishman, seconded by Commissioner Berman
to move to Executive Session to discuss Section 2(C)(1) of the Illinois Open Meetings Act: the
Appointment, Employment, Compensation, Discipline, Performance, or Dismissal of Specific
Employees of the Public Body or Legal Counsel for the Public Body, Including Hearing Testimony
on a Complaint Lodged Against an Employee of the Public Body or Against Legal Counsel for the
Public Body to Determine its Validity. Commissioners Johnson, Fishman, Berman, and Dibbern
voted in favor of the motion. The motion passed.
B. The Commission moved to Executive Session from 6:12 p.m. to 6:48 p.m.
C. Commissioner Fishman made a motion to adjourn Executive Session at 6:48 p.m., seconded by
Commissioner Berman. Chairman Dibbern and Commissioners Johnson, Fishman and Berman
voted in favor of the motion. The motion passed.
RETURN TO OPEN SESSION:
A. The open session resumed at 6:48 p.m.
B. FF/PM Candidate#3: Brian Chrencik. A motion was made by Commissioner Fishman seconded
by Commissioner Berman, to make a conditional offer of employment to FF/PM Candidate
Chrencik. Commissioners Johnson, Fishman, Berman, and Dibbern voted in favor the motion.
The motion passed.
C. FF/PM Candidate#6: Michael Collins. A motion was made by Commissioner Fishman seconded
by Commissioner Berman, to make a conditional offer of employment to FF/PM Candidate
Collins. Commissioners Johnson, Fishman, Berman, and Dibbern voted against the motion. The
motion failed.
D. Police Officer Candidate#3: Zohaib Zaib. A motion was made by Commissioner Fishman
seconded by Commissioner Berman, to make a conditional offer of employment to Police
Candidate Zaib. Commissioners Johnson, Fishman, Berman, and Dibbern voted in favor the
motion. The motion passed.
E. Police Officer Candidate#2: Charles Lyons. A motion was made by Commissioner Berman
seconded by Commissioner Fishman, to make a conditional offer of employment to Police
Candidate Lyons. Commissioners Johnson, Fishman, Berman, and Dibbern voted against the
motion. The motion failed.
ADJOURNMENT:
A motion was made by Commissioner Fishman, seconded by Commissioner Berman to adjourn the
special meeting at 6:55 p.m. All Commissioners present voted in favor of the motion. The motion
passed.
