Minutes of Regular Meeting
February 3, 2020
CALL TO ORDER and ROLL CALL:
The meeting was called to order at 6:00 p.m. by Chairman Dibbern in the Trustee Conference Room of
Village Hall. Commissioner Johnson called the roll and noted for the record that a quorum was present at
the meeting. Present were Commissioners Johnson, Fishman and Dibbern. Commissioners Hartman
and Berman were not present. Also, in attendance were Deputy Police Chief Eisenmenger, Police
Lieutenant Rodriguez, Fire Chief Baker, HR Director Malinowski, Management Analyst Golbach, and
Trustee Liaisons Stein and Smith.
APPROVAL OF MINUTES:
A. Commissioner Fishman made a motion to approve the minutes of the BFPC Regular Meeting of
January 6, 2020, seconded by Commissioner Johnson. Commissioners Johnson, Fishman, and
Dibbern voted in favor of the motion. The motion passed.
CHAIRMAN'S REPORT:
A. Chairman Dibbern congratulated Commissioner Johnson on being appointed to Chairman of the
Illinois Association of Park Districts.
B. Chairman Dibbern reported that three fire fighters are off of probation. She also advised that we
have a couple of candidates to discuss in Executive Session.
COMMISSIONER'S REPORTS: None.
TRUSTEE REPORTS: None
CHIEF REPORTS:
FIRE DEPARTMENT:
A. Chief Baker reported they are in the hiring process for the following candidates: Candidates
#1, #2 and#4. Candidate#3 passed on the offer to continue in the hiring process.
B. Chief Baker advised that three FF/PMs probationary period end on February 8, 2020. He
shared additional insight that the candidates were highly recommended by officers.
C. Chief Baker reported they are holding Fire Operations sessions on May 16, 2020 at four
stations, with a focus on EMS and how stations work. He also advised that there will be an
open house at the new CAFT Training Building on May 16, 2020.
D. Chief Baker announced the resignation of FF/PM Brian Steen. FF/PM Steen and his wife
desire to live close to family due to the birth of their first child. He was offered a job in
Colorado and has accepted the position. FF/PM Steen's last day is on Sunday, February 9,
2020.
POLICE DEPARTMENT
A. Deputy Chief Eisenmenger reported that Police Officers Robert Lawyer and Nick Kries are doing
well in their 6t"week of field training. He advised that Police Officer Dawid Wojs is doing well at
the academy and has attained an overall score of 98% thus far.
B. Deputy Chief Eisenmenger advised that he is seeking direction from the Commissioners tonight
on candidates for the Lateral Entry Police Officer process. He reported that the Chief and
Lieutenant Rodriguez reviewed 45 applicants and have narrowed the list of candidates they
recommend the Commissioners interview to eight(8). Commissioner Fishman asked what the

Command Team is looking for in the candidates. Deputy Chief Eisenmenger responded that they
are looking for police officers who are certified in Illinois, have at least a high school diploma or
college degree, and a stellar record of success in their previous or current role. Chairman Dibbern
asked if they could send the Commissioners the applicant information to review independently of
the Command Team.
C. Management Analyst Golbach will route the full application packets to the Commissioners for
review. It was noted that the Police Department added two fields to the online application:
question about if an applicant is a certified police officer as well as the certification number and
the training and standard board number.

SPECIAL BUSINESS: None
OLD BUSINESS:
A. Chairman Dibbern asked for a motion to approve the 2020 BFPC Calendar of Events, including
but not limited to, the 2019/2020 FF/PM testing process. Commissioner Johnson made a motion
to approve the 2020 BFPC Calendar of Events as presented, seconded by Commissioner
Fishman. The motion passed.
NEW BUSINESS:
A. Chairman Dibbern reported that there would be a discussion in Executive Session about the
possible action on Police Officer and/or FF/PM candidates.
EXECUTIVE SESSION:
A. A motion was made at 6:13 p.m. by Commissioner Fishman, seconded by Commissioner
Johnson, to move to Executive Session to discuss Section 2(C)(1)of the Illinois Open Meetings
Act: the Appointment, Employment, Compensation, Discipline, Performance, or Dismissal of
Specific Employees of the Public Body or Legal Counsel for the Public Body, Including Hearing
Testimony on a Complaint Lodged Against an Employee of the Public Body or Against Legal
Counsel for the Public Body to Determine its Validity. Commissioners Fishman, Johnson, and
Dibbern voted in favor of the motion. The motion passed.
B. The Commission moved to Executive Session from 6:13 p.m. to 6:38 p.m.
C. Commissioner Fishman made a motion to adjourn Executive session at 6:38 p.m., seconded by
Commissioner Johnson. The motion passed.
RETURN TO OPEN SESSION:
The open session resumed at 6:28 p.m.
A. Police Candidate#7: Jacob Sjodin. A motion was made by Commissioner Johnson, seconded by
Commissioner Fishman, to make a conditional offer of employment to Police Candidate Sjodin.
Commissioners Fishman, Johnson, and Dibbern voted in favor the motion. The motion passed.
B. Police Candidate#8: Joseph Puzzo. A motion was made by Commissioner Fishman, seconded
by Commissioner Johnson, to make a conditional offer of employment to Police Candidate Puzzo.
Commissioners Fishman, Johnson, and Dibbern voted against the motion. The motion failed.
ADJOURNMENT:
A motion was made by Commissioner Fishman, seconded by Commissioner Johnson, to adjourn the
meeting at 6:42 p.m. All commissioners present voted in favor of the motion. The motion passed.
