Minutes of Regular Meeting
January 6, 2020
CALL TO ORDER and ROLL CALL:
The meeting was called to order at 6:00 p.m. by Chairman Dibbern in the Trustee Conference Room of
Village Hall. Commissioner Johnson called the roll and noted for the record that a quorum was present at
the meeting. Present were Commissioners Johnson, Hartman, Berman and Dibbern. Commissioner
Fishman was not present. Also, in attendance were Chief of Police Casstevens, Deputy Police Chief
Szos, Fire Chief Baker, Deputy Fire Chief Wagner, FIR Director Malinowski, and Trustee Liaisons Stein
and Smith.
APPROVAL OF MINUTES:
A. Commissioner Hartman made a motion to approve the minutes of the BFPC Regular Meeting of
December 2, 2019, seconded by Commissioner Berman. Commissioners Johnson, Hartman,
and Dibbern voted in favor of the motion. Commissioner Berman abstained. The motion passed.
B. Commissioner Berman made a motion to approve the minutes of the BFPC Special Meeting of
December 8, 2019, seconded by Commissioner Hartman. Commissioners Johnson, Hartman,
Berman, and Dibbern voted in favor of the motion. The motion passed.
CHAIRMAN'S REPORT:
A. Chairman Dibbern provided an update on entry FF/PM interviews that were held on December 7-
8, 2019. Thirty-one applicants passed. Out of the 31 candidates, 29 requested preference points
as follows: three (3)veterans, seven (7)for education (associate degree), 11 for education
(bachelor degree),23 for paramedic, 21 for basic firefighter operations, three (3)for advanced
technical firefighter, and seven (7)for NCH PM Program.
B. Chairman Dibbern advised that we will approve the final register today for the 2020 Firefighter/
Paramedic (FF/PM), which will be effective from January 6, 2020 to January 5, 2022.
C. Chairman Dibbern reported that candidate Crystal Wilson withdrew from the current police final
register list.
D. Chairman advised that there will be two police promotions announced at the Village Board
Meeting tonight, Village Manager Dane Bragg has approved another hire for the Police
Department, and that Commander Newton retired.
COMMISSIONER'S REPORTS: None.
TRUSTEE REPORTS: None
CHIEF REPORTS:
FIRE DEPARTMENT:
A. Chief Baker reported they have two vacancies that will be work toward filling shortly after the
approval of the 2020 FF/PM Final Register.
POLICE DEPARTMENT
A. Deputy Chief Szos reported that the department has two promotions: Brian Spolar to Lieutenant
and Hector De La Paz to Sergeant.

B. Deputy Chief Szos also reported that Commander Newton retired, John Sepot will retire on
January 17, 2020, and that Commander positions have been eliminated and replaced by
Lieutenant.
C. Chief Casstevens is going to D.C. to present on WJLA—TV on the crisis in law enforcement.

SPECIAL BUSINESS: None
OLD BUSINESS:
A. Chairman Dibbern confirmed the adjustments to a few dates for the 2020 BFPC calendar, and
she will send a final and revised calendar by early next year.
NEW BUSINESS:
A. Chairman Dibbern reported that Chief Casstevens sent out the revised lateral entry process for
police officers for final review and approval. Commissioner Hartman made a motion to approve
the revised Lateral Police Officer Entry Process, seconded by Commissioner Berman.
Commissioners Johnson, Hartman, Berman, and Dibbern voted in favor of the motion. The
motion passed.
B. A discussion ensued regarding the 2020 police promotional process written testing. An outside
firm will handle the testing process. Commissioner Berman made a motion to approve the
decision to allow an outside firm to administer the written testing for the police officer promotional
process, seconded by Commissioner Hartman. Commissioners Johnson, Hartman, Berman, and
Dibbern voted in favor of the motion. The motion passed.
E. A discussion ensued and action was taken on the final eligibility register for the 2019/2020 FF/PM
testing process. There are 31 candidates on the final register; 29 applied for preference points as
follows: three (3) veterans, seven (7)for education (associate degree), 11 for education
(bachelor degree), 23 for paramedic, 21 for basic firefighter operations, three (3)for advanced
technical firefighter, and seven (7)for NCH PM Program. Chairman Dibbern advised she
received feedback that candidates were impressed with the process and Chief Baker's
presentation during orientation /testing.
C. Commissioner Hartman made a motion to approve the 2020 Firefighter/ Paramedic Final
Register, with an effective date of January 5, 2020 to January 5, 2022, seconded by
Commissioner Berman. Commissioners Johnson, Hartman, Berman, and Dibbern voted in favor
of the motion. The motion passed.
EXECUTIVE SESSION: None.
ADJOURNMENT:
A motion was made by Commissioner Johnson, seconded by Commissioner Hartman to adjourn the
meeting at 6:19 p.m. All Commissioners present voted in favor of the motion. The motion passed.
