2019-08-05 - Board of Fire and Police Commissioners - Minutes r. r VILLAGE OF BUFFALO �� ,end tl nr 60()8 9 2196 'heoe 84 7, VILLAGE OF BUFFALO GROVE Board of Fire and Police Commissioners Minutes of Regular Meeting August 5,2019 CALL TO ORDER and ROLL CALL: The meeting was called to order at 6:00 p.m. by Chairman Kulwin in the Trustee Conference Room of Village Hall. Commissioner Dibbern called the roll and noted for the record that a quorum was present at the meeting. Present were Commissioners,Johnson, Dibbern and Kulwin. Commissioner Hartman was not present.Also, in attendance were Fire Chief Baker, Deputy Police Chief Szos, Deputy Police Chief Eisenmenger, HR Director Malinowski, Management Liaison Golbach,and Trustee Liaisons Stein and Smith. APPROVAL OF MINUTES: A. Commissioner Johnson made a motion to approve the minutes of the BFPC Regular Meeting of July 1,2019, seconded by Commissioner Dibbern. Commissioners Johnson, Dibbern and Kulwin voted in favor of the motion. The motion passed. CHAIRMAN'S REPORT: A. Chairman Kulwin reported that two candidates were called back for interviews for the vacancy on the BFPC. President Sussman and Chairman Kulwin selected one candidate for consideration. B. Chairman Kulwin noted a possible issue with the Preference Points process and timing of number of days to submit preference points. The process will be reviewed prior to next the testing cycle. C. House Bill 2854 was passed and results in a change to awarding preference points for the Fire Service. Commissioner Dibbern will review changes at the September meeting. COMMISSIONER'S REPORTS: A. Commissioner Dibbern thanked the Fire Department for their handling of an incident at her home involving an ill relative. This was the first time in 35 years that she had to call 911 and was very thankful for their professionalism and actions. CHIEF AND TRUSTEE REPORTS: POLICE DEPARTMENT: A. Deputy Chief Szos noted that three candidates are in the investigation process. B. Deputy Chief Szos reported that Lt. Rodriguez will be presented the"Best Friends'of the Park District Award"for his dedication during the recent"Uniquely Us"diversity festival on September 6 at National Night Out. C. Butter Burger and Badges will take place at Culvers on Aug 29. From 4-8 for Special Olympics D. The Truck Convoy to benefit Special Olympics Illinois will be held on August 17 beginning at 10:00am at Sears Centre Arena. E. Trivial Night will be held on November 11 at Concord Banquets in Kildeer. F. Deputy Chief Eisenmenger reported that both Officer Kahn and Officer Kass have completed their field training and both are on full patrol duty. G. Deputy Chief Eisenmenger reported that Officer Pulkownik has resigned and will return to the Chicago Police Department for a position on the homicide technology team collecting digital evidence. FIRE DEPARTMENT A. Chief Baker reported that FF/PM Wright is in his 4ch week at NIPSTA and one FF/PM is on light duty until second week of September due to a work-related injury. B. Chief Baker reported that there are currently three FF/PM vacancies with potential for one additional. Candidates#22,#26 and#27 are under field investigation. Page 1 of 2 C. Chief Baker provided the following statistics: a. Out of 21 candidates on the eligibility list—2 passed,5 were hired, 5 not recommended,9 declined (7 took jobs elsewhere) b. There are currently 58 sworn personnel—29 with less than 10 years of service, 18 with less than 5 years of service,and 5 currently on probation,will be 8 on probation once all vacancies are filled. Six of nine Lieutenants have less than 2 years of service in rank. QUESTIONS FROM THE AUDIENCE: None SPECIAL BUSINESS: None OLD BUSINESS: A. The calendar will be reviewed to determine viable dates if the Fire Department hiring process needs to starts later this year. The process will attempt to reduce the time to three months. It depends on when the process and exhaustion of the current register. NEW BUSINESS: A. Preference point discussion will be deferred to September meeting B. Discussions on personnel will be conducted in Executive Session. EXECUTIVE SESSION: A. A motion was made at 6:2 p.m.by Commissioner Dibbern,seconded by Commissioner Johnson, to move to Executive Session to discuss Section 2(C)(1)of the Illinois Open Meetings Act: the Appointment, Employment,Compensation, Discipline, Performance,or Dismissal of Specific Employees of the Public Body or Legal Counsel for the Public Body, Including Hearing Testimony on a Complaint Lodged Against an Employee of the Public Body or Against Legal Counsel for the Public Body to Determine its Validity. Commissioners Johnson, Dibbern and Kulwin voted in favor of the motion. The motion passed. The Commission moved to Executive Session from 6:23 p.m.to 6:30 p.m. RETURN TO OPEN SESSION: The open session resumed at 6:30 p.m. Police Lateral Candidate#6: Daniel Kickert.A motion was made by Commissioner Dibbern,seconded by Commissioner Johnson,to make a conditional offer of employment to Lateral Police Candidate Daniel Kickert. Commissioners Johnson, Dibbern and Kulwin voted against the motion.The motion failed. Police Candidate#2: Robert Lawyer. A motion was made by Commissioner Dibbern,seconded by Commissioner Johnson,to make a conditional offer of employment to Police Candidate Robert Lawyer.Commissioners Johnson, Dibbern,and Kulwin voted in favor of the motion. The motion passed. Police Candidate#3: Nicholas Kreis. A motion was made by Commissioner Dibbern,seconded by Commissioner Johnson,to make a conditional offer of employment to Police Candidate Nicholas Kreis.Commissioners Johnson, Dibbern,and Kulwin voted in favor of the motion. The motion passed. ADJOURNMENT: A motion was made by Commissioner Dibbern,seconded by Commissioner Johnson,to adjourn the meeting at 6: p.m. All commissioners present voted in favor of the motion.The motion passed.
