2019-07-01 - Board of Fire and Police Commissioners - Minutes VILLAGE OF BUFFALO VILLAGE OF BUFFALO GROVE Board of Fire and Police Commissioners Minutes of Regular Meeting July 1, 2019 CALL TO ORDER and ROLL CALL: The meeting was called to order at 6:00 p.m. by Secretary Dibbern (Acting Chair) in the Trustee Conference Room of Village Hall. Commissioner Dibbern called the roll and noted for the record that a quorum was present at the meeting. Present were Commissioners, Johnson, Hartman, and Dibbern. Chairman Kulwin was not present. Also, in attendance were Police Chief Casstevens, Fire Chief Baker, Deputy Fire Chief Wagner, HR Director Malinowski, Management Liaison Golbach, and Trustee Liaisons Stein and Smith. APPROVAL OF MINUTES: A. Commissioner Johnson made a motion to approve the minutes of the BFPC Special Meeting of April 15, 2019, seconded by Commissioner Hartman. Commissioners Johnson, Hartman, and Dibbern voted in favor of the motion. The motion passed. B. Commissioner Johnson made a motion to approve the minutes of the BFPC Regular Meeting of June 3, 2019, seconded by Commissioner Hartman. Commissioners Johnson, Hartman, and Dibbern voted in favor of the motion. The motion passed. C. Commissioner Johnson made a motion to approve the minutes of the BFPC Special Meeting of June 18, 2019, seconded by Commissioner Hartman. Commissioners Johnson, Hartman, and Dibbern voted in favor of the motion. The motion passed. D. Commissioner Johnson made a motion to approve the minutes of the BFPC Special Meeting of June 21, 2019, seconded by Commissioner Hartman. Commissioners Johnson, Hartman, and Dibbern voted in favor of the motion. The motion passed. CHAIRMAN'S REPORT: The acting Chairman had no news to report. COMMISSIONER'S REPORTS: The Commissioners had no news to report. CHIEF AND TRUSTEE REPORTS: POLICE DEPARTMENT: A. Chief Casstevens noted that Officer Kahn is doing very well and it a great addition to the department. FIRE DEPARTMENT A. Chief Baker reported that FF/PM Ditthardt has successfully passed his probationary period. B. Chief Baker congratulated FF/PM Spellman on the birth of his baby boy. C. Chief Baker reported that FF/PM Buttliere will have his walk out on July 27 at 8:OOam. D. Chief Baker noted that one FF/PM is off on medical and should return to duty in late September/early October. Page 1 of 2 E. Chief Baker reported that FF/PM Dalton has accepted the conditional offer of employment and FF/PM Wright will be sworn in on July 12, 2019. Badge presentations will be held on Monday, July 15, 2019 at the Village Board Meeting. QUESTIONS FROM THE AUDIENCE: None SPECIAL BUSINESS: None OLD BUSINESS: A. The calendar will be reviewed to determine viable dates if the Fire Department hiring process needs to starts later this year. NEW BUSINESS: A. Secretary Dibbern reviewed the preference point requests for the regular entry Police Officer candidates. 58% (16) of the candidates on the eligibility list received preference points. Three candidates requested educational points but were not granted because the college transcript did not indicate that the candidate was awarded a degree. B. A motion was made by Commissioner Hartman, seconded by Commissioner Johnson, to approve eligible Preference Points requested by Police Officer candidates on the Preliminary Eligibility Register. Commissioners Johnson, Hartman and Dibbern voted in favor of the motion. The motion passed. C. A motion was made by Commissioner Hartman, seconded by Commissioner Johnson, to approve the Police Officer Final Eligibility Register Effective, July1 2019— Expiration June 30, 2021. Commissioners Johnson, Hartman and Dibbern voted in favor of the motion. The motion passed. ADJOURNMENT: A motion was made by Commissioner Hartman, seconded by Commissioner Johnson, to adjourn the meeting at 6:21 p.m. All commissioners present voted in favor of the motion.
